Maharashtra seeks CSR to improve healthcare | Mumbai News


Mumbai: The state govt has invited corporates to undertake social responsibility schemes in various districts to improve healthcare access for the people.This appeal was made at a meeting held as a part of the Maharashtra Impact and Sustainability Convergence Programme on Saturday, with state health minister Prakash Abitkar addressing national and international organisations involved in CSR activities. He also announced the setting up of a CSR coordination cell for the public health department.Representatives from European Union Chamber of Commerce, Indian Oil Corporation Limited, JSW Foundation, Aditya Birla Education Trust, Doctors For You, Indian Dental Association, Sanofi, Capgemini, Amazon, Cipla Foundation, Godrej Enterprises Group, were present at this meeting.Stating that many “positive changes have taken place in the health department in the past year, Abitkar said, “If additional resources are made available through CSR along with funds from the central and state govts, it will be of great help in changing the face of the health system.”He highlighted the role of CSR in operating boat ambulances in areas such as Nandurbar. Companies were invited to adopt districts, contribute in development of health infrastructure, repair of equipment, emergency services, medicine supply, diagnostic facilities, staff training and public awareness campaigns, said health officials.

Man gets 10-yr RI for sexually assaulting five-year-old girl | Mumbai News


Mumbai: Observing that the five-year-old girl trusted the accused as he was her uncle’s factory employee and even danced on his shoulders before he sexually assaulted her and left her undressed in a swamp, a special Pocso court on Wednesday sentenced a 31-year-old man to 10 years’ rigorous imprisonment (RI) for the aggravated penetrative sexual assault of the child during a wedding celebration in 2016. The convict has been in custody as an undertrial for over a decade, having been arrested the day after the incident on Jan 2, 2016. “The innocent girl was unable to resist the act of the accused… The accused was 21 years old at the relevant time. He was quite masculine; he overpowered the girl, who was very small. She was helpless against the act of the accused. The act of the accused is scarred on the sole of the victim,” special judge Ashwini D Lokhande said. While the court acquitted him of the charge of attempt to murder due to lack of evidence regarding intent to kill, he was found guilty under various sections of the IPC and the Pocso Act, including kidnapping and criminal intimidation. “In the present case, there is no evidence to prove that the accused caused hurt to the victim with the intention and knowledge that it would cause the death of the victim,” the judge said. Special public prosecutor Usha Jadhav established that on New Year’s Day in 2016, the victim and her mother were attending a relative’s wedding. During the celebrations, the accused, who worked for the victim’s uncle, was seen dancing with the child on his shoulders. When the mother briefly stepped away to drink water, the accused abducted the girl and took her to a swampy, wooded area near a municipal garden. He was later seen fleeing the spot by a witness who found the child unclothed, traumatised, and covered in mud. The girl later identified the accused, detailing how he had scratched her, bitten her, and subjected her to digital penetration. During the trial, the defence argued that the accused had been falsely implicated due to a financial dispute with his employer and pointed to procedural lapses in the investigation, including delays in sending forensic samples. However, the judge found the victim’s testimony and the medical evidence conclusive. The medical report confirmed various external injuries, including nail scratches on the child’s neck, waist, and thighs, as well as a bite mark on her lip.The judge observed that the prosecution successfully proved the foundational facts of the case. “The victim was 6 years old at the time of the incident. The accused, being the worker… the victim posed trust in him and danced with him at the relevant time. However, the accused had taken undue advantage of her innocence and took her into the swamp area at night.”Since the accused has been in jail since Jan 2016, the judge granted him set-off for the period already undergone. The judge also recommended the case to the District Legal Services Authority (DLSA) for awarding compensation to the victim.

BMC may conduct pilot project on tongue swabs to detect TB | Mumbai News


Mumbai: A month after the World Health Organisation (WHO) recommended that countries with a high burden of tuberculosis (TB) could try certain new, speedier and easier tests, there are indications that the BMC may conduct a pilot project to check the efficacy of one of these recommendations: tongue swabs.Tongue swabs entail using a swab to collect saliva/fluid from the tongue. Contrast this with the usual TB test that entails coughing out mucus (sputum) from deep inside the lungs. “Collecting tongue swabs would be easier for some patients, especially children,” said BMC executive health officer Dr Daksha Shah.While it’s early days yet for such a pilot project, Dr Shah said the BMC has always been interested in newer methods to improve TB detection. A few years back, the BMC was the first civic corporation to carry out a pilot project to check the use of artificial intelligence (AI) in detecting TB in X-ray scans.Mumbai is one of the high-density TB hubs in the world, with the emergence of extremely difficult-to-treat drug-resistance cases emerging in the city in 2011-12. The National TB programme rolled out a special TB plan for Mumbai, fast-tracking new tests and medicines. While 65,435 TB cases were registered in Mumbai in 2022, the numbers dropped to 54,390 TB patients; 8% of them had drug-resistant TB.On Feb 26, the WHO recommended new near-point-of-care (NPOC) molecular tests for the diagnosis of TB; easy-to-collect tongue swab samples to simplify and expand access to testing.Canada-based epidemiologist and public health expert Dr Madhukar Pai told TOI: “This new WHO policy is a big deal in the world of TB. For the first time, it has approved a near point-of-care molecular test that can be used at the primary care level, and also with a tongue swab since many people are unable to produce a sputum.”Dr Pai said this new test is available via Global Drug Facility at $3.5 per test and is “far more affordable than any molecular test so far”. He added that two companies, Huwel and Molbio from India, have products that fit into this category.When contacted, Goa-based Molbio Diagnostics president Shiva Sriram said his company’s technology, the Truenat platform, which is deployed in primary health centres across the country, is already designed to accommodate multiple sample types, including tongue swabs.However, he said tongue swab-based testing is still an emerging approach with limited field data. “As programmatic adoption increases, it is expected to generate stronger evidence and inform scaled implementation,” he said.

‘No change in fuel prices in Mumbai despite 10/l cut in excise duty’ | Mumbai News


Mumbai: The Centre’s Rs 10 per litre cut in excise duty on petrol and diesel is unlikely to bring immediate relief to consumers, as the benefit appears to have been absorbed by oil marketing companies, said experts. Retail fuel prices in cities like Mumbai have remained unchanged.Industry data shows even as central excise duty was reduced, the base depot price of petrol was simultaneously increased by Rs 10 per litre, effectively neutralising the tax cut. As a result, petrol continues to retail at around Rs 103.45 per litre in Mumbai.

Experts said the excise duty structure comprises four components, and the latest reduction applies only to the special additional excise duty. The other three—basic excise duty, agriculture infrastructure and development cess, and road and infrastructure cess— remain unchanged.Following the revision effective March 27, total excise duty on petrol has reduced from Rs 21.90 to Rs 11.90 per litre and on diesel from Rs 17.80 to Rs 7.80 per litre. However, claims that excise duty on diesel has been reduced to zero are misleading as multiple components of the levy continue to be charged. “The reduction is largely an internal adjustment to cushion oil companies against higher crude costs. There is no certainty that the benefit will be passed on to consumers,” said city-based petroleum dealer and pricing expert Kedar Chandak.While the central tax component has declined, state taxes such as VAT and cess are unchanged. In Mumbai, these levies continue at Rs 23.98 per litre while dealer commissions are steady at Rs 4.01. Consequently, the tax burden has reduced from Rs 45.88 to Rs 35.88 per litre, but without impacting the retail price.

Elderly couple sends 2.8cr to fake cops for ‘verification’, duped | Mumbai News


Mumbai: The fraudsters, posing as personnel from the law enforcement agencies, threatened a septuagenarian husband-wife duo that the wife’s Aadhaar card had been seized from one of the 90 terrorists arrested by the Lucknow ATS. To examine if their money was valid, the fake cops asked the elderly couple to send money to them for verification and assured to return once it gets clean chit. The couple in nine transactions sent Rs 2.84 crore and later realised they were duped by fake cops.The East cyber police station registered an FIR on March 24 against eight unidentified persons for cheating, forgery and extortion under the BNS and identity theft under the IT act. The alleged ‘digital arrest’ crime took place between Dec 16 last year and Mar 23 this year.The 77-year-old husband, who trades in shares, in his FIR stated that he resided along with his 72-year-old wife at Kanjur Marg. The wife retired from the post of a senior personal assistant from the state govt’s cooperative and marketing department. One of the couple’s two sons works abroad.The complainant told police that on Dec 16 an unknown person called up his wife and introduced himself as police inspector Ranjit Kumar from Mumbai Police Headquarters. “He then said that my wife’s Aadhaar card has been linked to the bank account of a terrorist organisation and it is being investigated by Lucknow ATS. He said that Lucknow ATS officer Prem Kumar Gautam will contact him in this regard,” the complainant told police. Scared, the wife informed her husband. Later, he received a call from a person who said he was Premkumar Gautam from Lucknow ATS and that the ATS had arrested 90 terrorists. Gautam told the complainant that his wife’s Aadhaar card had been seized from one of the terrorists and that his senior officer Ajay Srivastava would contact the couple regarding this.Then another person, Ajay Srivastava, called up the complainant’s wife. He said that Rs 70 lakh had been deposited in the complainant’s wife’s bank account and that further investigation was being done through the National Investigation Agency.Later, Srivastava sent documents titled Confidentiality Agreement with the logo of the NIA to the complainant’s wife via WhatsApp. A document sent by Srivastava contained a fake sign of an RBI deputy governor.Srivastava told the couple that the NIA chief would contact them through the ‘Signal’ app regarding the incident. The accused also asked the couple to send them a message every four hours saying “We are safe with national security.” Srivasatava also sent the complainant a message on Signal saying his meeting was scheduled with the NIA chief. During the WhatsApp call meeting the fake NIA chief asked the complainant to send all the money for verification and assured to return after examination.When the complainant did not get their money back, he realised he was cheated. On March 23, he and his wife went to the NIA office at Peddar Road in central Mumbai where the couple was asked to go to the cyber police station.

Anthropic sends ‘thanks note’ as Judge temporarily blocks Pentagon from declaring Anthropic ‘national security risk’ |


AI giant Anthropic has scored a major legal victory after the federal judge temporarily blocked the Pentagon from labelling the company a “national security risk.” According to a report by Business Insider, US district judge Rita Lin has granted Anthropic’s request for a preliminary injunction, halting both the Presidential Directive ordering federal agencies to stop using Anthropic’s technology and defence secretary Pete Hegseth’s designation of the company as a “supply chain risk.” The ruling means the designation cannot take effect while the injunction is in place, allowing Anthropic to continue doing business with defense contractors.Judge Lin criticized the government’s actions, saying they looked like “an attempt to cripple Anthropic” rather than a straightforward decision to stop using its AI tool Claude. She noted that one amicus brief described the Pentagon’s move as “attempted corporate murder.”

Anthropic welcomes the decision

In a statement, Anthropic said: “We’re grateful to the court for moving swiftly, and pleased they agree Anthropic is likely to succeed on the merits. While this case was necessary to protect Anthropic, our customers, and our partners, our focus remains on working productively with the government to ensure all Americans benefit from safe, reliable AI.”

Pentagon’s arguments against Anthropic

As per the BI report, deputy assistant attorney general Eric Hamilton argued in the county that Pentagon has raised questions of Anthropic’s “reliability and trustworthiness,” warning the company could manipulate its AI models or restrict access. Defense officials have accused Anthropic of putting “Silicon Valley ideology above American lives.” US President Donald Trump also attacked the company on Truth Social, calling it a “WOKE COMPANY” and claiming its actions put national security in jeopardy.

“Good afternoon to both of you. Yesterday, I disclosed a list of questions that I asked counsel to be prepared to answer today. Before we go down that list, I thought it might be helpful for the attorneys to hear kind of a general overview of my tentative thoughts on the case so far, and you’re welcome to sit down for that if you’d like. Then, I’ll invite you back up to address the questions.I will say that I do think this case touches on an important debate. On the one hand, Anthropic is saying that its AI product, Claude, is not safe to use for autonomous lethal weapons and domestic mass surveillance. Anthropic’s position is that if the government wants to use its technology, the government has to agree not to use it for those purposes. On the other hand, the Department of War is saying that military commanders have to decide what is safe for its AI to do, not a private company.It’s a fascinating public policy debate, and it’s not my role to decide who’s right in that debate — that is Secretary Hegseth’s call. The Department of War decides what AI product it wants to use and buy. And everyone, including Anthropic, agrees that the Department of War is free to stop using Claude and look for a more permissive AI vendor.I don’t see that as being what this case is about. I see the question in this case as being a very different one, which is, whether the government violated the law when it went beyond that.After Anthropic went public with this contracting dispute, defendants seemed to have a pretty big reaction to that. They took three actions that are the subject of this lawsuit. First, the president announced that every federal agency, not just the Department of War, would immediately ban Anthropic from ever having another government contract. So, that would include the National Endowment for the Arts using Claude to design its website — not allowed.Second, Secretary Hegseth announced that anyone who wants to do business with the US military has to sever their commercial relationship with Anthropic. So, if a company uses Claude to have a customer service chatbot, now they can’t do any defense work.Third, the Department of War designated Anthropic as a ‘supply chain risk.’ That label applies to adversaries of the US government who may sabotage its technology systems. It’s typically directed at foreign intelligence, terrorists, or other hostile actors.What is troubling to me about these three actions is that they don’t really seem to be tailored to the stated national security concern. If the worry is about the integrity of the operational chain of command, DOW could just stop using Claude. It looks like defendants went further than that because they were trying to punish Anthropic.One of the amicus briefs used the term ‘attempted corporate murder.’ I don’t know if it’s murder, but it looks like an attempt to cripple Anthropic. And specifically, my concern is whether Anthropic is being punished for criticizing the government’s contracting position in the press.Defendants say they were doing this because Anthropic’s ‘sanctimonious rhetoric’ was an attempt to ‘strong-arm the government.’ DOW’s records say that it designated Anthropic as a supply chain risk because it was ‘hostile in the press.’ So it looks like DOW’s punishing Anthropic for trying to bring public scrutiny to this contracting dispute, which, of course, would be a violation of the First Amendment. So I have a lot of concern about that, and I would like to hear more from the government about that.

BEST cancels Altamount road staff quarters leasing tender | Mumbai News


Mumbai: The BEST has cancelled its plan to lease staff quarters at its prime Altamount Road plot, withdrawing a tender expected to fetch around Rs 263 crore. The tender was withdrawn on March 25.The proposal involved leasing 35 flats – 15 in Wing A and 20 in Wing B – on a 2,475 sq m plot at Cumballa Hill by opening it up for third-party residential use. Both wings are five-storey buildings. BEST published a notice on its website about cancellation of this tender. A BEST spokesperson did not respond to calls and messages when attempts were made to seek its version. The plan came under scrutiny earlier after the tender process moved unusually fast within the system, triggering concern among officials and activists. The e-tender was issued in late July, and key approvals across multiple departments were completed within hours on the eve of a top official’s retirement. The speed of clearances raised questions internally.Unions strongly objected, arguing that the plot, reserved for a power substation, could not be handed over to private parties for long-term residential use. Following the backlash, officials explored changing the reservation to enable leasing, sources said. BEST issued a public notice stating it planned to lease the quarters to generate non-fare revenue. However, the move drew criticism from citizen groups, who flagged concerns over the monetisation of public land and sought greater transparency. The plot houses a key receiving substation, which converts high-voltage electricity for local supply. It serves areas such as Malabar Hill, Nepeansea Road, Altamount Road and Cumballa Hill. The land is also designated for emergency utility use, limiting redevelopment. A third wing with eight flats was already leased earlier as part of the same complex.The issue of land monetisation came under the spotlight in Oct 2025, when activists submitted a white paper to the govt raising concerns over disposal of public assets. Microsoft has paused hiring for most teams outside its AI division, including cloud and sales, to control costs before its fiscal year ends. This move, impacting non-AI roles, follows significant AI infrastructure investments and a broader HR restructuring. The company is prioritizing AI development while trimming other expenses, awaiting returns on its substantial AI bets.

Microsoft has told managers across its cloud unit and North American sales teams to stop hiring anyone who doesn’t already have a job offer in hand, The Information reported, citing three employees with direct knowledge. The move comes as the company scrambles to rein in costs and shore up margins before its fiscal year closes in June—a period during which it’s also burning through billions on AI infrastructure.

The AI teams get a pass, everyone else, not so much

The freeze isn’t company-wide. Teams building Microsoft’s Copilot AI tools are still actively hiring, which tells you where the company’s priorities lie. But for divisions outside that AI orbit, the belt-tightening is real. This follows a sweeping overhaul of Microsoft’s HR organisation reported by Business Insider earlier this week, with Chief People Officer Amy Coleman restructuring her team to prioritise speed and adaptability. Chief Diversity Officer Lindsay-Rae McIntyre is also departing the company on March 31.

$80 billion in AI spending, and Wall Street wants receipts

Microsoft pledged $80 billion in capital expenditure for fiscal year 2025—most of it directed at AI infrastructure. But that spending hasn’t come cheap on the balance sheet. The company reported slower cloud growth in the October–December quarter alongside record capital expenditure, a pairing that rattled investors. Earlier this year, Microsoft shed roughly $440 billion in market cap as doubts around AI profitability mounted.The company had about 228,000 employees globally as of June 2025. Its last major layoff round came in July, when it cut roughly 9,000 roles—about 4% of its workforce. The Xbox division bore the brunt, with Microsoft cancelling games like Perfect Dark and Everwild, and shutting down The Initiative studio. Two months before that, around 6,000 employees were let go in a round framed around operational efficiency.

This isn’t Microsoft’s first cost-cutting move this year

Even before the current freeze, Microsoft had been pulling back. In January 2025, it froze hiring across its US consulting division, slashed marketing budgets by 35%, and pushed employees to swap travel for remote meetings. The consulting arm’s $1.9 billion in revenue made it a relatively painless target next to the company’s cloud and productivity juggernauts.The pattern is hard to miss. Microsoft is funnelling billions into AI while trimming headcount and discretionary spending almost everywhere else. How long that trade-off holds depends entirely on when those AI bets start generating returns.
