Centre announces extra 20% LPG allocation to states amid global energy crisis — what it means

As ongoing Middle East conflict continues to weigh energy supplies across the globe, the Centre has approached states to step up commercial LPG allocation, inceasing the distribution to 70%. In a letter to chief secretaries of all states and Union territories, secretary of the ministry of petroleum and natural gas, Dr Neeraj Mittal, outlined a revised plan to expand LPG availability for industrial use.The letter read, “in addition to the existing 50% allocation above, an additional 20% is now proposed, that would bring the total commercial LPG allocation to 70% of the pre-crisis level of the packed non-domestic LPG.” Meanwhile, Union minister for petroleum and natural gas Hardeep Singh Puri also said that the government has decided to “increase the commercial LPG allocation of states to 70%, with 20% allocation given to industries such as steel, automobile, textile and other labour intensive industries. Priority will be given to those industries where piped gas is not a substitute.”

Which industries will benefit from the additional allocation?

Commenting on the priority of the distribution, the minister laid out further propositions:Additional supplies are to be directed towards industries such as steel, automobile, textile, dye, chemicals and plastics, given their labour-intensive nature and their role in supporting other essential sectors. Within these, preference will be given to process industries or units that depend on LPG for specialised heating needs that cannot be replaced by natural gas.At the same time, industries will be required to meet conditions such as registration with oil marketing companies (OMCs) and applying for PNG connections with city gas distribution (CGD) entities in order to be eligible for LPG under the additional 20% allocation. In this case, if a certain sector uses LPG, such that it can not be substituted by natural gas, these requirements “would stand waived.”The official also called on all states to immediately utilise the 10% reform-based allocation, if they have not already done so. “I also urge all states to avail of the 10% reform-based allocation immediately, if they have not already done so.”“With this the allocation to commercial/industrial LPG will rise to 70% (with 10% reform based) and enable relief to industrial operations in the state,” the letter added.

Government reassures sufficient energy supply

The latest direction comes a day after the government issued a public assurance on fuel security, stating that there is no shortage of petrol, diesel or LPG anywhere in the country. The ministry said that the supply network remains firmly under control and cautioned against what it termed a coordinated misinformation campaign aimed at triggering panic among consumers.The ministry also reiterated its earlier clarification rejecting claims that LPG refill booking timelines had been altered. Responding to concerns amid the ongoing Middle East crisis, it said domestic LPG availability remains sufficient and output has been ramped up significantly following the LPG Control Order.Refinery production within the country has increased by 40% to 50 TMT per day, meeting more than 60 per cent of the estimated daily demand of around 80 TMT. This has reduced the need for imports to 30 TMT per day. The government has already secured 800 TMT of LPG cargoes, which are currently on their way from the United States, Russia and Australia, with deliveries being handled through 22 import terminals, compared to 11 in 2014.Officials said that the country currently has around one month’s LPG supply secured, while procurement efforts continue. Oil marketing companies are distributing over 50 lakh cylinders each day. Demand had briefly spiked to 89 lakh cylinders amid panic buying but has since stabilised. Earlier, commercial LPG allocation had been raised to 50 per cent in consultation with states to curb hoarding and black marketing.To cushion consumers from rising oil prices, the government has reduced central excise duty on petrol and diesel by Rs 10 per litre each for domestic consumption. Union Finance Minister Nirmala Sitharaman said in a social media post that the decision was taken in view of the West Asia crisis and would help protect consumers from rising prices. To ensure adequate domestic availability, export duties have been imposed on diesel at Rs 21.5 per litre and on Aviation Turbine Fuel at Rs 29.5 per litre.

NEW DELHI: A major confrontation broke out in the Jammu and Kashmir Assembly on Friday as National Conference (NC) MLAs staged a protest against the killing of former Iranian Supreme Leader Ayatollah Khamenei and the ongoing US-Israel military actions in Iran.Video footage from the Assembly shows NC MLAs chanting slogans and holding portraits of Khamenei inside the House. Police later arrived to restore order as tensions escalated between members. BJP MLAs countered the protest, leading to a scuffle between Congress MLA Irfan Hafiz Lone and BJP MLA Yudvir Sethi. Assembly proceedings were adjourned briefly to calm the situation.The protest was led by NC leaders who expressed solidarity with Iran. Party MLA Tanvir Sadiq said, “We are standing in solidarity with Iran. The entire National Conference and the government of J&K are standing with them. No country has the right to attack another, and India’s top leadership should condemn this.” Sadiq emphasized that the party supports the people of Iran in light of Khamenei’s killing.Earlier, Jammu and Kashmir chief minister Omar Abdullah condemned the ongoing conflict in West Asia, asserting that regime change cannot be achieved through military bombardment. “The only people who get to choose their regime are the citizens of that country. Regime change cannot be effected by aerial bombardment,” Abdullah said. He called Khamenei’s killing a “gross misuse of force and violation of international law.”Tensions in the region escalated following joint US-Israel military strikes on Iran on February 28, which killed Khamenei and several senior leaders of the Islamic Republic. In retaliation, Iran launched strikes against US bases in Gulf countries and Israel.

INDORE: A chilling CCTV video has captured the moment an 18-year-old allegedly drove a car into a group of residents inside a gated township in Indore, killing a woman software engineer and injuring several others after a dispute over an Airbnb rental spiralled into violence. The footage, now part of the police investigation, shows chaos unfolding inside the residential complex. A car is seen speeding into a cluster of people, knocking down a woman. Minutes later, in a second pass, the vehicle appears to mow down another woman as residents scatter in panic. The woman who died has been identified as Shampa Pathak Pandey, a software engineer who had recently moved into Shiv Vatika Township with her family. According to her husband, Saurabh, tensions had been building among residents over the alleged commercial use of a penthouse in the Sagarshree Enclave building. Residents had raised concerns about the frequent movement of outsiders — including foreigners, couples and young visitors — entering the premises through short-term rentals facilitated via Airbnb, police said. What began as a disagreement reportedly escalated into a violent confrontation between two groups on Wednesday night. Police said the teenager, the son of the penthouse owners, allegedly drove the car into the crowd during the clash. Assistant commissioner of Police Parag Saini said a case of murder and attempted murder has been registered against the teenager and his father, identified as Kuldeep. Several injured residents are undergoing treatment, though officials have not disclosed the exact number. The incident has once again raised questions around the use of residential properties for short-term rentals and the lack of clear regulations governing such arrangements in housing societies.

According per the reports from Gopal Rao of the Shri Ram Janmabhoomi Teertha Kshetra Trust the proper arrangements have been made for the devotees. He claims that the midday aarti, which is scheduled for 12 PM, will coincide with Surya tilak. For almost four minutes, the sun’s rays will stay on the forehead of Ram Lalla, allowing devotees to have a glimpse of Surya Tilak. The temple administration installed television screens throughout the city so that the devotees can watch all of the ceremonies and Surya Tilak. This was done with the understanding that there would be a rush around the temple and that not all of the devotees would be able to witness this inside the temple. From early in the morning till late at night, the temple will be open today.

Saheli, along with her husband Akshaya, left by car from Baramati in Maharashtra for Devalagapur in Afazalpur taluk. Akshaya stopped the car near the main road on the outskirts of Balurgi village in Afazalpur taluk in the middle of the road, allegedly slit his wife’s throat with a sharp weapon and drove the vehicle over her. It is said that even as the murder was taking place in the middle of the road, the motorists who were driving by stood and watched, instead of stopping the crime. It has come to light that some people captured this terrifying scene on their mobile phones, and a video of this incident has gone viral on social media. On hearing the news, SP Addur Srinivasalu, Afazalpur CPI, PSI and staff, dog squad and fingerprint experts visited the spot and carried out an investigation. The exact reason for this murder has not been ascertained, and will be known after investigation, said police sources. A case has been registered at Afzalapur police station.

NEW DELHI: Learning from Operation Sindoor, the Indian Army is equipping its armoured regiments with dedicated drone units known as ‘Shaurya Squadrons’. These units are being integrated into tank formations to support surveillance, precision strikes, electronic warfare and logistics, adding drone capabilities directly to armoured operations.Just a few days ago, the Army tested a Shaurya Squadron in a realistic battle environment at Babina Field Firing Ranges near Jhansi, where Southern Army Commander Lt Gen Dhiraj Seth witnessed a drone squadron in action. Led by the White Tiger Division under the Sudarshan Chakra Corps, the 13-day drill showed how drone support added extra punch to the fire power of armoured regiments.On X, the Southern Command said, “Fielded in a realistic battle environment, Shaurya Squadron demonstrated the seamless integration of real-time surveillance assets with mechanised forces, attack helicopters, swarm strikes and coordinated firepower, enhancing battlefield awareness, compressing the sensor-to-shooter cycle and enabling swift, decisive battlefield response.”A source in the Army told TOI that “5-6 Shaurya Squadrons have been activated till now”. “However, the concept of the drone unit integration is still at a nascent stage and more trials are needed for perfection. The formal raising of such units will happen after a formal approval is received,” the source said.The Army operates one of the world’s largest main battle tank fleets with 63 armoured regiments. Each regiment is typically equipped with about 45 tanks, constituting a total fleet of roughly 4,500 tanks, including T-90S Bhishma, upgraded T-72 M1 ‘Ajeya’, and Arjun MK1/MK1A variants.Drawing lessons from global conflicts, including Russia-Ukraine war, that are drone-centric, the Indian Army is gradually pushing to institutionalise UAV or drone capabilities across its arms.In the infantry, the Army last year raised Ashni platoons, equipped with surveillance UAVs and loitering munitions for tactical ISR (intelligence, surveillance and reconnaissance) and strike roles. In the artillery, Divyastra batteries have been raised to integrate UAV-based targeting with conventional guns for faster and more autonomous engagement cycles.

In what could potentially be a big relief, Iran has said it would allow India to use the Strait of Hormuz, clearing the way not only for 20 Indian-flagged cargo vessels stranded to its west to pass through the choke point, but also raising hopes that another 18 empty LPG tankers can go through the conflict-hit 52km strait to load cargo.“We have permitted certain countries that we consider friendly to pass through (Strait of Hormuz). We allowed China, Russia, India, Iraq and Pakistan to transit,” Iranian foreign minister Seyed Abbas Araghchi said, according to Iranian State TV. At the same time, he made it clear that ships linked to Iran’s adversaries will not be allowed to transit through the strategic waterway. “The region is a war zone, and there is no reason to allow the ships of our enemies …to pass through,” he said.TOI has learned that a dozen India-bound ships to the west of Hormuz – including five loaded with 2.3 lakh tonnes of LPG – are waiting to cross the strait and head to Indian ports. “The smooth passage of all Indian-flagged ships will improve availability of LPG, LNG and crude in India,” an official keeping a close watch on the developments said. India in Iran’s list of ‘friendly countries’ comes as a surpriseOnce these ships reach Indian ports and discharge the load, they can be sent to pick new consignments,” said the official. “Few of the 20 Indian-flagged vessels in this region are not bound for India but other ports,” the official added.The 18 LPG tankers are waiting to enter the strait to pick up cooking gas from Gulf nations, officials said.Iran’s decision to green flag ships headed for India marks a success for New Delhi’s diplomacy, with PM Modi holding two rounds of talks with Iranian president Masoud Pezeshkian. Two of the five “friendly countries” mentioned — Russia and China — are seen by Iran as partners in its fight against the US and Israel. The remaining two are the Islamic countries of Turkiye and Pakistan, with the latter anxiously trying to play the intermediary between the Trump administration and the Iranian leadership.India, in normal times, gets around 27-30 LPG tankers every month to meet domestic requirements as it imports 60% of its cooking gas, with 85-90% of this being sourced from Gulf countries, including Saudi Arabia and the UAE. To meet the shortfall, govt is sourcing cooking gas from the US, Argentina, Norway, Canada and Russia, and some cargo has already reached Indian ports through other sea routes.Two LPG vessels — Shivalik and Nanda Devi — reached India last week, while Pine Gas and Jag Vasant are likely to reach this week.According to Kpler, only 138 ships crossed the energy choke point between March 1 and 23, including 87 oil and gas tankers. This translates into 5-6 ships a day, a 95% drop in crossings since the war began. Reports also suggest that more than 1,900 ships are unable to move in the vicinity of the Strait of Hormuz.

The summer schedule is likely to see about 3,000 weekly fewer domestic flights – a 12% decline – over last summer’s 25,610. With the fare caps gone and the number of flights reduced, cost of travel is set to soar under the summer schedule that is effective from March 29.“A significant hike in aviation turbine fuel prices is expected from April 1. That will mean a serious increase in operating costs and fares. Though Air India group, IndiGo and Akasa have either hiked or levied, that will mean nothing compared to the ATF hike being anticipated. At those levels, only a handful of either profitable (read IndiGo) or backed by cash-rich groups (read Tata for Air India) will be able to operate flights as per demand. Some weak players simply won’t have funds to fill up their planes and will struggle to remain afloat,” said an industry insider.Airlines know hiking fares beyond a point will mean hurting demand, which will then mean operating fewer flights. The approved schedule anyway is the maximum number of flights that an airline can operate. The number that is actually does depends on supply, demand and operating costs, among other things.
