Panaji: Indian football has never experienced anything like this before.First the top-tier Indian Super League (ISL), and now the I-League, Indian football’s second division, has also been left without a commercial partner, throwing the future of leagues up in the air.The All India Football Federation’s bid to find a taker for the commercial rights of I-League ended with no company making a bid. A request for proposal (RFP) was floated on Nov 28, with Dec 14 kept as deadline day for submissions of bids. However, when the federation opened the bids late on Sunday, the result wasn’t surprising.“There are no bids for the I-League too,” a senior official told TOI. “When nobody turned up for the pre-bid meeting last week (Dec 6) and there were no (official) queries, it was clear that there would be no takers for the commercial rights. Things are not looking good at the moment.”Till last month, there were companies who had shown more than just passing interest in making a bid for the I-League rights, even more than the ISL, whose value was pegged at a minimum of Rs 37.5 crore annually. At Rs 6 crore for the three divisions of I-League (I-League: Rs 4 crore, I-League 2: Rs 1.25 crore and I-League 3: Rs 75 Lakh) and a networth of Rs 30 crore for potential bidders, there seemed to be no impediments.The AIFF has only received a lone bid of Rs 5 crore for the Indian Women’s League (IWL) commercial rights, but documents are yet to be signed.“We have to wait for the sports ministry report to be submitted to the Supreme Court. Probably there will be a joint solution for both leagues,” said another official.AIFF’s failure to attract bids for the commercial rights has left clubs worried with many wondering if they will have any competition to play for this season. Most clubs have stopped training due to the uncertainty.According to sources, I-League clubs are mulling over the possibility of approaching the Supreme Court with their concerns, given that the apex court is expected to reassemble this week to listen to the sports ministry’s suggestion. At the last hearing, the Centre was urged to engage with the clubs since there were growing concerns among clubs, players, officials and employees.The 15-year master rights agreement between AIFF and its commercial partner, Reliance-subsidiary FSDL, ended at midnight on Dec 8.

What Is Fentanyl?

Fentanyl is a powerful synthetic opioid approved by the FDA for pain management and anesthesia. It is extremely potent—about 100 times stronger than morphine and 50 times stronger than heroin. Developed in 1959 and introduced medically in the 1960s, fentanyl is legally manufactured in the United States, but both pharmaceutical and illicit forms are widely misused.Illicitly produced fentanyl and its analogs have driven a sharp rise in overdose deaths. According to CDC data, deaths involving synthetic opioids (excluding methadone) increased from about 2,600 annually in 2011–2012 to more than 71,000 in 2021, totaling over 260,000 deaths from 2013–2021. This surge closely mirrors increased trafficking and distribution of illicit fentanyl.On the street, fentanyl may appear as powder or counterfeit pills and is often mixed with heroin or cocaine. Common street names include China Girl, King Ivory, and Tango & Cash. Fentanyl can be injected, smoked, snorted, or taken orally.

What makes Fentanyl dangerous?

Fentanyl is a fully synthetic opioid, approved for limited medical use but overwhelmingly produced illegally for the black market. Its lethality lies in its strength: as little as two milligrams — roughly the equivalent of a few grains of salt — can be fatal. US authorities say this makes it comparable, in practical terms, to chemical agents designed to kill with minute exposure.The order notes that hundreds of thousands of Americans have died from fentanyl overdoses in recent years, often without knowing they were taking the drug at all. Fentanyl is frequently mixed into counterfeit prescription pills or blended with heroin, cocaine or methamphetamine, leaving users unaware they are ingesting a substance far more powerful than expected.US officials argue this combination of concealment, potency and ease of mass distribution elevates fentanyl beyond conventional narcotics. The administration also claims that, in theory, the drug could be used deliberately in concentrated form to carry out terror-style attacks, although experts remain sceptical about that specific risk.

National security, cartels and enforcement powers

The executive order ties fentanyl directly to organised crime and terrorism, saying its production and sale fund assassinations, insurgencies and violent campaigns by cartels and foreign terrorist organisations. It singles out two major cartels as being primarily responsible for fentanyl distribution inside the US, accusing them of waging armed conflict over territory and trafficking routes.Under the order, the attorney general is directed to pursue enhanced criminal prosecutions and tougher sentencing for fentanyl trafficking. The treasury and state departments are instructed to target financial networks linked to fentanyl production, while the Pentagon is asked to assess whether military resources should support domestic law enforcement.The armed forces will also be required to update homeland chemical-incident response plans to explicitly include fentanyl, and the Department of Homeland Security will draw on counter-proliferation intelligence normally reserved for WMD threats to track fentanyl smuggling networks.Trump announced the move while intensifying a wider campaign against what his administration calls “narco-terrorists” in Latin America, including military strikes on suspected drug-smuggling vessels. He has repeatedly argued that fentanyl kills more Americans than bombs or conventional weapons.

MUMBAI: As the city heads for civic polls, a recent report on the performance of corporators from the final year of the BMC House (2017-2021) paints a stark picture of underperformance. The findings, released by the Praja Foundation, reveal that only two out of 220 evaluated corporators earned an ‘A’ grade, while the majority fell short of expectations.

  • A (80-100 marks): 2 corporators
  • B (70-80 marks): 20 corporators
  • C-F (below 70 marks): 198 corporators

Out of 227 total corporators, seven were excluded from evaluation due to the mayoral role or incomplete term. Overall, 90% of corporators scored below the average.

Committee-meeting attendance fell from 82.15% in 2017-18 to 73.70% in 2019-20. The report also highlighted:

A citizen activist commented, “The report makes it clear that the city needs representatives who can show real, measurable accountability.”The State Election Commission on Monday announced that polling for the elections to 29 Municipal Corporations in Maharashtra, including the Brihanmumbai Municipal Corporation (BMC), will be held on January 15, with results scheduled for January 16. The nomination process will take place from December 23 to 30, followed by scrutiny of the nominations on December 31. Candidates can withdraw their nominations by January 2, and election symbols will be allotted on January 3.

The visibly flustered appointee was soon pulled aside by an official present at the event, while d CM Samrat Choudhary, standing beside Kumar, was seen tugging at his sleeve in an apparent attempt to restrain him.The incident drew sharp reactions from the opposition, with questions raised about Nitish Kumar’s conduct and mental health.Sharing the video on X, the RJD wrote, “What has happened to Nitish Ji? Governor Stephen Miran, appointed by Donald Trump, said rates are still too high while New York Fed President John Williams described them as “about the right place.” Boston Fed President Susan Collins called the decision a “close call,” according to AFP. The downbeat mood further extended to cryptocurrencies, with bitcoin dropping to $85,171. Gold, continued its safe haven charm, rising above $4,300, nearing record highs. The Japanese yen gained against the dollar ahead of the Bank of Japan’s expected rate hike on Friday.

The Indian Air Force deployed HAMMER precision-guided weapons during Operation Sindoor on 7 May 2025 as part of a carefully calibrated cross-border strike against terror infrastructure in Pakistan and Pakistan-occupied Kashmir.Operation Sindoor was launched in retaliation for the Pahalgam terrorist attack that killed 26 civilians on April 22. A total of nine sites were struck, including Jaish-e-Mohammed’s primary base in Bahawalpur and Lashkar-e-Taiba’s hub in Muridke.Weapon selection was central to the operation’s objectives. The Indian Air Force employed a layered mix of SCALP cruise missiles, HAMMER precision-guided bombs and loitering munitions.Within this mix, HAMMER was used where flexibility and adaptability were essential. HAMMER, short for Highly Agile Modular Munition Extended Range, officially designated as AASM from the French Armement Air-Sol Modulaire, is a precision-guided air-to-ground stand-off weapon designed to bridge the gap between conventional bombs and cruise missiles.Despite often being described as a missile, HAMMER is fundamentally a guided bomb system. At its core is a standard unguided bomb, which becomes a high-precision strike weapon once fitted with modular guidance and propulsion kits. This design allows air forces to convert existing bomb inventories into modern precision weapons without developing entirely new missiles for each mission profile.

The system is built around two main components. The first is a nose-mounted guidance section that determines how the weapon navigates and locks onto its target. In modern air warfare, weapons fall broadly into three categories: unguided bombs, guided bombs and air-to-surface missiles.Unguided bombs are cheap but inaccurate and require aircraft to fly directly over targets. Air-to-surface missiles offer long range and precision but are expensive and limited in numbers.

HAMMER sits between these two extremes. It offers missile-like precision and stand-off range while retaining the flexibility and lower cost structure of a guided bomb.This distinction matters. Modularity: The core strength of HAMMER

The defining feature of HAMMER is modularity. Instead of designing a single fixed weapon, Safran developed a system where guidance, propulsion and bomb body can be mixed and matched.The nose-mounted guidance kit determines how the weapon finds and tracks its target. The rear-mounted range extension kit determines how far it can travel after release and how sharply it can manoeuvre.This modular architecture allows the same basic weapon to be used for close air support, deep strike, bunker busting and attacks on moving targets, depending on the guidance kit selected.For India, this means fewer weapon types to manage logistically while retaining operational flexibility.

Guidance systems and how HAMMER achieves precision

HAMMER is available in three primary guidance configurations.The baseline version combines an inertial navigation system and a Global Positioning System receiver. Data from both systems is fused using Kalman filtering, allowing the weapon to maintain accuracy even if GPS signals are degraded or jammed. This variant achieves a circular error probability of around 10 metres and works in all weather conditions.The second variant adds infrared homing to the INS and GPS combination. This system matches the target area with a reference image stored in the weapon’s memory, allowing accuracy of around one metre. It works day and night in fair weather and is particularly useful against fixed targets with a clear thermal signature.

Top 5 long-range air-to-surface missiles globally

The third variant replaces infrared homing with laser guidance. This allows HAMMER to strike moving targets, provided they are illuminated by a laser designator from an aircraft, drone or ground team. This version was qualified in April 2013.These variants were redesignated in 2010 as SBU-38, SBU-64 and SBU-54 respectively, with the overall system renamed HAMMER for export.

HAMMER’s range depends on launch altitude and configuration. Safran cites a range of over 32 nautical miles from high altitude and around 8 nautical miles from low-level release.The winglets and rocket booster allow off-axis launches of up to 90 degrees, meaning the aircraft does not have to point directly at the target. This reduces exposure to enemy air defences.Multiple HAMMER weapons can be released in a single pass against different targets with one trigger press, a capability that significantly enhances strike efficiency.HAMMER entered service in 2007 with the French Air Force and Naval Aviation on the Rafale platform.

Its combat debut came in Afghanistan in April 2008, when a Rafale dropped two HAMMER weapons in support of ground troops.The system gained wider attention during the 2011 Libya campaign. A HAMMER weapon destroyed a Libyan Air Force G-2 Galeb aircraft on the runway at Misrata Airport shortly after it landed. Another strike destroyed a Libyan tank at a distance of 55 kilometres. In total, 225 HAMMER weapons were used in Libya.This combat history is critical. Weapons that have been tested in real conflicts carry credibility in terms of reliability, accuracy and resistance to countermeasures.

India’s induction and integration challenges

India ordered large numbers of HAMMER weapons in September 2020. Deliveries were completed by November 2020, with the French Air and Space Force transferring part of its own stock to ensure immediate availability.The Indian Air Force initially integrated HAMMER on the Rafale fleet. Work has since begun to integrate it onto the Tejas, a process that involves complex software, avionics and flight control modifications.Successful integration on Tejas would represent a major step in combining imported high-end weapons with indigenous platforms.

Cost, evolution and economies of scale

According to France’s Senate committee on defence manufacturing costs, the total cost of the AASM programme including development and delivery of 2,348 kits was €846 million, placing the per-weapon cost at around $300,000.

Earlier figures showed a unit cost of €164,000 excluding development and €252,000 including development. By 2017, Safran reported a unit cost of €120,000 for the AASM Evolution version, with a target of reducing it to €80,000 through larger production runs.For India, domestic production offers the potential to lower costs over time while ensuring availability during crises.

India today operates a layered precision strike inventory.Indigenous systems include the Sudarshan Laser Guided Bomb, the Smart Anti-Airfield Weapon, and glide bombs such as Gaurav and Garuthmaa.Imported and jointly developed systems include the SPICE series from Israel, HAMMER from France and the BrahMos-A supersonic cruise missile.HAMMER fills a crucial middle ground between short-range guided bombs and long-range cruise missiles, offering flexibility, precision and affordability.Manufacturing HAMMER in India is not just about supply security. It allows Indian engineers and technicians to gain deep familiarity with guidance systems, propulsion integration and precision strike workflows.

This knowledge is transferable to future indigenous weapons programmes and reduces long-term dependence on foreign suppliers for upgrades and maintenance.The deal also strengthens India’s defence partnership with France at a time when New Delhi is diversifying beyond traditional suppliers.The BEL–Safran HAMMER joint venture represents a quiet but important shift in India’s approach to air warfare. Precision, modularity and adaptability are now central to how air power is conceived and deployed.By moving HAMMER production to Indian soil, New Delhi is not merely acquiring a weapon. It is acquiring the ability to understand, modify and eventually design the tools of modern precision strike warfare.
