Sex assault: Ex-principal jailed after sign language testimony

MUMBAI: With victims and eyewitnesses deposing in sign language, a special Pocso court recently convicted and sentenced to two years’ rigorous imprisonment the former headmaster and a retired teacher of a school for the deaf and aphasic for the sexual assault of three students between 2013 and 2014. The judge noted school is a “pious institute” and children trust their teachers and consider them as guiding light for life. “If this trust is betrayed and when (a) Godlike figure himself sexually tortures, no doubt the victims would carry a trauma for life,” special judge Satyanarayan R Navander said.Finding the accused, both in their 60s, guilty of aggravated sexual assault, the court said “the accused were teachers of the school for the deaf and dumb students i.e. the victims. That way, the victims were in their custody and care. Misusing their position of trust and taking undue advantage of their physical disability, the accused had committed sexual assault.”The court summoned experts in sign language to act as official interpreters. One expert, Sanyogita Devale, assisted during police investigation, while another, Bharati Lele, assisted during trial to translate the victims’ gestures into spoken word for the record. The initial statements of victims were video-recorded by police to ensure their gestures and signs were captured accurately before the trial began. The conviction came despite the primary informant and her mother turning hostile. The judge relied on “clinching evidence” provided by another victim and an eyewitness student, both of whom remained consistent in their deposition despite being subjected to lengthy cross-examination.The judge said no extraordinary leniency can be shown to the accused while awarding the sentence despite their advanced age. The judge noted that for the “physically challenged students”, with bare support, it was not easy to approach the police and file a complaint. “Only because of the status the teachers enjoy, the parents did not believe the victims. However, when the illicit acts persisted, when the victims multiplied and assault was made repeatedly... they raised the voice and ultimately approached the law-implementing machinery… The steps taken by them itself (sic) connotes the gravity of the torture they suffered,” the judge said.On her first day of deposition, the child who had first complained to police affirmed the allegations against the headmaster. After a delay in the trial, she returned to court and completely changed her story. She began claiming the headmaster treated everyone “like his child” and any touching was merely a “pat on the back” for good grades. The judge observed that the victims appeared to have been “won over” by the accused during the decade-long wait for trial.The judge also said that the later retractions by witnesses seemed to be the “outcome of undue influence and pressure of accused.”The defence claimed all the victims were “tutored” by a social activist because she wanted to force the school to adopt a sign-language curriculum. However, the victims deposed that while the activists “guided them on how to approach the police,” the decision to seek justice came from the students and their families. “From the assessment of the evidence of the victims and the witnesses… it is found that Sangita Gala (activist) certainly helped the victims and their parents to approach police and lodge complaint… No malice can be attributed to her for the efforts made… to secure justice for the specially abled victims,” the judge said. The duo were also fined Rs 25,000 each. Out of this amount, Rs 15,000 is to be given to each of the victims as compensation. “The amount of… Rs 15,000 per victim is inadequate and an additional compensation may be awarded by the state. For that purpose, the copy of judgment and order be forwarded to the District Legal Services Authority, Mumbai, to consider the case under the victim compensation scheme,” the judge said. The case dates back to July 2014, when a 13-year-old student, assisted by social activist Gala, filed a complaint at Dadar police station. The investigation revealed a pattern of systemic abuse occurring between June 2013 and June 2014. According to the victim, the headmaster frequently summoned young female students to his office under the guise of academic appreciation, where he would sexually assault them. Meanwhile, the teacher was found to have sexually harassed students during typing classes.

This festive season, 42 wardens to patrol Navi Mumbai beaches to ensure revellers’ safety | Mumbai News


Navi Mumbai: Days ahead of Christmas, owing to the large-scale expected turn of tourists at Raigad beaches, 42 beach wardens have been hired on a temporary basis to ensure their safety and security. These wardens will report to the local police.The wardens have to patrol for a total of eight hours on two stretches, each of four hours. The shift hours will be from 7 am to 11 am and 3 pm to 7 pm daily. They have been provided with training and identity cards by the Raigad Security Force. The wardens will be stationed at coastal talukas such as Alibaug, Mandwa beachfront, Murud and Shrivardhan. The tourists on the beach tend to ignore the warning signs, which not only puts their lives at risk, but also increases the work of water sport operators, lifeguards, police and locals. The wardens have been appointed keeping such hazards in mind.

Navi Mumbai: PCMC removes 2,783 illegal banners ahead of elections | Mumbai News


Navi Mumbai: Following the enforcement of the model code of conduct for the municipal corporation election, Panvel City Municipal Corporation (PCMC) has removed 2,783 illegal banners from the areas of four ward offices. Around 620 advertisements installed at bus stops and other places have either been removed or covered up. As many as 1,191 banners were removed under the Kharghar ward. Similarly, 510 banners were removed under Kalamboli ward office, 760 under Kamothe ward office and 322 under Panvel ward office. The PCMC has warned stringent action against any violation of the code of conduct. The PCMC has 20 wards under the panel system and will elect 78 corporators. Four corporators each will be elected from 18 wards and three each from the remaining two wards. The election is scheduled to be held on Jan 15, 2026.

Maharashtra: Thane Civic body announces measures to control stray dog population | Mumbai News


Thane: The Thane Municipal Corporation (TMC) announced a major initiative to scientifically control the city’s stray dog population. This includes the construction of dedicated shelters, expanded sterilisation and vaccination drives, and the launch of citywide awareness campaigns. Municipal chief Saurabh Rao said the measures include setting up kennels through five authorised agencies. These will house dogs captured from schools, hospitals, sports complexes, bus depots, and railway stations. TMC will also step up the capture-sterilise-vaccinate-release programme under the Animal Birth Control (Dogs) Rules, 2023.

Business jet crashes at North Carolina airport; 7 killed; video surfaces

A private jet carrying seven people, among them former NASCAR driver Greg Biffle and members of his family, crashed while attempting to land at a North Carolina airport on Thursday, killing all on board, authorities said. The Cessna C550 burst into flames upon impact at Statesville Regional Airport, roughly 45 miles north of Charlotte. Flight records indicated the aircraft was registered to a company operated by Biffle.The incident occurred at Statesville Regional Airport.

Thane: The Motor Accident Claims Tribunal (MACT) awarded Rs 20 lakh compensation to an accident victim after a nine-year legal battle, decisively rejecting the insurance company’s claim that the policy was fraudulent. In the ruling, MACT member Rupali V Mohite addressed a petition under Section 166 of the Motor Vehicles Act concerning a Nov 27, 2015, accident on Louiswadi service road near Mumbai-Nashik highway.Then aged 29 years, the victim was standing on the service road when a speeding motorcycle struck him at 9.05am. He sustained serious injuries, including fractures to his jaw, face, and left leg, plus head trauma. He spent over a month at a Super Specialty Hospital in Thane undergoing extensive treatment. Police filed charges against the motorcyclist under the IPC and Motor Vehicles Act.The MACT determined the accident resulted solely from the motorcyclist’s negligence, with no contributory fault by the victim. Crucially, while the insurer claimed the policy was fake and fabricated, the tribunal found the company failed to provide sufficient evidence supporting this allegation and rejected the defense. Assessing 15% functional disability, the MACT calculated compensation covering medical expenses, loss of future earning capacity, pain and suffering, and conveyance costs, totalling Rs 20.04 lakh. The vehicle owner and insurer were ordered to pay jointly within one month. Of the total award, Rs 3 lakh must be invested in a three-year fixed deposit, with the remainder released immediately to the claimant. — Nishikant Karlikar

Thane: Thane police recently arrested three men, including a teenager, and seized three firearms, eight live cartridges, and a stolen motorcycle in two separate operations, officials said.On Dec 13, Naupada police arrested a 19-year-old man for allegedly trafficking firearms from another state. Based on specific intelligence, police laid a trap on the service road at Naupada and apprehended Kunal Gopal Yadav, a resident of Madhya Pradesh, after a brief chase. A country-made pistol and one live cartridge were recovered from his bag. A case was registered under the Arms Act and the Maharashtra Police Act, and the accused was remanded to police custody till Dec 16, police said.The next day, the crime branch unit 5, on receiving a tip-off, laid a trap near Ranjanoli Naka in Bhiwandi and intercepted two men riding a stolen motorcycle. The motorcycle theft case was registered at Kamothe police station. The accused were identified as Wasiullah Chaudhary (45) and Himanshu Raju Verma (24), both residents of Navi Mumbai who hail from Uttar Pradesh. During their search, police recovered two firearms and seven live cartridges valued at a total Rs 81,400. Along with the motorcycle, a total of Rs 1.5 lakh worth of property was seized. A case was registered against the duo at Kon Gaon police station under the Arms Act and Maharashtra Police Act.

Thane: Panic gripped a wedding reception at an open lawn venue along the Ghodbunder Highway late Thursday night after a major fire broke out in a portion of the premises used for stocking carpets and decorative items.No injuries were reported as around 1,000 guests present at the venue were safely evacuated by the staff, officials said on Friday. According to Girish Jhalke, chief fire officer of the Thane Fire Brigade, a distress call was received at around 11 pm reporting a fire at the Blue Roof Lawns in Pankhanda village, Owale. Firefighting teams from the Owale and Balkum fire stations were immediately dispatched to the spot. Some guests alerted emergency services and assisted venue staff in containing the flames, while others guided attendees out of the premises, said former Shiv Sena corporator Meenal Sankhe, who was present at the venue.
