NIA court denies bail to executive accused in conspiracy linked to ISIS | Mumbai News


Mumbai: Observing that no innocent or peace-loving citizen would possess and spread radical literature, a special NIA court rejected the bail plea of a 29-year-old senior programmatic executive in a US-based company, accused of being a central figure in a conspiracy linked to the Islamic State of Iraq and Syria (ISIS). Seemab Kazi is alleged by the National Investigation Agency (NIA) to have used his professional position as a cover to facilitate the procurement of materials for improvised explosive devices (IEDs) and to radicalise youth. While his lawyer argued the literature seized from his residence was common religious material, the judge found the content to be of a radical nature designed to spread extremist ideology. “If the... accused Seemab claims himself to be innocent and a peace-loving citizen, he should not have possessed and spread such hate literature, extremely radical in nature. Nature of that literature is not purely religious, as claimed by him and on his behalf,” special judge Chakor S Baviskar said. The judge further said the statements of witnesses revealed that radical ideology was being spread by the accused amongst gullible Muslim youths. “Many of the witnesses whose names are disclosed appear to be Muslims. Still, they attribute the specific role played by the accused in commission of the offence,” the judge noted. Seemab was arrested in July 2023 after his name was allegedly revealed by his two co-accused Mohammed Imran and Mohammed Unis, arrested earlier.The prosecution argued that Seemab was not merely an associate but a “main conspirator” who had taken an oath of loyalty, or ‘Bayth’, to the Khalifa on multiple occasions in Pune. The agency further argued that acting on instructions from co-accused Zulfikar Barodawala, Seemab purchased specific laboratory equipment, including thermometers, pipette pipes, and pipette bulbs, which were later used in the preparation of bombs. Investigators further alleged that Seemab utilised encrypted communication platforms like Signal and Threema through virtual private networks (VPNs) to maintain contact with other members of the module while concealing his identity. The judge expressed skepticism regarding the defence’s claim that the laboratory items were purchased for an online perfume business. The judge noted Seemab’s professional background as a high-level corporate executive made the repeated purchase of such specific equipment highly suspicious.“It is surprising that why the Senior Programmatic Executive purchased all such muddemal (material evidence) articles for multiple times, which are not at all even remotely concerned with the nature of his work.”The judge held that the stringent conditions for bail under the Unlawful Activities (Prevention) Act (UAPA) had not been met. “After considering the material discussed up till now in totality, I am of the opinion that there are reasonable grounds for believing that the accusation against the accused appears to be prima facie true.”

MIDC invites tender for 338-acre slum overhaul in Thane-Belapur | Mumbai News


Navi Mumbai: The Maharashtra Industrial Development Corporation (MIDC) has issued a Request for Proposal (RFP) inviting developers to undertake one of the largest slum rehabilitation projects in the Mumbai Metropolitan Region, targeting informal settlements spread across 338 acres in the Thane-Belapur industrial belt of Navi Mumbai.The project focuses on nearly 35,800 slum structures located along the Trans Thane Creek (TTC) corridor between Digha and Shirwane, where decades of encroachment have transformed large tracts of MIDC’s industrial land into dense settlements. The scale of the project places it among the most ambitious redevelopment drives since Dharavi.Under the tender conditions, only developers capable of rehabilitating more than 1,900 families will qualify — an eligibility criterion that has sparked concerns about limited competition, potentially favouring large real estate players. MIDC plans to divide the project into three packages across different sectors of the corridor, allowing multiple agencies to execute the work simultaneously and speed up delivery.Selected developers will handle the entire lifecycle of the project, including planning, financing, construction and rehabilitation of eligible residents. According to MIDC, assigning single-point responsibility is critical given the project’s scale and the high land value in the corridor, which is estimated to run into several thousand crores. The redevelopment is expected to transform the belt into a mixed-use zone with residential and commercial components.The move marks a shift from earlier proposals that involved transferring land to the Navi Mumbai Municipal Corporation for cluster redevelopment. A plan to create a special purpose vehicle (SPV) between MIDC and the civic body did not materialise after the corporation sought full land ownership, despite prior approvals for transferring around 225 acres.MIDC CEO P Velarasu said the agency is proceeding under a group redevelopment model and will remain flexible based on stakeholder feedback. “Consultations with residents, public representatives and other stakeholders will take place before final decisions are made,” he added. MIDC officials noted that many of these settlements have existed for decades, and previous attempts to clear encroachments were unsuccessful. A survey over 10 years ago identified eligible beneficiaries across over a dozen slum pockets in the corridor. By moving forward with redevelopment, the agency aims to regularise housing, improve infrastructure and unlock economic potential of one of the region’s key industrial belts.

Islam, who contested the 2021 assembly elections from Itahar in North Dinajpur, came under the scanner after videos surfaced showing him leading protests in Malda’s Sujapur. In one of the clips that went viral, he is heard challenging the administration, shouting: “Hey DM, hey SP… where is the CID, where is the IB? Come here.” Police said his role in mobilising and inciting the mob is under active investigation. His arrest takes the total number of people held so far to over 30, including an Indian Secular Front (ISF) candidate. Several others remain at large, with raids continuing across Malda and adjoining districts.

Malda hostage situation

The violence began on Wednesday amid protests over alleged mass deletion of names from electoral rolls during the Special Intensive Revision (SIR) exercise.Demonstrations spread across multiple districts, including Malda, Jalpaiguri and North 24 Parganas, with protesters blocking highways, burning tyres and raising slogans against the administration. The situation turned critical in Kaliachak-II block, where a large mob surrounded seven judicial officers, including three women, inside a BDO office.The officers, tasked with adjudicating voter list objections under Supreme Court guidelines, were held under siege for more than eight hours. According to accounts later recorded by the court, the officers were denied food and water, and repeated calls for help went unanswered for hours. The gherao continued till past midnight, when police finally intervened and rescued them under tense conditions.As they were escorted out, their convoy was attacked with stones and sticks, and at least one vehicle was vandalised. One of the women officers described the ordeal as a “nightmare”, saying they feared for their lives as the crowd swelled and no timely rescue came. The officers have since refused to return to the Kaliachak-II office and are now working from an alternative location under central force protection.

What Supreme Court said

Taking note of the incident based on a report from the Calcutta high court chief justice, the Supreme Court strongly criticised the West Bengal administration.A bench led by the Chief Justice termed the incident a “brazen”, “well-planned” and “deliberate” attempt to intimidate judicial officers and obstruct their duties.The court said the episode amounted to a direct challenge to its authority and could constitute criminal contempt. It also observed a “complete failure” of the civil and police administration in maintaining law and order.The apex court issued show-cause notices to the chief secretary, home secretary, DGP, district magistrate and superintendent of police, asking why action should not be initiated against them for failing to ensure the officers’ safety despite being alerted early in the day. The court recorded that senior officials were informed multiple times, including through calls involving the high court’s registrar general and chief justice, but effective action was delayed until late at night.

Chief minister Mamata Banerjee urged people not to take the law into their own hands, even as she acknowledged public anger over alleged voter deletions.She backed a central probe but accused the BJP and central agencies of attempting to create unrest ahead of elections.She also alleged that opposition forces were trying to provoke voters and disrupt the electoral process, warning that violence would only weaken their case. Banerjee claimed that the Election Commission, which currently oversees law and order during elections, had failed to protect judicial officers despite being in control of the administrative machinery.

BMC raises concerns over lapses in action against dangerous buildings | Mumbai News


Mumbai: The BMC has raised serious concerns over procedural lapses in action taken against dangerous (C-1 category) buildings, warning its ward-level officials of disciplinary and legal consequences for noncompliance with laid-down norms.In a detailed circular issued on April 2 by additional municipal commissioner (city) Dr Ashwini Joshi, it stated that ward offices are failing to adhere to the standard operating procedure (SOP) mandated under earlier civic directives and Bombay high court orders in connection with dilapidated structures.The SOP, first laid down through a 2016 circular following directions in a High Court petition, requires all action against unauthorised constructions and dangerous buildings to be recorded on the encroachment eradication monitoring and management system (RETMS) — a centralised digital platform introduced to ensure transparency and accountability. The need for a fresh circular was felt following lapses in the case of a dilapidated building in Mumbai’s Prabhadevi area, said Joshi. “Here we found that the procedure wasn’t followed and hence a need was felt to issue a circular reiterating the guidelines,” she told TOI.The BMC also flagged irregularities in the implementation of Development Control and Promotion Regulations (DCPR) 2034, particularly Rule 33(7)(a), which governs redevelopment of old, dilapidated and tenant-occupied buildings. The rule outlines the process for determining tenant eligibility and permissible built-up area during reconstruction or redevelopment.According to the circular, officers, developers and architects have, in several cases, failed to follow guidelines issued in 2018 and 2020 regarding verification of occupied areas, documentation and certification processes. The fresh circular warns that bypassing due scrutiny while processing area certificates and related documents could result in financial losses to the municipal corporation.“Processing redevelopment-related documents without following the prescribed procedure is leading to revenue implications for the corporation,” the circular stated.The civic body has now directed all assistant commissioners and designated officers across wards to strictly comply with SOPs and ensure that every step — from issuing notices to taking enforcement action — is duly recorded on the RETMS platform.It has also made it clear that any deviation from the rules will attract accountability. “Concerned officers, as well as developers and architects involved in such violations, will face appropriate disciplinary and legal action,” the circular warned.

The report added that the pilot’s survival was unlikely. There has been no immediate confirmation from US authorities.The claim comes two weeks after a US F-35 stealth fighter was hit during a combat mission over Iran, forcing an emergency landing at a US air base in the Middle East. At the time, American officials said the pilot had survived and was in stable condition. Iran had earlier said it struck the aircraft using its air defence systems, potentially marking the first time it had hit one of the United States’ most advanced jets during the ongoing conflict.

The warning, similar to one issued in March, was directed at 18 US firms, including technology and finance companies.

Built with a larger hull, the submarine is designed for greater endurance and improved stealth on extended patrols. It can also carry a higher number of long-range nuclear-capable K-4 missiles, enhancing India’s strike reach. A fourth SSBN currently under construction is expected to add further strength to India’s nuclear deterrence triad.The SSBN stands for ship submersible ballistic nuclear or nuclear-powered ballistic missile submarines.INS Aridaman has been commissioned after months of sea trials. It is learnt that defence minister Rajnath Singh attended the commissioning ceremony at a naval base in Kerala.“It’s not words but power, ‘Aridman’,” Singh said in a cryptic social media post in Hindi this morning.India is among a select group of countries that possess nuclear-powered submarines. The countries that have such assets are the US, Russia, the UK, France and China.The defence minister also inducted the frigate Taragiri in the city.The induction of Taragiri comes at a time when the strategic and maritime importance of India’s eastern seaboard continues to grow, driven by evolving regional security dynamics and India’s deepening engagement in the Indo-Pacific.
