NEW DELHI: At a high-level meeting of all senior-level officers of Enforcement Directorate in Guwahati last week, which was chaired by director Rahul Navin, all zonal offices were asked to expedite the filing of chargesheets so that the central agency can achieve its target of filing 500 prosecution complaints (chargesheets) in this financial year, which will come to a close in a little over a month’s time.Senior officials from other central agencies such as Narcotics Control Bureau, Financial Intelligence Unit (FIU), Indian Cyber Crime Coordination Centre (I4C) and from Insolvency and Bankruptcy Board of India were called to make presentations on the trends in financial crimes, cases of digital arrest, organised online frauds and cross-border anti-India activities.As some officers highlighted non-cooperation from some state govts, ED director Rahul Navin asked his zonal heads to enhance use of intelligence platforms such as Natgrid and Finnet, have greater recourse to international cooperation mechanisms and make efforts to diversify case typologies in line with emerging risks.Officers were advised to coordinate with Customs and other agencies concerned to detect illicit capital outflows disguised as legitimate trade transactions, to identify proceeds of crime related to predicate offences.Guwahati was also chosen as the venue for ED’s quarterly conference given the increasing anti-India activities from neighbouring Myanmar and Bangladesh.In the last two to three years, the directorate has significantly expanded its footprint in the North-East, opening six new offices and establishing a presence in almost all states of the region, which has witnessed rising cases of cybercrime and drug trafficking. In Sept last year, CBI conducted its quarterly conference in Srinagar. According to the officer, the intent behind organising the high-level meet there was “to restore confidence in the security environment of the Union territory after the unfortunate terrorist attack at Pahalgam a few months earlier”. It was done to show that J&K remains a safe, vibrant and forward-looking venue for national and international level deliberations, the officer added.

NEW DELHI: Against the backdrop of last year’s Operation Sindoor, India is eyeing Israel’s advanced drones, long-range missiles and laser-based defence systems in order to integrate them into its security infrastructure and create an “impregnable” multi-layered shield that can thwart any Pakistan attack through missiles, drones and airstrikes in future.While India’s DRDO has developed a 30-kW high-energy laser-based Directed Energy Weapon (DEW), known as Mk-II(A) system, Israel has started deploying ‘Iron Beam’, a 100kW-class high-energy laser weapon system, to complement its Iron Dome missile shield. Iron Beam can intercept drones, rockets and mortars at a cost of only a few dollars per shot.It is expected that these defence plans will be concretised during PM Modi’s two-day visit to Israel starting Wednesday. An MoU on security cooperation is expected to be signed during Modi’s visit, his second trip to Israel after 2017. Besides defence purchases, India is focussing on transfer of advanced weapon technologies.On Sunday, Israel PM Benjamin Netanyahu said, “PM Modi will deliver a speech in the Knesset. The fabric of this relationship has grown tighter, and he is coming here so that we can tighten it further through a series of decisions related to strengthening cooperation between our govts and countries. This includes economic, diplomatic and security cooperation.” Hinting at the formation of a security alliance, Netanyahu said, “We will create an entire system, essentially a ‘hexagon’ of alliances around or within the Middle East. This includes India, Arab nations, African nations, Mediterranean nations (Greece and Cyprus) and nations in Asia.”India is developing an indigenous, multi-layered air defence system, ‘Sudarshan Chakra’, aimed at protecting cities and vital installations from missile and drone threats by 2035. The country is, therefore, collaborating with Israel to incorporate technologies similar to Iron Dome, Arrow and David’s Sling systems. The initiative will integrate Barak-8 MR-SAM/LR-SAM with AI, advanced sensors and cyber-defence systems.The new MoU will follow an MoU that was signed last Nov during defence secretary Rajesh Kumar Singh’s Israel visit when both sides decided to boost defence ties through joint development and co-production of advanced technologies.During Op Sindoor, India had used a host of Israeli weapons like Rampage missiles, Harpy (loitering munition called Kamikaze drone) and Harop kamikaze loitering munition against Pakistan’s terror targets and military assets.According to a Forbes India report, Israel has agreed to arms deals worth $8.6 billion with India in 2026, making it India’s biggest weapons supplier after France. The $8.6 billion deals include, according to the report, SPICE 1000 precision guidance bombs manufactured by Rafael, Rampage air-to-surface missiles (250 km range), Air Lora air-launched ballistic missiles and IceBreaker missile system (300km range).

Mexican drug lord Nemesio Oseguera, also known as El Mencho, was killed in a military operation, Mexican news outlets reported, citing government sources. Major chaos broke out at Guadalajara and Puerto Vallarta airports, after El Mencho’s cartel reportedly retaliated after Oseguera’s killing. Oseguera was the shadowy leader of the powerful Jalisco New Generation Cartel (CJNG), an outfit that took its moniker from the western state of the same name that is home to Mexico’s second largest city, Guadalajara. Over a relatively short period of time, the CJNG became a continents-spanning criminal enterprise rivaling his former allies in the Sinaloa Cartel, the gang of captured kingpin Joaquin ‘El Chapo’ Guzman, now in a US prison, Reuters reported. The US had offered a $15m reward for his capture.Born in 1966 in Mexico, El Mencho spent some time in the US in the 1980s and was later deported to Mexico after a drug conviction. He rose through the cartel ranks in the 200s and took control of CJNG. He was indicted by US federal prosecutors on multiple drug trafficking and weapons charges but continued to evade capture for years.

What is CJNG?

CJNG was formed in 2009 and became one of the most violent drug cartels in Mexico, having the highest cocaine, heroin and methamphetamine trafficking capacity — initially in Mexico and then to the US. The US said that under El Mencho’s leadership, CJNG was responsible for many homicides against rival trafficking groups and Mexican law enforcement officers. CJNG operatives were also involved in assassination attempts of Mexical government officials. Since 2017, El Mencho had been indicted several times in the US District Court for the District of Columbia. Documents said the most recent superseding indictment, filed on April 5, 2022, charged the drug lord with conspiracy and distribution of a controlled substance (methamphetamine, cocaine, and fentanyl) for purposes of unlawful importation into the United States and use of a firearm during and in relation to drug trafficking crimes. El Mencho was also charged under the Drug Kingpin Statute for operating a continuing criminal enterprise.

NEW DELHI: India on Sunday strongly condemned Pakistan’s overnight airstrikes on neighbouring Afghanistan during the holy month of Ramadan. The strikes reportedly targeted alleged terror hideouts that Islamabad has blamed for recent suicide bombings in Pakistan.In an official statement, the ministry of external affairs highlighted the casualties of women and children in the attack. “In response to media queries about Pakistan’s airstrikes on Afghanistan, Official Spokesperson Shri Randhir Jaiswal said: India strongly condemns Pakistan’s airstrikes on Afghan territory that have resulted in civilian casualties, including women and children, during the holy month of Ramadan.

Meanwhile, Kabul has repeatedly denied allegations that armed groups are using Afghan territory to launch attacks against Pakistan.Afghanistan’s ministry of defence said on Sunday that “dozens of innocent civilians, including women and children, were martyred and wounded” after airstrikes hit a school and residential homes in the eastern provinces of Nangarhar and Paktika.Pakistan said it killed 70 terrorists in military strikes targeting at least seven militant hideouts inside Afghanistan, describing the action as retaliation for recent rebel attacks in the country.“Afghanistan has long been exporting terrorism. Pakistan is taking all actions to secure the life and property of its citizens,” Pakistan’s State Minister for Interior, Talal Chaudhry, said while speaking on Geo News.Earlier, Pakistan’s ministry of information and broadcasting confirmed that the strikes were carried out in response to recent suicide bombings in Islamabad, Bajaur and Bannu. Kabul, however, warned that it would deliver a “necessary and measured response” to the attacks.In the latest incident, an army lieutenant colonel and a soldier were killed in a suicide bombing in the Bannu area of Khyber Pakhtunkhwa province on Saturday.According to a statement from Pakistan’s ministry of information and broadcasting, the government has conclusive evidence that the recent terrorist attacks, including one at a Shiite mosque in Islamabad, as well as attacks in Bajaur and Bannu, followed by another incident in Bannu on Saturday, were allegedly carried out by Khwarij militants acting on the direction of their Afghanistan-based leadership and handlers.The ministry said responsibility for the attacks was claimed by Afghanistan-based Pakistani Taliban belonging to Fitna-al-Khwarij (FAK) and its affiliates, as well as the Islamic State of Khorasan Province (ISKP).Fitna-al-Khwarij is a term used by the Pakistani state to refer to the banned Tehreek-e-Taliban Pakistan (TTP).

An armed man identified as Austin Tucker Martin, 21, was shot dead on Sunday after entering the inner security perimeter of US President Donald Trump’s Mar-a-Lago resort early Sunday, authorities said, after law enforcement ordered him to “drop the items” he was carrying.The identification was confirmed by investigators, according to a person familiar with the matter who spoke to the AP on condition of anonymity.Trump was not at the Florida resort at the time of the incident. He and first Lady Melania Trump were in Washington, DC.According to the United States secret service, Martin was “observed by the north gate of the Mar-a-Lago property carrying what appeared to be a shotgun and a fuel can” at around 1.30 am. He was confronted by secret service agents and a deputy from the Palm Beach county sheriff’s Office and was fatally shot.Authorities said at a press conference that it is not yet known whether the shotgun was loaded, nor whether Martin was previously known to law enforcement. Officials also did not specify who fired the fatal shots. Officers instructed the armed intruder to “drop the items” before he was shot after breaching the property, authorities added. Secret Service spokesperson Anthony Guglielmi said Martin, believed to be from North Carolina, had been reported missing by his family days earlier. Investigators believe he travelled south, allegedly acquiring a shotgun en route. A gun box was recovered from his vehicle, according to AP.Officials said he drove through the north gate of the property as another vehicle was exiting and was immediately confronted by agents. Investigators are working to determine a motive and compile a psychological profile.The investigation into Sunday’s shooting is ongoing.

US investors are increasingly moving money out of domestic equities and into overseas markets, signalling a shift away from the long-dominant “buy America” trade as returns from Big Tech moderate and global markets outperform.Data from LSEG/Lipper shows US-domiciled investors have withdrawn about $75 billion from US equity products over the past six months, including $52 billion since the start of 2026 — the largest outflow in the first eight weeks of a year since at least 2010, news agency Reuters reported.The trend reflects growing diversification by American investors, even as a weaker dollar makes overseas investments more expensive. Analysts say the shift mirrors earlier moves by global investors who had already begun reducing exposure to US assets.Since the global financial crisis in 2009, strong economic growth and technology-sector dominance helped US equities deliver outsized gains, reinforcing the “buy America” investment strategy. More recently, the artificial intelligence boom pushed the S&P 500 to record highs last year, cushioning markets despite policy uncertainty linked to President Donald Trump’s trade and diplomatic approach.

Investors look beyond US tech dominance

Rising concerns over AI-related risks and elevated valuations of megacap technology stocks have prompted investors to reassess opportunities abroad. Bank of America’s February fund manager survey showed investors rotating from US equities into emerging markets at the fastest pace in five years.“I’ve had lots of conversations with our wealth business in the U.S. this year,” said Gerry Fowler, UBS’s head of European equity strategy and global derivatives strategy. “They’re all talking about investing more offshore because at the end of the year, they looked at the performance of foreign markets in dollars and they’re like, wow, I’m missing out.”So far this year, US investors have invested about $26 billion into emerging-market equities, with South Korea attracting $2.8 billion and Brazil $1.2 billion, according to LSEG/Lipper data.The dollar has declined roughly 10% against a basket of currencies since last January, partly reflecting policy developments under the Trump administration. While this raises the cost of overseas investments, stronger foreign market performance can enhance dollar-denominated returns.Over the past 12 months, the S&P 500 has gained around 14%, compared with a 43% rise in Tokyo’s Nikkei index, a 26% jump in Europe’s STOXX 600, a 23% return from Shanghai’s CSI 300 and a doubling in South Korea’s KOSPI index.

Valuation gap drives global rotation

Investors are increasingly rotating away from high-growth technology stocks towards industrial and defensive sectors, which are more prominent in markets such as Germany, the UK, Switzerland and Japan.Laura Cooper, global investment strategist at Nuveen, told Reuters that the shift reflects a broader reassessment of valuations. “Increasingly we are seeing U.S. investors look at the global landscape from a valuation perspective,” she said, highlighting cyclical growth momentum in Europe and Japan.European banking stocks surged 67% last year and have risen another 4% so far in 2026, illustrating renewed interest in cyclical sectors.US equities continue to trade at higher valuations, with the S&P 500 valued at roughly 21.8 times expected earnings, compared with about 15 times in Europe, 17 times in Japan and 13.5 times in China.Kevin Thozet, portfolio adviser at Carmignac, said flows of US capital into Europe have accelerated since mid-2025. NEW DELHI: Three women from Arunachal Pradesh have alleged that they were subjected to racial slurs, humiliation, and intimidation by their neighbours in south Delhi’s Malviya Nagar, following a dispute over repair work in their rented flat.A video of the incident has now gone viral on social media. The TOI can’t vouch for the veracity of the video.In the video, the accused woman can be heard calling the women “momo” and asking, “Rs 500 mei massage parlour mei kaam karne waali dhandhewali (You work at massage parlours as sex workers for Rs 500). Are you sitting here to do business? Have you opened a massage parlour at home?”The women had called an electrician to install an air conditioner in their fourth-floor flat on February 20 around 3.30 pm. Dust and debris from the drilling work fell to the floor below, prompting objections from their neighbours, Harsh Singh and his wife Ruby Jain, reported PTI.What began as a disagreement soon escalated into verbal abuse and racially charged remarks targeting the northeastern community.The accused also allegedly made offensive remarks, calling the women “gutter-chaap”, telling them to “go and sell momos” and saying “northeast people are shit.” The man, Harsh Singh, was also heard using derogatory language. At one point, the accused woman claimed social and economic superiority, saying, “Teri aukaat nahi hai… custom officer ka beta hai woh… politician ka beta hai (You have no standards. He is the son of a custom officer…a politician’s son).”A police officer was present during the altercation and is seen in the video attempting to calm the situation. The women confronted the couple in the footage, one of them saying, “Everyone heard what you said about my image. You made false allegations that I drink alcohol. Go check my room if you find any bottles there.”The women filed a complaint at the Malviya Nagar police station. An FIR has been registered under BNS sections 79 (word intended to insult a woman’s modesty), 351(2) (criminal intimidation), 3(5) (common intention), and 196 (promoting enmity on grounds of religion, race, place of birth, residence, language, etc.) against the couple. Section 196 is non-bailable and cognizable. No arrests have been made so far, according to PTI. “No physical injuries were reported. However, the complainants have alleged mental harassment and humiliation,” a senior police officer said. The women have demanded a formal apology, stating that the remarks targeted the dignity of the northeastern community.The situation reportedly worsened when a building broker allegedly informed the women that they would have to vacate the flat within two months due to planned repair work. The complainants have expressed apprehension about their safety and future accommodation.Police said further investigation into the matter is underway.
