MUMBAI: Five days after announcing the election results of hawker representatives who would be a part of the eight Town Vending Committees (TVCs) across the city, the BMC has initiated the process of appointing govt and non-govt members on it.Officials said each TVC will comprise 20 members. On the govt side, representatives will be drawn from the police, traffic department and planning authorities, such as Mhada and MMRDA. For non-govt representation, the civic body will soon issue a public advertisement inviting applications from interested stakeholders. These could be citizen representatives or members of NGOs. The BMC chief was briefed on the progress of the process on Thursday. A BMC official said, “We had a review meeting on the future course of action. Once all the names are finalised on the TVC, the same will be notified by the govt.”

There is one TVC and seven others across the civic body’s seven zones. Even as the process of finalising the TVC moves ahead, the civic body has continued its crackdown on unauthorised hawkers. Over the two days on April 2 and 3, Lalbaug’s Mirchi Galli – a spice souk – saw back-to-back civic action. Shops here had for years encroached area nearly 10-15 feet ahead of the shops into public walking space, effectively swallowing up pedestrian walking space. Dayashankar Singh, president of the Azad Hawkers Union, said it’s best if the hawkers are regularised. “The BMC has resorted to blanket evictions. The recent drives in areas such as Mulund, Chembur, Dadar and Crawford Market (Dawa Bazaar), had many vendors being removed without prior verification of their status,” said Singh. Deputy municipal commissioner (special) Vinayak Vispute said formation of TVC is being done following the due process.

NASHIK: Nine members of a family, including six children, died in an incident late Friday night after their vehicle plunged into a well in Dindori, around 25 km from Nashik.The accident took place at about 10 pm in the Shivaji Nagar area. The victims, who were residents of Indore village in Dindori, were returning home in a multi-purpose vehicle (MPV) after attending a coaching class get-together in the town.According to police reports, the driver of the MPV apparently failed to spot the well in the darkness while driving through the Shivaji Nagar area. The vehicle veered off the path and fell directly into the deep well, trapping all occupants inside.Police inspector Bhagwan Mathure of the Dindori Police Station stated that as soon as they were alerted, a rescue team rushed to the spot.“We deployed two hydra cranes and sought the assistance of local swimmers to reach the submerged vehicle. Despite the swift rescue efforts, none of the occupants survived,” PI Mathure said.The rescue operation lasted over two hours. The MPV and the bodies of the victims were eventually pulled out of the well by 12.15 am on Saturday. The bodies were immediately shifted to the govt hospital in Dindori. The deceased have been identified as Sunil Dattu Dargude (32), Reshma Sunil Dargude (27), Asha Anil Dargude (32), Khushi Anil Dargude (14), Madhuri Anil Dargude (13), Shreyas Anil Dargude (11), Rakhi (Gunvanti) Sunil Dargude (11), Shravani Anil Dargude (11), and Samruddhi Rajendra Dargude (7).

Mumbai currently has a 495-km-long network of underground stormwater arch drains in the island city

MUMBAI: The city’s century-old underground stormwater arch drains are undergoing an upgrade, with the BMC’s ongoing project using geopolymer lining trenchless technology — a first-of-its-kind initiative in the country. The work will cover 27 critical stretches of drains spanning 14.3 km in the island city, along with five years of maintenance. Civic officials said the intervention is expected to extend the lifespan of these British-era drains by at least 50 years while improving their discharge capacity during heavy rainfall.Mumbai currently has a 495-km-long network of underground stormwater arch drains in the island city. While routine desilting is carried out by the operations and maintenance wing of the storm water drains (SWD) department, recent CCTV surveys have flagged structural concerns in several sections. Officials found multiple defects, such as cracks, brick displacement, loss of mortar, and even partial collapses in parts of the ageing network.

A total of 56 drain components, measuring 23.5 km, were identified as being in a damaged condition. Of these, 27 components — covering 14.3km — were categorised as critical and in need of immediate rehabilitation to prevent potential collapse.To address the issue, the SWD department consulted experts from IIT Bombay and VJTI. Based on their recommendations, a technical advisory committee concluded that geopolymer lining using trenchless technology was the most suitable solution among the available options.“The technology allows internal strengthening of the drains without extensive excavation, making it less disruptive and faster to implement,” a civic official said. “Once completed, it will not only reinforce structural stability but also improve flow velocity, ensuring quicker disposal of rainwater during intense downpours.”The move comes against the backdrop of increasingly erratic and intense monsoon patterns in Mumbai, where instances of nearly 1,000mm of rainfall over a few days have been recorded in recent years, often leading to waterlogging in low-lying areas.Officials said the geopolymer lining method is environmentally friendly and widely used in countries such as the US, though this marks its first large-scale deployment in India. The project is currently underway in the city area, with civic engineers monitoring progress at key outfalls and stretches. Once completed, BMC plans to assess further phases to cover additional vulnerable sections of the drainage network.

NEW DELHI: Delhi chief minister Rekha Gupta on Friday unveiled the Air Pollution Mitigation Action Plan 2026, announcing a series of measures including strict enforcement of the “No PUC, No Fuel” rule, curbs on polluting vehicles and a push for cleaner transport and dust control.Announcing the rollout of the plan, Gupta said the initiative builds on the government’s ‘historic’ Green Budget for 2026-27 and aims to translate clean air goals into measurable outcomes.The action plan, announced after a high-level review meeting held at the Mukhyamantri Janseva Sadan, is aimed at tackling key sources of pollution such as vehicular emissions, road dust, construction activity, industrial discharge and biomass burning, officials said.

Addressing the meeting, the chief minister said clean air and environmental protection were now central to the government’s policy framework and would be backed by dedicated budgetary allocations and strict enforcement.“This is not just a policy announcement, it is an enforcement-driven campaign powered by resources, technology and strict oversight,” she said.Taking a tough stance on vehicular pollution, Gupta said the “No PUC (Pollution Under Control), No Fuel” rule would be strictly implemented with support from Automatic Number Plate Recognition cameras and digital tracking systems.From November 1, entry of goods vehicles into the national capital will be restricted to those compliant with Bharat Stage (BS)-VI norms or powered by CNG or electricity, officials said.The government will also regulate non-essential traffic inflow and may consider staggered office timings, work-from-home directives and additional restrictions on polluting vehicles during periods of severe air pollution, they added.As part of efforts to reduce vehicular emissions, the government plans to expand the city’s bus fleet to 13,760 by 2028-29, with priority being given to electric buses.Officials further said the government also plans to improve last-mile connectivity through better integration of metro and Regional Rapid Transit System (RRTS) networks with feeder buses, e-autos and shared mobility services.To accelerate electric mobility, 32,000 electric vehicle (EV) charging points will be installed over the next four years, while the proposed EV Policy 2026 will focus on two-wheelers, commercial vehicles and the transition of government fleets to cleaner fuels, they said.The chief minister also announced measures to ease traffic congestion at 62 identified hotspots through time-bound interventions and the rollout of an Intelligent Traffic Management System, along with smart parking solutions and pricing reforms.Recognising road dust as a major contributor to pollution, the government said it would deploy mechanical road sweepers, water sprinklers, anti-smog guns and mist spray systems on a large scale, with all operations monitored through GPS tracking and a centralised dashboard.Nearly 3,500 km of roads are to be redeveloped with paved surfaces, green buffers and utility ducts, while construction-related pollution will be monitored through an artificial intelligence (AI)-enabled C&D Portal 2.0 for real-time tracking, geo-tagging and enforcement, officials said.The government has also set deadlines for clearing legacy landfill sites, such as Okhla by July 2026, Bhalswa by December 2026 and Ghazipur by December 2027, and have said that strict action would be taken against biomass burning and non-compliant industrial units.The city’s air quality monitoring network will be expanded, and a centralised Green War Room and Integrated Command and Control Centre will be set up to strengthen environmental governance, they added.Ward-level “Vayu Rakshak” teams will also be deployed and the 311 platform upgraded to improve citizen reporting and participation, they said.The government has set a target of planting 70 lakh trees, shrubs and bamboo in 2026-27, with a long-term goal of over one crore plantations across the city.Gupta said the action plan would also rely on innovation and public participation, with research institutions, technical experts and startups being involved in developing solutions to curb pollution.“The Action Plan 2026 is not just about intent; it is a robust execution model with financial backing, strict timelines and accountability at every level. Clean air is not a luxury; it is a fundamental right, and we are committed to delivering it,” she said.The meeting was attended by cabinet ministers Pravesh Sahib Singh, Manjinder Singh Sirsa and Pankaj Kumar Singh, chief secretary Rajiv Verma, representatives of the Delhi Metro Rail Corporation and Traffic Police, and senior government officials, officials said.

However, after public outrage, Pakistan’s PM Shehbaz Sharif later revised the hike, bringing petrol down to 378 rupees per litre. “This decrease will be applicable for at least one month,” he said during a televised address, adding, “I promise I will not rest until your life is back to normal.Coming to diesel prices, the government had increased HSD price by PKR 184.49 per litre, from PKR 335.86 to PKR 520.35, but abolished the levy, providing some relief to citizens.Detailing the relief measures, interior minister Mohsin Naqvi said, “All public transport in Islamabad will be made free of cost for the general public for the next 30 days, starting tomorrow (Saturday),” noting that the government would shoulder a cost of 350 million rupees.Punjab has mirrored the move, removing fares on public transport and introducing “targeted subsidies” for trucks and buses. CM Maryam Nawaz Sharif also appealed to transport operators not to shift the burden onto passengers, saying, “We promise to relieve the public of economic burden as soon as conditions improve.”In Karachi, similar steps have been taken by the Sindh government, which announced subsidies aimed at motorcyclists and small farmers.
