‘Frame charges against Karti in Chinese visa scam’ | India News

'Frame charges against Karti in Chinese visa scam'

NEW DELHI: A Delhi court on Tuesday ordered framing of charges against Congress MP Karti P Chidambaram and six others in connection with a visa scam, holding that prime facie, a case was made out against them for criminal conspiracy and illegal gratification. The court, however, discharged the eighth accused, Chetan Shrivastava, after concluding that there was “no material evidence” on record against him.CBI had filed a chargesheet in Oct 2024 against Karti and the others, alleging bribery in facilitating visas for Chinese nationals for a power company, Talwandi Sabo Power Limited (TSPL), in 2011, when his father P Chidambaram was Union home minister.Special CBI judge Dig Vinay Singh of Rouse Avenue courts observed that there was enough material to proceed against the Sivaganga MP and six other accused for offences including criminal conspiracy, demand and receipt of bribe, destruction of evidence, and related charges. The judge noted the materials placed before the court pointed to ‘coordinated acts’ by the accused.Besides Karti, others chargesheeted in the case included his close associate S Bhaskararaman, TSPL and Mumbai-based Bell Tools Ltd, through which the bribe was routed. The court held that at the present stage of framing the charges, the statement of approver Vikas Makharia, who was the associate vice-president of TSPL, had to be accepted at face value and it could be examined during the trial. It further observed that the conspiracy between Karti and Bhaskararaman was evident, based on the evidence collected during the investigation.Tracing the sequence of events, the court noted that Makharia approached Karti through Bhaskararaman in Chennai seeking 800 additional project visas for TSPL, believing that he had access to home ministry. Bhaskararaman dema-nded and received a bribe of Rs 50 lakh. Subsequently, the approver (Makharia) telephonically thanked Ch-idambaram, who affirmed receipt of the amount. The court noted that although explicit words such as “payment” or “money” were avoided during the call, the acknowledgement was recorded. The court rejected the submissions made by Karti that he had “not read the emails” relied upon by the prosecution, or that there was “no substantiated proof” of a meeting in Chennai or any telephonic conversation.CBI had registered an FIR in the case in 2022. According to the agency, TSPL, a subsidiary of Vedanta, had outsourced work to a Chinese firm for its 1,980 MW thermal power plant coming up in Punjab. With the project facing penalties because of delays, the facilitation was sought for re-use of project visas, since there was a ceiling on project visas permissible for a company’s plant. The FIR said there was no provision for the re-issue of project visas.

Railways’ dedicated high-speed test track to be ready by early 2026

NEW DELHI: Indian Railways’ first dedicated high-speed test track is expected to be complete by March 2026. The 64-km track, on which trains will be tested at a speed of 220 kmph, is being developed in Jodhpur division in Rajasthan with an investment of Rs 967 crore.Railway officials said the stretch is being built in two phases between Gudha and Thathana Mithri, around 70 km from Jaipur. They added that approximately 58 km of the track has been completed.

.

“With the construction of this track, India will be the first country to have comprehensive testing facilities for rolling stock, meeting international standards as per UIC-518/EN-14363 (key railway standards defining methods for testing and approval of rolling stock dynamics). This track will be a unique one globally, as most test tracks currently available elsewhere are shorter than its length,” said an official. The track will provide testing facilities for high-speed rolling stock manufactured worldwide. Comprehensive testing facilities for high-speed rolling stock and components, including speed testing, stability, safety parameters, crash resistance and rolling stock quality, are being developed under this project, as per officials. The dedicated test track will also ensure the testing of track materials, bridges, traction distribution equipment, signalling gear and geotechnical studies. The dedicated test track has seven major bridges, 129 minor bridges and four stations. With its operationalisation, trials can be conducted for a high-speed train passing curved sections without slowing down. Of these curves, some are made for lower speed and some for high speed.

Renowned Hindi writer Vinod Shukla dies at 88 | India News

Renowned Hindi writer Vinod Shukla dies at 88

RAIPUR/NEW DELHI: Vinod Kumar Shukla, who created a universe of quiet grace from the small histories and inner worlds of ordinary people in his novels and poems, and who became the first Jnanpith awardee from Chhattisgarh last year – passed away Tuesday. He was 88.The renowned Hindi writer was undergoing treatment for a lung ailment in the Chhattisgarh capital since Dec 2 and was on ventilator support since Dec 19. His body had weakened but his resolve to write remained unswerving.“He carried a writing pad, even inside the ICU. In the hospital, he wrote his last poem. Probably inspired by what he had observed around him,” his son Shashwat told TOI.His last poem, penned in an infirm hand from his hospital bed on Dec 6, went: “Batti maine pehle bujhayee / Phir tumne bujhayee / Phir dono ne mil kar bujhayee (I turned out the light first / then you did / then we turned it off together).”In a conversation with PM Modi some weeks back, he had said, “Writing is like breathing for me. I want to return home as soon as possible – I want to keep writing.”PM condoled the writer’s passing in a post on X, “He will always be remembered for his invaluable contribution to the world of literature.”Shukla wrote sparingly, but deeply. He wrote in a tone that never needed to raise itself. His prose moved gently like the wind, his poetry like breath. His writing did not insist; it illuminated. And it traversed the vacant space between remembering and forgetting.“Forgetting is my nature. I forget, again and again. Since forgetting is my nature, so is remembering. If I forget, I also remember. Forgetting is a form of leaving behind. Remembering is trying to bring it back,” he told actor Manav Kaul in director Achal Mishra’s documentary on his life, ‘Chaar Phool Hain Aur Duniya Hai’ (2024).Naukar Ki Kameez (The servant’s shirt, 1979) was his most celebrated work. The novel was adapted by renowned filmmaker Mani Kaul into a feature film in 1999. “Initial sales were slow. But after 2020, it became a best-seller,” says Satyanand Nirupam, editor, Rajkamal Prakashan. A Facebook Live presentation by him was watched by a high 18,000 viewers during the 2020 Covid lockdown.“In 2025, it sold 10,000 copies, a huge number for a book released five decades ago,” says Nirupam. Some months back, there was even an unpleasant online controversy over the royalty he had earned.Shukla was born in Rajnandgaon, now part of west Chhattisgarh. A post-graduate in krishi vigyan (agriculture science) from Jabalpur, his first poetry collection, Lagbhag Jai Hind (Almost Jai Hind) was published in 1971.As a writer, Shukla never carried the baggage of literary politics. Perhaps a reason why fame trickled to him, like water dripping from a tap in a desert town. He received the Sahitya Akademi award in 1999 for his novel, Deewar Mein Ek Khidki Rehti Thi (A window lived in the wall). Khilega To Dekhenge (Will see when it blooms) was another feted work.In 2023, he became the first Indian to receive the PEN/Nabokov Award. “Writing for decades without the recognition he deserves, Shukla has created literature that changes how we understand the modern,” the PEN/Nabokov judges panel said.Sahitya Akademi recipient writer Mridula Garg says that Shukla was truly one of a kind. “Articulate but not verbose, simple but not simplistic, real but not realistic, individualistic but not self-centered. Equally empathetic to individual and social desires and ills,” she says.Another Sahitya Akademi awardee Anamika poetically puts it that in Shukla’s poems and novels “we meet a lonely man full of empathy and grace, a man of the community, a man like the Christ on cross in Rembrandt’s painting, a man who belongs – his bones hanging, skin sagging, the pain of inner struggle writ large on his face.”Senior journalist Sunil Kumar, who was associated with Shukla for decades, said, “He was the most prominent Hindi writer of significance in the last half a century, but his feet remained solidly on the ground. Shukla ji was a man of unique simplicity, in language, life, and values, all. He had a strange ability to remain aloof from praise or criticism, success or failures.”When asked for his reaction on receiving the Jnanpith, India’s most prestigious literary award, Shukla had said, “Mujhe likhna bahut tha, lehin bahut kam likh paya,” (I had a lot to write, but could write very little.” Following his demise, every reader too enchanted by his world of writing has been left wanting for more.

Indian Railways strengthens AI-based system to protect wildlife on railway tracks

In a groundbreaking move, Indian Railways has rolled out an Artificial Intelligence (AI)-powered Intrusion Detection System (IDS) to safeguard wildlife, especially elephants, lions and tigers, on railway tracks. The cutting-edge technology uses Distributed Acoustic System (DAS) to detect animal presence, alerting loco pilots and control rooms 0.5 kms in advance – a potential lifesaver. The AI-enabled system generates real-time alerts for loco pilots, station masters, and control rooms, enabling swift preventive action. Initially implemented in 141 RKms on Northeast Frontier Railway, the system has been successfully functioning and based on its performance, further tenders have been awarded for 981 RKms for implementation across Indian Railways. With this, the total coverage will extend to 1,122 RKms.

Assam Tragedy: Rajdhani Express Hits Elephant Herd, Eight Killed, Engine And Coaches Derail

This initiative underscores Indian Railways’ commitment to wildlife protection and safe train operations. By harnessing AI and DAS, railways are taking proactive steps to prevent animal casualties, aligning with broader conservation goals. It also sets a new benchmark in balancing railway operations with wildlife conservation. With AI on the watch, elephants, lions and tigers get a safer passage. This comes after an unfortunate incident took place in the Jamunamukh – Kampur section under Lumding Division of N.F. railway on Saturday, in which the Train no. 20507 DN Sairang – New Delhi RajdhExpress dashed with elephants, resulting in derailment of the locomotive and five coaches of the train. Seven elephants have been reported dead with no casualties or injuries to any passengers.Promptly after receiving the information of the crash, Senior railway officers, including the General Manager of N.F. Railway and Divisional Railway Manager of Lumding and Accident Relief trains arrived at the site to carry out the restoration work.He further stated that the incident site is approximately 126 km from Guwahati and is not a designated elephant corridor, adding that the loco pilot, on observing the herd of elephants, applied emergency brakes. However, elephants dashed into the train.Meanwhile, Assam Chief Minister Himanta Biswa Sarma expressed deep sorrow and ordered a probe over the death of seven elephants–three adults and four calves–in a tragic train collision on Saturday. In a statement, the Chief Minister said, “We are deeply saddened by the death of seven elephants–three adults and four calves–in a tragic train collision earlier today. I have directed the Forest Department to conduct a detailed enquiry on this deeply disturbing accident and take steps to further secure our wildlife corridors, particularly during low visibility seasons.”Moreover, Rajya Sabha MP Sukhedu Sekhar Roy, in a letter to Railway Minister Ashwini Vaishnaw on Saturday, drew attention to this incident, noting that such incidents recur due to trains exceeding speed limits in designated elephant corridors. He described these deaths not as accidents but as the result of human negligence, pointing out that speeding trains have become a recurring threat to elephants and other wildlife.
