Russia’s oil exports crashed to their lowest point since the Ukraine war began, weighed down by buyers moving away from Moscow amid tightened US sanctions and Kyiv’s escalating attacks. In its latest assessment, the International Energy Agency (IEA) noted that Russian oil exports declined by 420 kb/d in November, pulling total shipments down to 6.9 mb/d.The drop in volumes and weakening prices pushed Moscow’s oil revenue down to $11 billion, which is $3.6 billion less than the same month last year. The IEA added that both export volumes and prices have dropped, “dragging export revenues to their lowest since Russia’s invasion of Ukraine in February 2022.”

Urals crude prices plunge

As exports dragged down, Urals crude prices also tumbled by $8.2/bbl to $43.52/bbl (one barrel is about 159 litres). This marked the lowest level since the start of the Ukraine conflict in February 2022.According to the IEA, this downturn pushed export revenues to their lowest monthly level since the invasion began.

Impact of Ukrainian strikes and Russia’s “shadow fleet”

The IEA said Ukrainian attacks on Russia’s sanctions-busting “shadow fleet” and marine oil facilities cut almost half of Russia’s November seaborne exports through the Black Sea.The pressure on shipments and prices comes as Russia struggles with meagre economic growth, the accumulated impact of sanctions and Ukrainian strikes on its energy infrastructure.Ukraine intensified strikes on Russian refineries over the summer and early autumn, causing domestic petrol prices to spike and prompting some Russian regions to introduce fuel rationing.“After weathering significant unplanned refinery outages in November, tightness in refined product markets has eased, but sanctions in 1Q26 will provide fresh challenges,” the IEA said.

Russia’s budget under strain

The Russian finance ministry reported that oil and gas revenues for the first nine months of the year were down 22% to $88 billion.A combination of high military spending, entrenched inflation and falling oil income has stretched Moscow’s budget. Russia is expected to post a $50 billion deficit this year, around three percent of GDP, and plans to raise taxes on consumers and businesses next year to narrow the gap.

US escalates pressure with tariffs and sanctions

The United States has warned several countries that they may face additional tariffs and punitive trade measures if they continue buying Russian oil. The EU has Washington recently imposed an additional 25% tariff on imports from India, citing its continued purchases of Russian crude. This was on top of the 25% tariff previously announced by US President Trump.In October, the US unveiled some of its toughest measures yet on Russia’s energy sector by sanctioning Rosneft and Lukoil, the country’s two biggest oil producers, in an effort to pressure Moscow to end the nearly four-year war in Ukraine.

Global supply slips

Global oil supply fell by 610 kb/d in November, extending cumulative declines from September’s record high of 109 mb/d to 1.5 mb/d, the IEA said.OPEC+ accounted for more than three-quarters of the overall drop, driven mainly by sanctions-hit Russia and Venezuela. The group contributed 80% of the supply decline over the past two months, reflecting major unplanned outages in Kuwait and Kazakhstan, alongside continued contractions in Russia and Venezuela.Among non-OPEC+ producers, the United States, Brazil and biofuels were also contributors to the global supply decline.

Outlook — What will happen in the oil sector?

Despite recent market tightness, the IEA projects global oil supply to grow by 3 mb/d in 2025 and a further 2.4 mb/d in 2026. However, the agency revised its supply growth forecasts downward, by 100 kb/d for 2025 and 20 kb/d for 2026 — to 106.2 mb/d and 108.6 mb/d respectively.On the demand front, world oil consumption is expected to rise by 830 kb/d in 2025, supported by improved macroeconomic and trade conditions. The IEA has also upgraded its 2026 demand outlook to 860 kb/d, an increase of 90 kb/d from earlier estimates.Gasoil and jet/kerosene are projected to account for half of this year’s demand growth, while fuel oil continues to lose ground due to substitution by natural gas and solar in power generation.

MUMBAI: Since April, the Maharashtra police have been using MahaCrimeOS AI in Nagpur district to tackle cybercrime, utilising Microsoft Foundry technology to process complaints faster and navigate complex data. On December 12-2025, the govt of Maharashtra and Microsoft announced that the platform would be extended from Nagpur’s 23 police stations to all 1,100 stations across the state. “Ethical and responsible AI for public good is our core motto,” said chief minister Devendra Fadnavis. “AI has the power to transform by improving efficiency, enhancing quality of life and delivering true ease of living for every citizen.”The customised crime investigation platform, developed by CyberEye and deployed through MARVEL (Maharashtra Advanced Research and Vigilance for Enforcement of Reformed Laws), serves as an AI copilot for investigators, automating frontline processes from lead generation to action. “The project which was initiated by the Nagpur Rural SP has been helpful in the crime dats collection and give leads in a case,” said State Cyber Cell DIG Sanjay Shintre.The initiative comes amid a surge in investing scams, refund frauds and digital arrests. According to I4C data cited in a parliamentary reply on December 2-2025, nearly 2.27 million cybercrime cases were reported in 2024 and more than Rs 22,800 crore were lost to cyber criminals that year.A case in point is bank clerk Nitu Y of Nagpur district. After investing in an online stock-trading app for about a month, she noticed that, according to the app, she had made profits of Rs 90 lakh (approximately US$102,000). When she attempted to withdraw the funds, she was told to pay additional commission fees running into hundreds of thousands of rupees, but the recipient insisted the money had not been received.“They told me that RTGS (the real-time gross settlement system between banks) is not a real time process. Then it clicked in my mind that something is fraudulent. Something is wrong,” Nitu said. She immediately called 1930, India’s national helpline for reporting cybercrime under the Indian Cyber Crime Coordination Centre, and lodged a first information report (FIR) at Saoner police station in Nagpur. The process took 15 minutes.Investigators can now upload scam site details, social media accounts, URLs, mobile numbers, screenshots and bank statements, whether on a PDF file or a handwritten note in English, Hindi or Marathi. MahaCrimeOS AI extracts and files the information in the appropriate sections within minutes, freeing officers from manual data entry.Assistant police inspector Ashish Singh Thakur, who handled Nitu’s case, said that before the AI copilot, gathering information could take two to three months. “We have to go to multiple banks because the funds were transferred across more than 40 to 50 different banks … We have to write them a letter and take a statement from them. Then, there were multiple mobile numbers used … I have to get the IP addresses. Lots of manual work,” he explained.Instead, Thakur said it took him about a week to complete these tasks and receive responses. “With a few clicks I can request the call detail records of multiple numbers. I don’t have to draft the letters; they’ve been drafted by MahaCrimeOS AI. And I don’t have to worry about missing out information or making mistakes in my letters, and having to start all over again,” he said. He now handles seven to eight cases a month, compared with just one previously.CyberEye founder and CEO Ram Ganesh said the main challenge was minimal standardisation across reports and legal notices. The company worked with MARVEL to embed the Maharashtra police’s investigation protocols and provide the platform in Marathi.The investigation copilot, built using Azure OpenAI Service in Microsoft Foundry and secured with Defender for Cloud, analyses case data, generates automated workflows and suggests investigation pathways. It also offers access to India’s criminal laws and open-source intelligence to link crimes and locate suspects.Superintendent of police Nagpur Rural and MARVEL CEO Harssh A Poddar said that the platform adapts existing best-practice protocols and develops tailored investigation plans. “Now you have a copilot that is able to do that work taking on board knowledge resources that exist within the Maharashtra police,” he said.The system also allows investigators to view all their cases and required actions, such as freezing bank accounts, blocking phone numbers or taking down social media profiles, and to follow copilot suggestions. Poddar said the main advantages were speed of investigation, assurance of meeting Maharashtra police standards and enabling officers to explain steps taken to survivors.Poddar added that officers who previously “almost froze” when faced with cybercrime cases are now more confident and autonomous. “Now they have a digital companion … It certainly builds a lot of professional capability, which in turn serves as a midwife for more self-confidence and much better decision making for officers at all levels,” he said.Assistant investigator Sangita Gawande of Nagpur Rural police, who has handled cybercrimes for seven years, said that she now sees about 200 cases a month compared with two or three when she began. “Before, I wouldn’t have the time to get to certain cases,” she said. “And I wouldn’t be able to provide answers if my boss asked about them. Now I’m confident and less stressed because I can complete my reports quicker and have time to look at each case.”The MahaCrimeOS AI initiative complements federal measures, including the 1930 hotline, the National Cybercrime Reporting Portal and Cyber Cells in state police departments, all coordinated by I4C.“Our collaboration with Microsoft began with solving complex cybercrime challenges, but its potential is far greater,” said chief minister Fadnavis. “AI today touches every sphere of human activity, from health care and agriculture to industry and governance and we intend to harness this power responsibly to create a more effective, citizen-centric state.”Nitu’s ordeal continues. Between March and April she transferred more than Rs 30 lakh (about US$34,000) to the fake app. So far, police have recovered about Rs 8 lakh (approximately US$9,000) from frozen bank accounts across the country. “The support is more important than me getting my money back, because it has been six months,” she said. “The intensity of my financial loss has been fading day by day, but the support from the police will never fade.”
