The Bombay High Court dismissed Anita Advani’s appeal to recognize her relationship with the late actor Rajesh Khanna as a marriage

MUMBAI: Bombay high court on Wednesday dismissed an appeal filed by Anita Advani to recognise her long-term relationship with the late actor Rajesh Khanna as marriage.Justice Sharmila Deshmukh ruled that by Advani’s pleadings, it “is evident that the substantive relief sought is of being declared as widow of (Khanna), which is a necessary sequitur of the declaration...”, but the relationship doesn’t satisfy the tests formulated by Supreme Court over recognition of a live-in relation as a marriage.Khanna was not divorced from his estranged actor-wife Dimple Khanna, the court was informed.Following Rajesh Khanna’s demise in 2012, Advani and members of his family have been locked in a legal battle. Advani filed a suit in 2015 before the Dindoshi city civil court against Dimple and others, including her daughter Twinkle and son-in-law Rajiv Bhatia (actor Akshay Kumar), to have her long-term relationship with the actor to be akin to a marriage. When her plea was rejected in 2017, she approached the HC in appeal. The HC said the trial court had rightly applied the test to hold that “no fruitful purpose would be served by going ahead” with a civil trial — which would require deposition of Khanna’s family members and others — and unnecessarily protract the proceedings. “There has to be cumulative satisfaction of the test … which lays down the criteria that the parties must be otherwise qualified to enter into a legal marriage, including being unmarried, is clearly not satisfied in the present case,” the HC said, after hearing advocates Preeti Singh for Advani and Pooja Kane for the Khanna family.The declaration “seeks equivalence with marriage and marital relationship and must therefore also satisfy the essential tests for valid marriage although not formally married,” the HC elaborated.Before the Dindoshi court, Twinkle had sought dismissal of Advani’s suit on the ground that the suit is barred by law, broadly since the marriage between her parents — Rajesh Khanna and Dimple — was not dissolved and under the Hindu Marriage Act, there can be no marriage if one of the party had a spouse living and hence, there can be no declaration as sought by Advani of being the widow.The HC observed that in the absence of requirements of valid marriage as set out in the provisions of Hindu Marriage Act not being satisfied, the relationship between Advani and Khanna had the “character of live-in relationship”.The concept of a live-in relationship was legally recognised under the DV Act, which defined “domestic relationship” to mean a relationship between two persons who live or have, at any point of time, lived together in a shared household through a relationship in the nature of marriage.But the HC said declaration of the relationship being in nature of marriage would require applicability of the tests as laid down by the SC in the case of D Velusamy vs D Patchaiammal and added the satisfaction is lacking here. Even when a live-in relationship is monogamous, the tests set out by the SC must be satisfied, said the HC.Finding no merit in Advani’s appeal, the HC dismissed it.

Andheri East tops in property tax collection, Lower Parel next in Mumbai | Mumbai News


Mumbai: The K-East ward, which covers Andheri East, emerged as the highest property tax contributor in Mumbai for 2025–26, as the BMC recorded its highest-ever collection of Rs 7,610.9 crore.Civic data shows that K-East ward led with Rs 719.2 crore in collections, followed by G-South (Lower Parel and adjoining areas) at Rs 670.6 crore, K-West (Andheri West) at Rs 622.2 crore, H-East (Kalina and Bandra East) at Rs 577.8 crore, and H-West (Bandra West) at Rs 536.6 crore. Further, the western suburbs accounted for the largest share of collections at Rs 3,721.3 crore, followed by the island city at Rs 2,102.6 crore and eastern suburbs at Rs 1,457.4 crore.Overall, the BMC surpassed its revised target of Rs 7,341 crore, achieving 103.7% of the goal. On March 31 alone, the civic body collected Rs 399.7 crore, marking a record single-day recovery. An additional Rs 301.1 crore was collected as penalties.Officials attributed the strong performance to sustained recovery drives, targeted action against large defaulters, and improved payment systems. Civic facilitation centres remained open on weekends and public holidays, while online payment options were streamlined to encourage timely compliance.Additional municipal commissioner (city) Ashwini Joshi said to encourage timely payment, the BMC undertook extensive public awareness campaigns. “Civic facilitation centres remained open on weekends and public holidays, and online payment options were strengthened. Special focus was also placed on recovering dues from major defaulters through targeted follow-ups,” she said.Property tax continues to be the BMC’s single-largest revenue source, levied on over 10 lakh properties across Mumbai. The civic body’s dependence on this stream has deepened since 2017, when octroi — once its biggest revenue generator — was scrapped following the rollout of GST.Currently, around 3.6 lakh properties in Mumbai are exempt from property tax as their carpet area is under 500 sq ft—a policy implemented since 2022 by BMC following a state govt directive. Recently, the civic house passed a notice of motion as well seeking to increase the exemption limit for property taxes for residential units from 500 sq ft to 700 sq ft. No decision has been taken on it yet.

Mumbai: No books for Class IX students as new CBSE academic session kicks off nationwide | Mumbai News


Mumbai: Central Board of Secondary Education’s commencement of the 2026-27 academic session on Wednesday has been marred by a nationwide crisis with not even a single Class IX student receiving a textbook.Physical books are yet to be issued by the board, leaving classrooms in a state of paralysis. Local booksellers said that “many parents have come and enquired about the books, but nothing is available at the moment”. A book depot owner in Bhandup said: “I have been emailing the board for months regarding the textbooks but I have not even received a response from them.”The new textbooks are currently unavailable online; all materials hosted on the NCERT website are now outdated versions of the previous curriculum.Pragya Singh, director of academics at the CBSE, refused to comment on the situation when contacted. TOI was told to contact the spokesperson of the board who asked for questions to be mailed to which no response has been received at the time of going to press.The delay has created a significant hurdle for educators. “You can’t teach in isolation; chapters are interlinked,” said Rashmi Panagria, principal of Skyline School in Sausar, Madhya Pradesh, emphasising that the lack of material disrupts the logical flow of the subjects. Echoing this sentiment, the principal of a CBSE school in Navi Mumbai noted that the absence of resources has made the start of the term nearly impossible to manage, stating, “It is becoming quite difficult to conduct classes effectively without textbooks in students’ hands.While CBSE has issued rough draft syllabus books to a few schools covering basic topics, this is a temporary fix. The root of the shortage lies in the massive syllabus revision currently underway for Class IX — a process that has also been applied to Class XI this year.This administrative bottleneck mirrors the challenges faced during last year’s revamp for Classes VII and VIII. A similar delay saw Class VII textbooks finally reaching the markets as late as Oct.Parents now face “double trouble” as many have already enrolled their children in coaching classes. However, without official textbooks or curriculum clarity, instruction at these centers remains speculative, leaving the academic start for thousands of ninth graders effectively in limbo.

Concerns over tender process raised, BMC panel clears 1,666cr Malad bridge contract | Mumbai News


Mumbai: BMC’s standing committee has approved a Rs 1,666-crore BMC contract for a bridge and elevated road in Malad West despite concerns being raised by members over the tender process.A joint venture of J Kumar-RPS won the tender even though it placed a bid of Rs 2,290 crore—1.8% higher than the BMC’s estimate of Rs 2,250 crore—after it invoked the right of first refusal (ROFR), a clause that gives a party priority to match the lowest bidder’s offer. L&T had made the lowest bid of Rs 1,666 crore. Some members of the standing committee questioned the ROFR clause and the bid being below the civic estimate. They also asked if escalation of costs would be allowed to make up for the loss through the low bid. MNS corporator Yashwant Killedar sought a clarification on the grounds for granting the ROFR clause and whether it was backed by a govt resolution or a statutory provision. He said the administration had allowed a “backdoor entry” for the J Kumar-RPS joint venture through the clause. He questioned the feasibility of executing the work at a price lower than the civic body’s estimate and wondered if the administration had shown favouritism and planned to later inflate the contract value through cost escalations and variations. Shiv Sena member Yamini Jadhav, too, sought to know how the joint venture would be able to carry out the work at such a low rate. BMC officials had earlier told TOI that ROFR was granted to offset a Rs 350-crore claim raised by J Kumar after the civic body scrapped an elevated road project from Eastern Freeway (Orange Gate) to Grant Road in south Mumbai that had been awarded to the firm. “Were it not granted, the firm’s claim would have ended in arbitration, on which BMC would have ended up spending a large sum. We had to award work of an equal size to the firm. We have not bypassed the competitive bidding process,” a senior civic official had then said.The project involves construction of a vehicular bridge and elevated road over Ramchandra nullah connecting MDP Road to Ryan International School in Malad, and another bridge linking Lagoon Road to Infiniti Mall.
