Doc on run for 6 mths arrested for 70L fraud | Mumbai News


Kalyan: A doctor accused of duping several people of nearly Rs 70 lakh under the pretext of a running pharmacy was arrested on Monday after evading police for six months. His wife, a co-accused in the case, is still absconding, officials said.The accused, Dr Prasad Yadavrao Sali, was nabbed by a team led by assistant police inspector Vijay Gaikwad from Khadakpada police station. He was produced before a Kalyan court, which remanded him in police custody till Friday. According to Khadakpada police, Sali and his wife, Vaishali Prasad Sali, allegedly lured victims by promising them returns through a pharmacy venture and collected large sums of money before going incommunicado. A complaint in the matter was filed on Sept 13 last year by Pragya Kamble and Dr Rahul Dubey, who claimed to have been cheated. During the course of the investigation, police found that several others were similarly cheated. Police officials said the couple had been absconding since their anticipatory bail plea was rejected. “After sustained efforts, we have arrested the main accused. A special team has been formed to trace his wife and she will be apprehended soon,” said investigating officer Vijay Gaikwad. Police are probing the case further to ascertain the full extent of the fraud and identify additional victims.

Multi-drug resistant TB cases down 28% in 3 yrs, frontline workers say testing low | Mumbai News



Mumbai: Mumbai has recorded a 28% drop in multi-drug resistant tuberculosis (MDR-TB) cases over the last three years, with annual resistant cases falling from 5,698 in 2022 to 4,080 in 2025.A total of 1,093 drug-resistant patients were on the newly introduced BPaLM regimen, which cuts down treatment time from 18 months to six months. Others did not qualify for it, as per the guidelines, because they were either paediatric patients under the age of 14, had extrapulmonary TB (EPTB), or had prior exposure to bedaquiline, which is a primary medicine of the new drug combination. The overall TB cases in the city have also dropped: 63,575 in 2023; 60,633 in 2024; and 54,390 in 2025, of which 48,835 are residents of Mumbai. But there has been a marginal increase in EPTB—from 38% of all TB cases in 2024 to 40% last year. About 6% were paediatric cases. Frontline workers attribute the decline in DR-TB cases to potential underdiagnosis caused by a shortage of CB-NAAT cartridges—automated rapid diagnostic tools—on the part of the central TB division. “There is also underdiagnosis of EPTB cases. Private doctors and labs tied up with BMC to test for them. But in the last two years, they have not received their dues from BMC. So, that testing has stopped,” said a TB department staffer. A top TB specialist in the city said biopsies for EPTB reduced last year because of these funding issues. However, executive health officer Dr Daksha Shah said the data shows that overall testing remains stable. Referring to data from both CB-NAAT and TrueNAT (a rapid, portable diagnostic test), Dr Shah noted that the city maintained a consistent testing of 2.2 lakh samples annually across 2024 and 2025. “We are confident that cases of DR-TB have reduced in the city and this is because of the efforts taken by the health department. Cases have been diagnosed early on CB-NAAT and the chain of transmission has been interrupted,” she said.

Council OKs bill on leopard relocation sans Centre’s nod | Mumbai News


Mumbai: The legislative council on Monday cleared Wildlife Protection (Maharashtra Amendment Bill), 2026, that empowers the chief wildlife warden to relocate and sterilise leopards without the Centre’s approval.The assembly had approved it on March 18. The bill will need the governor’s ratification and the President’s assent before it can be enacted. It was introduced to prevent delays in capture of leopards since many have entered human settlements. While clearing it, legislators cautioned against its misuse. Wildlife experts, particularly those who have studied leopards, reacted cautiously. Some wondered if sterilisation could result in behavioural changes. They expressed relief at state forest minister Ganesh Naik’s assertion that leopards will continue to retain their Schedule 1 protection. Naik asserted that the bill does not permit the killing of leopards. He said their population has increased so much that the state plans to set up leopard safaris in every district. “We shall reserve 3,000-5,000 acres for this in every district, where we will plant fruit-bearing trees and create a boundary wall with bamboos that cannot be penetrated.” Section 12 of the bill allows the chief wildlife warden to grant permission, subject to state approval, to any individual or institution for scientific management, including controlling population or translocation of wild animals. Krishna Tiwari, who has studied Mumbai’s leopard situation for two decades, welcomed the move to minimise human-animal conflicts, but cautioned that the outcome of sterilisation will have to be assessed. Honorary wildlife warden Pawan Sharma, who is also an activist from urban wildlife conservation non-profit RAWW, said if leopards are sterilised, their overall behaviour may change, which can affect their survival in the forest.

Water supply to some areas in Mumbai to be shut for 16 hours from March 28 | Mumbai News


Mumbai: Water supply to some areas of the H-West ward will be shut, while some areas will have low pressure supply on March 29, while few areas will be affected on March 28. The BMC will carry out work to commission a new 750 mm diameter main water pipeline between Ramdas Naik Marg, Swami Vivekanand Marg and RK Patkar Marg junction at Bandra West for 16 hours. The work will be carried out from 11 pm on March 28 March to 5 pm on March 29.As a precautionary measure, citizens have been requested to store necessary water and use water sparingly during the repair period. Also, as a precautionary measure, citizens are advised to boil and filter water before drinking for the next four to five days. The areas where water supply will be affected on Sunday are Khar West, Santacruz West and some parts of Bandra West. Bazaar Marg, Jain Mandir Marg area, D’Monte Road area, Hill Road, Perry Road, Manuel Gonsalves Road, St. Andrews Road, St. Paul Road, Dominic Road, R. K. Patkar Road, New and Old Kantwadi, Ranwar Gaon, Waroda Marg, Carter Road, Palimala Marg, Chimbai Gaon, Sherly Gaon, Rajgaon, Malagaon and Paligaon in Bandra West, Khardanda Koliwada, Dandpada, Chuim Gaothan, some parts of Gazdarbandh slum will also be affected.Areas where supply will be affected on Saturday include some parts of Khar West, areas along Dr Ambedkar Marg, Pali Gaothan, Pali Plateau, some parts of Bandra West.

‘Don’t like it’: Axar Patel questions all-rounder’s role with IPL Impact Player rule | Cricket News

Ahead of the Indian Premier League 2026 season, Axar Patel has voiced his dissatisfaction with the Impact Player rule, admitting that he is personally not a fan of the regulation. The Delhi Capitals skipper believes the rule diminishes the value of all-rounders in the tournament, which begins on March 28.Introduced in 2023, the Impact Player rule allows teams to bring in a specialist batter or bowler as a substitute during a match. Axar, however, feels this has altered team combinations significantly. “I don’t like this rule, honestly, because I am an all-rounder. Earlier, you would pick an allrounder for batting and bowling.

“But because of this rule, the team management goes for a particular batsman or bowler, thinking ‘Why do we need an allrounder?’ Since I am an allrounder, I don’t like the rule. At the same time, rules are rules and we need to follow them. From a personal point of view though, I don’t like the rule,” he said during a pre-season press conference.Delhi Capitals will begin their IPL 2026 campaign against Lucknow Super Giants at the Ekana Cricket Stadium on April 1. This is not the first time Axar has raised concerns about the rule. Back in 2024, when he served as vice-captain, he had mentioned that the Impact Player rule affected his batting position.Despite maintaining a career IPL economy rate of 7.3, Axar endured a difficult bowling season in 2025, his least effective since joining Delhi in 2019. He conceded runs at 8.5 per over and managed just five wickets in 11 innings. However, he clarified that his struggles were due to a finger injury suffered during India’s successful 2025 Champions Trophy campaign, not the Impact Player rule.“The 2025 Champions Trophy was right before the IPL. During CT, my spinning finger sustained a cut: when I was bowling, because of the seam of the ball, it kept getting cut further. It turned into a deep cut. Because of that, I couldn’t put pressure and rotation on the ball.“I was bowling less because of that and was thinking of bowling only wherever needed and saving my finger. After seven matches, when my finger healed, I resumed bowling. It was not because of the Impact Player rule,” he explained.While his bowling numbers dipped, Axar made up for it with the bat, enjoying one of his most productive IPL seasons in 2025. He scored 263 runs in 11 innings at a strike rate of 158, including four scores above 30, and maintained a strike rate of 159 in the middle overs to provide momentum for Delhi.

177cr Torres fraud: Court clears path for extradition from Moldova | Mumbai News


Mumbai: A special court on Monday cleared the path for the extradition of a Ukrainian national from Moldova in the Rs 177-crore money laundering case linked to the Torres Jewellers ponzi scheme.Olena Stoian, an absconding accused, was traced to Moldova by Indian authorities. ED moved a plea for affirmation of an affidavit required for the extradition process, which the court allowed. “Application allowed. Extradition documents counter-signed and handed over to the officer of ED,” said special judge R B Rote. The court had earlier issued non-bailable warrants (NBWs) against Stoian, Indian national Sagar Mehta and two other Ukrainian nationals, Oleksandr Zapichenko and Viktoria Kovalenko. Zapichenko and Stoian were identified as the principal designers of financial structuring and money laundering operations, providing initial funds through unlawful channels and enabling the conversion of undocumented cash into apparently legitimate investments. Torres allegedly conducted a fraudulent operation, marketing synthetic moissanite as precious gems with unrealistic return guarantees. Its strategy included misleading advertisements, artificial bonuses and a referral system typical of ponzi schemes. “[It] is a serious economic offence, affecting the socio-economic condition of society… and many investors have suffered loss because of the act of the accused,” the judge had said when issuing the NBWs. The judge had said the accused were involved in a serious non-bailable offence of money laundering and were evading arrest. “Therefore, in the interest of proper and effective investigation and trial into the serious economic offence, it is necessary to issue a non-bailable warrant.” The court earlier issued a process against all four accused and summoned them. However, they did not appear before it. ED had said the accused have been absconding since the commission of the offence and have failed to cooperate with the investigation or respond to summons. Mehta is alleged to have fled India on Dec 28, 2024, and is accused of assisting in collecting the proceeds of crime. He is currently believed to be holed up in Dubai. Zapichenko is described as one of the “key architects” in the laundering operations of the parent company, Platinum Hern Pvt Ltd, involved in providing illicit capital, converting unaccounted cash into cryptocurrency and reintroducing it as a legitimate investment. He allegedly assisted in laundering about Rs 177 crore collected from customers of Torres’s Dadar showroom through false promises. Zapichenko’s departure on the eve of FIR registration was cited as an attempt to evade the law. Kovalenko is Platinum Hern’s foreign director, holding 99.9% shares and exercising full control over the firm’s operations and finances, establishing direct accountability. She is also alleged to have knowingly assisted in laundering the Rs 177 crore.

Bombay high court directs BMC to permit 99k eligible hawkers in Mumbai | Mumbai News


Mumbai: Bombay high court on Monday directed the BMC to permit 99,435 hawkers across Mumbai, already found to be eligible, to hawk and to list others who are eligible from the balance 29,000. “No other hawkers” apart from these can be permitted, ruled Justices A S Gadkari and Kamal Khata, while also directing Mumbai civic administration and Mumbai police to verify identities of all persons, including those alleged to be Bangladeshis or other foreign nationals, who are hawking or work as helpers at stalls and to initiate legal steps to repatriate those found to be illegal immigrants.As reported, 3,26,604 hawkers are operating in the city, leading to widespread congestion and civic disorder, the HC said. The HC judgment said: “Viewed from a broader perspective, it is imperative that the statutory scheme be brought to its logical conclusion. Nearly 12 years have elapsed since the enactment of the Street Vendors Act… Any further delay in implementation of the Act would prove detrimental to hawkers and citizens alike. Citizens continue to endure persistent and daily hardship due to its non-implementation.”The HC also directed the BMC to undertake a comprehensive inspection and scrutiny of all temporary stalls, mobile or stationary, and all permanent stalls, whether on roads or footpaths, and check if they obstruct vehicular movement or pedestrians in the city.The HC, calling for action against those found to be illegal immigrants, said any failure to act would result in “personal liability” on all civic and other officers responsible.In 2014, the Street Vendors Act was enacted to regulate hawking. The law mandated formation of a town vending committee (TVC) for the Act’s smooth functioning, including a survey. The TVC would also comprise vendors to be elected.The petitions before the HC by hawkers’ unions dealt with several issues concerning illegal hawkers operating in Mumbai and the voters list prepared for the TVC polls. The HC is also separately hearing a pending suo motu public interest litigation (PIL) of 2023 to deal with and monitor state, police and civic action following various complaints of the risk that hawkers pose to the city, where the HC appointed advocate Jamshed Mistry as an amicus curiae (friend of court) to assist in the matter. In its judgment, the HC upheld as valid a voters list of eligible hawkers for polls held on Aug 29, 2024, for TVC in Mumbai.The hawkers’ association had questioned the voters list as being incomplete and in violation of a 2009 policy, but the HC held it was prepared in compliance with procedures and orders of the court. The HC directed results of the 2024 polls be announced immediately.Petitions were filed in 2024 also by Janwadi Hawkers Sabha, Hawkers Joint Action Committee, which wanted all surveyed street vendors to be included in the voters list. The HC said the elections were held validly and merited no judicial interference.State govt pleader Purnima Kantharia said despite the process taking three years, 280 TVCs stand notified across Maharashtra, with Nagpur having emerged as a pioneer in effective implementation of the hawking scheme. The SC had stayed TVC poll results. The HC declined a stay on its order, observing the long litigation already delayed implementation of the Act.

Teen boy stabbed to death by friend in Santacruz West in Mumbai | Mumbai News


Mumbai: A 16-year-old boy was allegedly killed by one of his friends in Santacruz (W) on Sunday after an altercation. The accused, also a 16-year-old, was apprehended and sent to juvenile custody, said police. The deceased was identified as Prem Harijan, who had recently appeared for his Class 10 examinations. Harijan lived in Santacruz (W), while the accused lived in Khar Danda. The incident occurred at around 8:15 pm near Harba Mauli Bridge in Juhu Koliwada, where the accused allegedly stabbed Harijan on the left side of his chest. The accused also attacked the victim’s friend, Harsh Jha, who sustained injuries to the left side of his waist and the back of his left thigh. Police said the accused also attempted to kill Jha.The victim’s father, Omprakash Harijan, a cleaning staff member, filed a complaint. Based on the complaint, police on Monday registered a case of murder and attempted murder against Faizan, a labourer.Police said one of Harijan’s friends informed him about a dispute with another group. Prem then went with his friend to meet the group from Khar Danda, where a physical fight broke out. When local residents intervened and asked them to leave the area, Harijan and his friends moved towards a nearby bridge, where Faizan allegedly attacked him.The victim was rushed to Bhabha Hospital in Bandra (W), where doctors declared him dead during treatment.

BJP directs Mumbai corporators to scrutinise voter rolls ahead of SIR | Mumbai News


Mumbai: Drawing a clear line ahead of the Special Intensive Revision (SIR), the BJP has directed its just one-month-old corporators in Mumbai to scrutinise voter rolls at the micro level and ensure none of its supporters is left out, signalling an aggressive build-up to the exercise. A meeting was held at the BMC headquarters on Monday afternoon to discuss the matter, which was addressed by former MP Kirit Somaiya.Somaiya, who has been appointed by the state unit as chairman of a nine-member committee to oversee the SIR, briefed corporators on their role in closely scrutinising voter lists at the ward level, ensuring inclusion of all eligible voters and flagging discrepancies.According to the corporators present, the session focused on the mechanics of the SIR process and the party’s role in it. “We were told to closely scrutinise the lists, ensure all genuine voters are included, and raise objections wherever required or in case we notice that someone is not eligible to be added to the list,” a corporator said, adding that party workers would also reach out to residents in housing societies, especially the secretary and chairman, to facilitate corrections and registrations.The BJP, which has the largest number of elected corporators in the civic house, has been actively raising concerns over alleged illegalities in the issuance of birth certificates since coming to power. Party leaders, including Mumbai Mayor Ritu Tawde of the BJP and Somaiya, have flagged issues such as the alleged issuance of birth certificates to illegal Bangladeshi immigrants, which they claim could enable them to obtain legal status. They have also raised concerns over the growing presence of unauthorised hawkers occupying public spaces across the city.Party leaders said the exercise, conducted by the Election Commission of India, is being treated with urgency, with instructions to engage with residents, facilitate corrections and registrations, and strengthen booth-level coordination. BJP party leader in BMC Ganesh Khankar said the organisation has been fully mobilised under Somaiya’s leadership. “We are taking this very seriously. We were thoroughly explained how we, as corporators, can participate in this activity,” he said.The SIR, a comprehensive door-to-door verification of electoral rolls, aims to remove duplicate, deceased or shifted voters while adding missing eligible names, making it a critical process ahead of upcoming elections.
