NEW DELHI: The cremation of Harish Rana in Delhi on Wednesday marked a quiet end to a case that had stirred complex questions about life, dignity and medical ethics in India.Rana, first person in the country to be granted passive euthanasia, died on Tuesday at the All India Institute of Medical Sciences after spending more than 13 years in a coma.

His last rites were performed at a cremation ground in south Delhi’s Green Park, with family members and spiritual volunteers in attendance.Rana had been in a vegetative state since 2013, when he fell from a fourth-floor balcony while studying engineering at Panjab University. Doctors later concluded that his condition was irreversible.Earlier this month, the Supreme Court of India allowed the withdrawal of life-sustaining treatment in his case, marking a rare application of passive euthanasia in India.The court clarified that while medical interventions such as feeding tubes could be stopped, palliative care must continue to ensure a natural death with dignity.Days before his death, Rana had been shifted from his home in Ghaziabad to the palliative care unit at AIIMS Delhi.Back in his neighbourhood, residents recalled the family’s long struggle.“It is so sad. The family did everything they could for him all these years,” one neighbour said.

‘Eagle very close on landing roll:’ Delhi ATC asks two incoming planes to go-around

NEW DELHI: Alert air traffic controllers at Delhi Airport on Wednesday asked two incoming aircraft to initiate a go-around after pilots of a third aircraft which had landed on the runway the two were supposed to touch down on, had reported “an eagle very close on landing roll.” Both the aircraft safely went around and touched down safely on the second attempt. While IGIA has always seen a worrying amount of bird activity along with several other airports like that in Ahmedabad, the same increases during and after rains as the waterlogged ground means insects on the surface that attract even more birds.On Wednesday at 11.54 am, an Air India Express flight IX 1037 landed on IGIA’s runway 09 which is closest to Dwarka side. “The pilots reported an eagle very close during landing roll. Two other incoming aircraft — Air India’s AI 1892 from Patna and IndiGo’s 6E 2088 from Madurai were to land soon thereafter. To avoid bird hit, the air traffic control immediately asked them to go around. They landed subsequently in the second attempt,” said a senior ATC official. Whenever a pilot reports bird activity on the airfield, the airport takes steps to drive away the birds including bursting crackers.The Directorate General of Civil Aviation (DGCA) had last June summoned airport operators to discuss the continuing menace of wildlife hazards, including bird hits. Dirty surroundings and slaughter houses near airports, among many other factors, attract birds leading to bird hits. Bird hits increase during monsoon as waterlogged ground forces worms to the surface, attracting more birds that usual.The DGCA had about four years back written to airports on the issue. “We are all aware that during monsoon season wild life (birds and animals) activity increases in and around airports. Presence of wildlife in airport vicinity poses a serious threat to aircraft operational safety. All airports are requested to review their wild life hazard management plan for any gap and ensure strict implementation of strategies for wild life hazard management within and also outside the airfield,” DGCA had said in a letter to all airport operators and airport directors in June 2022.Within the airport, the steps to be taken include: “grass trimming and spraying of insecticides; frequent runway inspection for bird activities; deployment of bird chasers and bird scaring devices; Regular garbage disposal in the operational area and avoiding water concentration and open drains.”For tackling the issue outside airport premises, the DGCA had said: “Airport Environment Management Committee (AMC) meetings (should) be convened to discuss and review implementation of measures to reduce bird hazard. Frequent inspection by airport wild life hazard management team/AMC to identify sources of wild life attraction such as garbage dump, open disposal of abattoir/butcheries waste and coordination with local authorities for mitigation of sources of wild life attraction.Rules specifically prohibit any slaughtering or flaying of animals or dumping garbage in a way which could attract animals and birds within a 10-km radius of airports. “… airfield environment management committees at airports (which are headed by chief secretaries) should take proactive measures on time-bound basis to ensure that no illegal slaughter houses, garbage dumps exist in the vicinity of airports. (these) are source of increased bird activity and may lead to wildlife strikes to aircraft during approach/take off,” the DGCA had told states a few years ago.

NEW DELHI: Govt on Wednesday scotched the suggestion that Pakistan has scored diplomatically by offering to play mediator between Iran and US, with foreign minister S Jaishankar saying the neighbour has been a past master at inserting itself into conflicts, reports Kumar Rakesh.“India cannot be a broker nation,” sources quoted Jaishankar as saying at the all-party meeting govt had convened. The minister also said PM Modi, in his conversation with Donald Trump on Tuesday, had told the US president that the war was hurting everybody and impressed upon the latter the need for swift resolution of the conflict.India follows multi-alignment, has good Iran ties: EAM On Pakistan working its way into the West Asia frame, Jaishankar recalled it was also the intermediary between China and the US in 1971 and again between the US and Iran in 1981. He pointed to the sudden emergence of parliamentary speaker Mohammad Bagher Ghalibaf as Tehran’s chief negotiator.At the meeting, presided over by defence minister Rajnath Singh, opposition MPs, including Mukul Wasnik of Congress, John Brittas of CPM, Asaduddin Owaisi of AIMIM, NCP’s Supriya Sule and AAP’s Sanjay Singh flagged a host of issues, including Modi’s visit to Israel just before the war broke, India’s alleged silence over the assassination of Iran’s supreme leader Ayatollah Ali Khamenei and concerns over oil and gas availability.Besides Jaishankar, govt was represented by home minister Amit Shah, finance minister Nirmala Sitharaman, petroleum minister Hardeep Puri and parliamentary affairs minister Kiren Rijiju.Puri assured the participants that India had sufficient stock of petrol and diesel. Besides, it had moved to tie up new sources of supply.TMC was the lone major opposition party which skipped the meeting, calling for a discussion on the issue in Parliament.Rijiju said govt had explained its position clearly to address the concerns of opposition parties.“They also asserted that in such a challenging situation, we all have to stand together. Prime Minister Narendra Modi has made an appeal that the Parliament should rise together in any challenging situation. I think the opposition parties have displayed maturity,” the minister said.

A man died after being hit by the incoming Patna–Howrah Vande Bharat Express at Barh railway station under the Danapur division of the East Central Railway (ECR) on Tuesday.

PATNA: A man died after being hit by the incoming Patna–Howrah Vande Bharat Express at Barh railway station under the Danapur division of the East Central Railway (ECR) on Tuesday. According to Danapur RPF Commandant Uday Singh Pawar, the incident occurred around 9 am on platform number 2 when the victim reportedly went close to the edge of the platform to spit after chewing tobacco. At the same time, the semi-high-speed Vande Bharat train arrived at the station and struck him, causing him to fall onto the platform with severe head injuries, he said. Bakhtiyarpur RPF Inspector Jawhar Lall said that Barh RPF and GRP personnel immediately rushed to the spot and took the injured man to Barh Sadar Hospital. However, he succumbed to his injuries during treatment, he said, adding that the identity of the deceased could not be established till the filing of this report. GRP officials at Barh have registered a case of unnatural death (UD) and initiated further investigation. Sources said the body was later sent for postmortem examination. Railway authorities of the Danapur division and RPF have urged passengers to maintain a safe distance from the platform edge, especially during the arrival and departure of semi-high-speed trains, to avoid such mishaps in future, sources added.

Now, autonomous colleges to require Univ nod for courses | Mumbai News


Mumbai: Autonomous colleges affiliated to Mumbai University will have to ‘mandatorily’ seek approval for all their programmes and courses from the university’s academic council. Till date, colleges were only expected to ‘inform’ the university of the new courses they planned to offer. Additionally, these colleges will have to submit their examination committee minutes and status of their question paper and answer sheet audits to the university’s board of examinations and evaluation (BEE) on a regular basis.These guidelines in a recent circular issued by the university’s examination board, aimed at enhancing transparency, strengthening data integration and standardising processes. It has drawn mixed reactions from the academic community. Another decision was also taken at the university’s academic council meeting on Wednesday to regulate their courses. The administration, in a move to frame regulations for courses offered by autonomous colleges, directed them to design curricula in line with the National Education Policy, adopt course nomenclature as per the regulations of relevant apex bodies, and strictly adhere to the university’s passing scheme and standards.With a sharp rise in the number of autonomous colleges under the university, academicians have welcomed the initiatives to regulate courses and examination systems, saying they will help maintain checks and balances. The number of autonomous colleges affiliated to MU has increased from 39 to 130 over the past five years, particularly after the University Grants Commission relaxed the eligibility norms by removing the requirement of an ‘A’ grade from NAAC for autonomous status. A section of principals, however, also argued that it could violate the rights of colleges to exercise autonomy. A principal, however, said that colleges which are striving to become better will continue to do so.In Wednesday’s meeting, the university also issued the much-awaited guidelines for the fourth year under the NEP, for the first cohort from autonomous colleges. To offer the fourth year, the concerned college must have a postgraduate programme or a research centre on the subject. Colleges that conduct PG programmes will be able to offer four-year honours programmes and the ones with a research centre can offer the honors with research ones. Under the Honours Degree option, students are required to complete 160 to 176 credits over four years, with the fourth year dedicated to an in-depth study of their major subject along with a mandatory 4-credit internship. Under the Honours with Research option, students must undertake a 12-credit research project or dissertation in their major subject during the seventh and eighth semesters, with a minimum eligibility requirement of a CGPA of 7.5.

Cyclist killed as car ‘driven by 17-yr-old boy’ hits him in Kalyan | Mumbai News



Kalyan: A 42-year-old businessman cycling on an incomplete stretch of Kalyan’s Ring Road was killed after a speeding car allegedly driven by a 17-year-old boy hit him, briefly flinging him in the air, on Tuesday night. The boy fled from the spot, went into hiding and was apprehended the next evening.An FIR has been lodged for rash and negligent driving, along with non-bailable charges. Senior police inspector Amarnath Waghmode said his mother, who owns the vehicle, has also been named as an accused. The boy told police he had informed her before taking the car out. The boy’s father is a lawyer. Police sources said the boy posted on social media soon after the hit-and-run that he had had a “small accident” and feared being scolded by his father. The post was later deleted. The brother of the victim, Srinivas Tandle, said he had picked up cycling that very day in the hopes of getting fitter. Locals said many motorists speed and perform stunts on the stretch, which has led to accidents, including one less than a month ago. Police said Tandle, the owner of multiple garments stores in Kalyan, had borrowed a bicycle from a friend two days before the accident. CCTV footage showed that while he was cycling on the road around 8pm on Tuesday, a car being driven at high speed swerved, crashed into him and sped away. Locals alerted Khadakpada police, who rushed Tandle to a nearby private hospital, where doctors declared him dead on arrival. Police tracked down the car and found it in a parking lot of the building in which the 17-year-old’s family lives. The vehicle had minor damage. Tandle’s brother, Ganesh, said the CCTV footage showed that the car driver was driving recklessly before hitting him. While demanding strict action, a family friend, Vimal Thakkar, urged Kalyan-Dombivli Municipal Corporation to expedite the pending Ring Road work and enhance safety measures to prevent more accidents. Outraged locals, especially walkers and cyclists who use the stretch daily, echoed him and sought installation of additional speed breakers, CCTV cameras and police barricades to improve safety. On Feb 21, a 50-year-old man sustained serious injuries after a car hit him on the same stretch. Police took action against three persons and got their driving licences cancelled. The Ring Road project is being developed in multiple phases by MMRDA. Work on the stretch between Barave and near Vadavali bridge has been stalled for the past two years owing to land acquisition issues. As a result, a significant portion of the road remains partially closed and is frequently used by residents for walking and cycling.

  • Dismantling of Iran’s nuclear facilities in Natanz, Isfahan and Fordow
  • A permanent commitment from Iran to not develop nuclear weapons
  • Handover of enriched uranium stockpile to the International Atomic Energy Agency (IAEA)
  • Full IAEA monitoring of Iran’s nuclear infrastructure and no domestic uranium enrichment
  • Limits on the range and number of Iran’s missiles
  • Ending Iran’s support for regional proxies

Even as this plan is being discussed, the US is also preparing for possible escalation, with reports of troop deployment to the region.

What Iran wants

Iran on Wednesday called US proposals excessive, and said it will not allow Trump to dictate the timinig if the end of the war, Press TV said, citing an official, according to Reuters.Iran has maintained that no negotiations are taking place and has taken a firm position against US demands. Its military leadership has ruled out talks, especially after repeated attacks during earlier negotiation phases.“Has the level of your inner struggle reached the stage of you negotiating with yourself?” Iranian military spokesperson Ebrahim Zolfaqari had said on Tuesday. “People like us can never get along with people like you; no one like us will make a deal with you. Not now. Not ever.”While Iran’s IRGC has made it clear that it does not want to negotiate with the US, the country has still laid down certain conditions for peace.President Masoud Pezeshkian had said, “The only way to end this war was recognising Iran’s legitimate rights, payment of reparations, and firm international guarantees against future aggression.”Iran is reportedly also seeking the lifting of sanctions, closure of US military bases in the region and a new mechanism to control transit through the Strait of Hormuz.

Builder on bike knocked over by one vehicle, run over by another | Mumbai News


Kalyan: A 35-year-old builder was killed and his brother injured after a vehicle knocked them off their two-wheeler and another vehicle ran over them in Kalyan early on Wednesday. Mahatma Phule police said Ahmed Shakil Khan and Sikandar Khan (26), who assisted their father in his construction business, were returning home from Kalyan station. As they neared Valdhuni flyover around 2am, an unidentified vehicle hit their bike, causing them to lose their balance. Moments later, another vehicle crashed into them. Ahmed died on the spot. Sikandar fractured a hand. Passersby alerted police. Sikandar was undergoing treatment at a private hospital. Senior police inspector Baliramsingh Pardeshi of Mahatma Phule police station said an FIR has been lodged and teams are using CCTV footage to trace the accused. —Pradeep Gupta
