NEW DELHI: What India’s metros are breathing may have a link with rising acute respiratory illness (ARI) cases hospitals are logging. Responding to a question by Dr Vikramjit Singh Sahney in RS, junior health minister Prataprao Jadhav said polluted air is a “triggering factor” for respiratory diseases, and worsening air quality in urban centres is being closely monitored through an expanding national surveillance system.Govt data shows that Delhi’s six central hospitals together reported 67,054 ARI emergency cases in 2022, 69,293 in 2023, and 68,411 in 2024, with admissions rising from 9,878 to 10,819 over the same period. Similar spikes were seen in Chennai and Mumbai, where thousands sought emergency care for breathing difficulties during severe pollution episodes. According to the Health Ministry, the impact of polluted air is shaped by multiple factors — including food habits, occupation, socio-economic conditions, immunity and medical history — making some people far more vulnerable than others.To capture these patterns in real time, the National Centre for Disease Control (NCDC) now operates over 230 sentinel surveillance sites across 30 States and UTs. Digital ARI surveillance was also launched in August 2023 through the Integrated Health Information Portal.

Praja manifesto seeks improved service delivery, civic data access | Mumbai News


Mumbai: The Praja Foundation released a Citizens’ Manifesto for Maharashtra’s municipal elections, which sought various reforms including improved service delivery, ensuring open and free access to civic data for transparent governance, increased municipal capacity through training and higher citizens’ participation, besides ward-wise quarterly work performance reports and a pledge regarding the same from candidates and political parties. The members of the NGO will soon meet political parties and their candidates and seek a pledge on the four commitments listed in the manifesto. While pointing out that the civic body’s focus in the past three years has been on big-ticket infrastructure projects, foundation CEO Milind Mhaske said attention should have been paid to delivering and improving basic civic services along with the infrastructure projects.Addressing mediapersons on Tuesday, office bearers of the foundation said for three years, municipal corporations in the state, including Mumbai, have functioned without elected representatives, weakening accountability. According to the foundation, priority service commitments for the next five years should be continuous: There should be equitable water distribution, clean functional and gender-balanced toilets, daily segregated waste collection in every ward, pothole-free roads with transparent quality standards, walkable, obstruction-free footpaths for pedestrians, monsoon preparedness plans published before rains with vulnerability mapping, vacancies should be filled and lateral entrants allowed in planning climate, finance and data analytics. The foundation also sought granular level data be made available at the ward level.Among the targets set for 2025-30 are making the city govt a single planning authority, a platform that allows citizens to express their needs and wants, BIS standard of 135 lpcd (litres per capita per day) water be supplied to both slum and non-slum areas, and there should be universal metering of water supply. Seeking efficient service delivery, the foundation stated that municipal bodies must establish clear, measurable standards like service level benchmarks for all public services and ensure strict adherence through monitoring and accountability systems. The priority service commitments listed in the manifesto also include filling critical vacancies, for example, 31% of medical and 42% of paramedical posts in the BMC, review and right-size cadre strength to eliminate redundancies, optimise staffing to improve efficiency and accountability, and introduce performance-linked promotion/incentives for the officials and staff of corporation.

Mumbai: A magistrate’s court recently convicted and sentenced a 27-year-old man to three years rigorous imprisonment for “housebreaking after sunset and before sunrise, and theft,” breaking into the Andheri home of a man and fleeing with jewellery worth Rs 4.80 lakh in 2024. While the accused Fardeen Firdos Khan was found guilty under section 331 (4) of the newly enacted Bharatiya Nyaya Sanhita (BNS) which enhanced the sentence for such an offences to 14 years in jail, the magistrate found the sentence “too harsh.” His co-accused, Juber Karim Mulla Khan (48), was acquitted due to a lack of evidence. The woman and her husband, who both work at Sahar Airport, returned home to find the door lock broken, indicating a housebreaking had taken place. Judicial Magistrate First Class SG Agrawal, acquitted his co-accused Juber Khan (48), due to a lack of evidence.An FIR was registered at DN Nagar Police Station following a complaint by the victim Sadaf Inamdar, on Nov 21, 2024.The incident occurred between the night of Nov 20 and the morning of Nov 21, 2024, at Sadaf’s residence in Farukh Peter Chawl, Gavdevi Dongar, Andheri (West). A gold mangalsutra weighing approximately 40 grams and gold earrings weighing 5 grams, were reported missing. Sadaf stated she had taken out the ornaments and kept them in the kitchen in preparation for a trip to Pune. API Sunit Ghadge, the Detection Officer, arrested both accused on Nov 22, 2024. A charge sheet was filed on January 30, 2025. Fardeen remained in custody since his arrest, Juber was released on bail on March 27, 2025.The magistrate court noted that Sadaf and the undisputed spot panchnama established that housebreaking with theft had occurred. The door lock was found broken, and ornaments were missing. The defense did not cross-examine Sadaf, making the fact of the housebreaking and theft uncontested. The stolen mangalsutra was recovered at Fardeen’s behest while he was in police custody.Investigating Officer API Sunit Ghadge and a panch witness deposed that on Nov 24, 2024, Fardeen confessed to stealing the gold ornaments and concealing them at his home in Powai. Both witnesses corroborated that Fardeen led the police and panch to his locked house, retrieved a key hidden beneath a brick, and then took out a bag containing the gold mangalsutrafrom between an iron angle and a tin sheet.The magistrate held that the discovery was “convincingly established” by the prosecution. The magistrate held that person found in possession of recently stolen property, unless they can account for their possession, is presumed to be the thief or a receiver of stolen property.

Thane: After nearly 10 years, elections for the Badlapur Municipal Council were held on Tuesday, which witnessed an enthusiastic response from citizens across the town. By around 5:30pm, over 58% polling had been recorded, and officials estimated the final turnout to reach nearly 60%—higher than the 56% recorded during the 2015 civic polls. This year, elections were held for 44 seats including direct election for the post of council president out of the 49-member council, excluding six seats. According to the returning officer, voting for the remaining six seats will be held on Dec 20, and results for all seats will be declared on Dec 21.Throughout the day, several clashes broke out among Shiv Sena and BJP workers at multiple polling locations, prompting police intervention at more than one spot. At Gandhi Chowk, BJP workers alleged that Shiv Sena members threatened women who came to vote. The dispute quickly escalated into heated arguments, followed by pushing and shoving by both groups, after which police stepped in and brought the situation under control.Another confrontation involved BJP candidate Ramesh Solse’s supporters after Solse alleged that his son—who was standing outside a polling booth—was assaulted by a Shiv Sena worker. The incident triggered a larger clash as workers from both sides gathered, leading to a chaotic situation. Police rushed to the location and conducted lathi charge to disperse the crowd. At this booth, Shiv Sena candidate Nisha Thakre is contesting against the BJP, adding to the tension. BJP’s Rajendra Ghorpade claimed such incidents were taking place because Shiv Sena was afraid of losing support.At a booth in Khamkar School, voting was stalled for nearly two hours due to a technical glitch in the voting machine. Long queues formed as voters waited. Several voters complained that officials kept promising a replacement “within 15 minutes” but it took almost 2 hours to resolve the issue.Complaints of bogus voting also surfaced. At Holy Spirit School, a voter stated that upon arriving at the booth, she was informed that a vote had already been cast in her name. After she objected, officials allowed her to vote.In another incident near Holy Cross School in Badlapur East, BJP workers stopped a man carrying Rs 2 lakh in a white bag. When questioned, he reportedly gave evasive answers. Police seized the cash and are investigating whether it was intended for voter inducement.Despite the disturbance, leaders from all major parties expressed confidence in their prospects. Shiv Sena city chief Waman Mhatre said voters displayed overwhelming enthusiasm and stood in long queues since morning, expressing belief that the party would improve upon its earlier tally of 25 seats. BJP MLA Kishan Kathore accused Shiv Sena of bringing outsiders to influence voting and threatening local voters, but asserted that the BJP would still win the council president’s post with a strong majority. Minister Ashish Damle also stated that the voter turnout indicated that the BJP–NCP alliance would secure the maximum number of seats and win the municipal council president’s position.

JAISALMER: An Indian Army tank sank in the Indira Gandhi Canal during a routine military exercise in Rajasthan’s Sriganganagar district on Tuesday morning, resulting in the death of one jawan.The incident occurred during a training exercise aimed at practising how to cross the canal with armoured vehicles, local police said. The Army was yet to issue a formal statement regarding the circumstances surrounding the accident or the identity of the deceased jawan.Sriganganagar SP Amrita Duhan confirmed to TOI that an Army unit was conducting a routine exercise in the Indira Gandhi Canal. “As part of the exercise, a tank was lowered into the canal. As the tank reached the middle of the canal it … started sinking rapidly in the water. While two of the jawans managed to escape, one was trapped inside the tank and drowned.” The SP added, “Army has not shared any information about the deceased jawan so far.Efforts were made to rescue the trapped jawan immediately, with the Army personnel deploying divers and using specialised equipment. Despite their swift response, however, the jawan died.A formal report from the Army is expected Wednesday. Senior Army officers arrived at the scene, coordinating efforts to retrieve the tank and the trapped jawan. The police team, led by the in-charge of Rajiyasar police station, arrived in the afternoon to assist with the operation, which extended into late evening.The body was transported to the Suratgarh Military Hospital for further procedures.
