Winter chill persists in Mumbai despite brief rise in temperature | Mumbai News

Mumbai: Despite a marginal rise in minimum temperatures, the winter chill persisted across the city on Sunday. The IMD’s Santacruz observatory recorded a minimum temperature of 17.2°C, which was 1.3°C below normal, while Colaba logged 20.9°C, 0.2°C below normal. A day earlier, minimum temperatures were 16.6°C at Santacruz and 20.7°C at Colaba. Day temperatures remained high, with Colaba recording a maximum of 33.8°C and Santacruz 33.1°C. According to the IMD’s forecast, minimum temperatures are expected to hover around 19°C on December 15, before rising above 20°C from December 16 onwards, likely touching 21°C. However, another dip is likely from December 19, with minimums expected to fall to around 18°C.Last week on December 12, Mumbai witnessed an unusually cold morning, with Santacruz recording 14.9°C—the lowest temperature so far this season and the coldest reading of 2025.Independent forecaster Athreya Shetty said the brief warming trend is linked to a weak western disturbance affecting the Himalayas, which is temporarily weakening cold northerly winds. “This will allow winds to shift to an east-southeasterly direction between Monday and Wednesday, raising minimum temperatures by 2–3°C, especially over Konkan and parts of Madhya Maharashtra,” he said. Madhya Maharashtra (Central Maharashtra) generally refers to the interior districts of western Maharashtra, excluding the Konkan coastal belt and Vidarbha.“However, the morning chill will persist, with minimums of 16–18°C expected over the Konkan belt, including the Mumbai Metropolitan Region, and 10–12°C across central Maharashtra and Vidarbha. From Thursday onwards, a fresh surge of cold northerly winds is likely to bring another sharp drop in temperatures, with minimums falling to 11–14°C in Konkan and 5–10°C in interior regions,” he added.

State introduces ‘Vision 2047’, setting ambitious goals for growth & progress | India News

State introduces ‘Vision 2047’, setting ambitious goals for growth & progress

Raipur: Chief minister Vishnu Deo Sai on Sunday unveiled “Anjor Vision 2047” in the Assembly — an ambitious, people-centric blueprint aimed at transforming the state into a fully developed region by the time India celebrates 100 years of Independence.Calling the moment historic, the CM said the vision document lays out a clear, mission-driven roadmap with phased goals, governance reforms, and a strong push for infrastructure, investment, jobs and social development.Recalling that Chhattisgarh’s first Assembly session was held on Dec 14, 2000, at Rajkumar College soon after the state was formed, Sai said the new Assembly building marks the start of a fresh development journey. Reflecting the state’s culture and democratic values, the building, he said, would stand as a symbol of both heritage and progress.Using an analogy from Jashpur’s archery tradition and the Mahabharata, Sai said Chhattisgarh now has a single-minded focus. “Like Arjuna’s eye on the bird, our target is a developed Chhattisgarh,” he said, adding that the state has a clear and achievable plan to reach that goal. Work on the vision document began soon after the government took office, Sai said. It was prepared through wide public participation, involving farmers, youth, women, entrepreneurs and other stakeholders. Describing it as carrying the “fragrance of the soil,” he said the plan reflects the spirit of Antyodaya — development for the last person in the queue. The document identifies 13 priority sectors and 10 key missions, with good governance at the core. According to the CM, over 400 governance reforms implemented in the past two years have already made administration more transparent and citizen-friendly.Taking a political swipe at the previous Congress regime, the Chief Minister alleged that while his government has a vision for development till 2047, the Congress’s five-year rule was marked by “systematic loot” through an organised syndicate. He claimed central agencies have placed concrete evidence of financial irregularities before courts and said the public has understood the “true character” of the opposition.Sai highlighted major gains in road, rail and air connectivity, expansion of premier institutions like IIT, IIM and NIT, and growth in medical education, with medical colleges increasing from 10 to 15, in addition to AIIMS.A new industrial policy and a single-window clearance system have helped attract investment proposals worth over Rs 7.5 lakh crore, he said.On energy, Sai said Chhattisgarh ranks second nationally in power generation and aims to top the list by 2030, with a strong push towards renewable energy, including large-scale solar projects and rooftop solar with double subsidies. He also underlined opportunities in agriculture, forest-based economy, mineral resources and tourism. Concluding, Sai expressed confidence that the goals outlined in the Anjor Vision 2047 would be realised from the new Assembly building and called upon all members to work together to translate the vision of a developed Chhattisgarh into reality.Congress boycotts AssemblyCongress boycotted the Assembly on the first day of the winter session, held on Dec 14, in protest against the government’s decision to dedicate the entire sitting exclusively to a discussion on “Vision 2047.” Congress claimed that this approach sidelined routine legislative business, including Question Hour, Calling Attention notices, and adjournment motions. Leader of Opposition Charandas Mahant described the presentation as misleading, arguing that it focused heavily on long-term plans and promises while ignoring pressing day-to-day issues faced by the people, such as unemployment, delays in paddy procurement, crimes against women, potholes, lack of tap water, and electricity billing problems. He accused the government of using the session to project a futuristic agenda without addressing current grievances, and termed the vision document “heavy on claims but weak on substance.” Mahant said the Congress’s boycott was a way to protest the sidelining of ordinary legislative business and highlight the government’s neglect of immediate public concerns.

Debt, reclusion, deaths: Inside Kalkaji triple tragedy that shocked Delhi; sons attempted suicide in past too
Stressed Due To Loan And Unpaid Rent, Family Descended Into Darkness

NEW DELHI: An eerie silence enveloped the third-floor 2BHK flat in a Kalkaji residential building, masking a history of deep isolation and mounting financial distress. Inside the locked house, a 52-year-old woman and her two adult sons were found dead, an end that neighbours and relatives said was preceded by months of withdrawal and an earlier attempt by the brothers to harm themselves. The deceased have been identified as homemaker Anuradha Kapoor (52) and her two sons, Ashish Kapoor (32), who studied engineering from a private college in Noida, and Chaitanya Kapoor (27), who was probably preparing for the civil services.

Debt, reclusion, deaths: Sons attempted suicide in past too

Stressed Due To Loan And Unpaid Rent, Family Descends Into Darkness

Kalkaji police station received a call at 2.47pm on Friday. “The incident came to notice when a bailiff, accompanied by local police staff, visited the house to execute a court order of possession. After repeated knocks went unanswered, entry was made using a duplicate key, where all three were found dead,” a senior officer said. While Anuradha and Ashish were found in one room, Chaitanya was in another room. A note found at the spot indicates that they had been suffering from depression and had killed themselves, said police. According to relatives, Anuradha’s husband, Sanjeev Kapoor, who had a construction business, died a couple of years ago because of Covid-related complications and diabetes. Sanjay, a relative, said the family had been estranged from relatives for nearly 15 years. “They maintained no communication. Even when Sanjeev passed away, we got to know about it much later. We didn’t even know how they looked like now,” he said. Police said the family had a history of self-harm and both sons had attempted suicide on Oct 30. Several neighbours told TOI that about two months ago, the brothers had tried to kill themselves, following which an ambulance and police personnel came to the house. The family would rarely step out even to buy groceries, they added. The family had also allegedly not paid rent for the past two years, following which the eviction order was issued. “The monthly rent was around Rs 34,000 and the landlord lives in Mumbai. They started living in the house about two years ago and paid rent just for the first month. The landlord then moved court,” a police source said. Investigators said the family was in debt as both sons were unemployed. “They had taken multiple small loans, ranging between Rs 10,000 and Rs 30,000, from 50-55 people. The total amounts to Rs 10-15 lakh,” the source added.Police said the last conversations that the family had with anybody was through messages on their phones. “The sons had just been communicating with people asking them to recharge their phones and asking for money or asking if there was a job for them. They had not more than 10-15 contacts saved on their phones,” the source said.

Bondi Beach shooting: Agencies identify one gunman – what we know so far

Bondi Beach shooting: Agencies identify one gunman - what we know so far

Australian authorities have identified one of the alleged gunmen involved in the deadly Bondi Beach shooting as Naveed Akram, a man from Sydney’s south-west, as investigations continue into the attack that left at least 12 people dead.A senior law enforcement official, speaking on condition of anonymity, told ABC News that Akram’s residence in Bonnyrigg was raided by police on Sunday evening. However, authorities said it remains unclear which of the two attackers Akram was, as one gunman was killed at the scene while the other was arrested in critical condition. The shooting occurred shortly after 6.30pm (local time) on Sunday during the Chanukah by the Sea event, attended by hundreds marking the first night of Hanukkah. New South Wales police said two gunmen opened fire on the crowd, killing at least 12 people and injuring several others.NSW police commissioner Mal Lanyon said an improvised explosive device was found in a car linked to the deceased attacker. He confirmed that the incident has been designated a terrorist attack, though the intended target has not yet been established. “We have found an improvised explosive device in a car which is linked to the deceased offender,” Lanyon told a news conference.Lanyon also indicated that one of the shooters was previously known to authorities, but posed no immediate threat. “The person that we know has very, very little knowledge to the police,” he said. “So he’s not someone that we would have automatically been looking at at this time.”Footage aired by the ABC showed two black-clad gunmen firing from a footbridge near the beach. Another video, filmed by a bystander and broadcast on local television, appeared to show a member of the public tackling and disarming one of the attackers.Eyewitnesses recounted scenes of panic. Lachlan Moran, 32, from Melbourne, told AP: “You heard a few pops, and I freaked out and ran away. … I started sprinting. I just had that intuition. I sprinted as quickly as I could.” He said the gunfire continued intermittently for about five minutes. British tourist Timothy Brant-Coles told AFP he saw “two shooters in black with semi-automatic rifles” and several wounded people. Local resident Harry Wilson told the Sydney Morning Herald he saw “at least 10 people on the ground and blood everywhere.”The Australian security intelligence organisation (ASIO) confirmed that one of the attackers was “known to us, but not in an immediate threat perspective.” Police and federal agencies continue to examine suspicious items found in the area, with an exclusion zone still in place as Bondi Beach remains largely deserted during the ongoing investigation.

HR exec injured in eye as 3 chase car, smash windows | Mumbai News

Pune: A 28-year-old Chembur resident recently suffered a severe injury to her left eye, which necessitated an emergency surgery, after three men on a two-wheeler chased down the car she was in, hurled stones at it and smashed its windows after it allegedly ran over a foot of one of them near an underpass on the Katraj-Dehu road bypass in Pune. She said she still hasn’t regained vision.Police said the alleged attackers were detained and released after being served notices as per the law. According to the FIR, Puja Gupta, an HR professional who was in the passenger seat, and her fiancé, who was driving the car, were returning to Mumbai after a visit to the man’s parents in Gaikwadnagar in Punawale, Pune district, on Dec 6. The car’s tyre allegedly went over a foot of one of three men on a two-wheeler while overtaking. No one was injured but it triggered an argument. The men allegedly abused the couple and one of them hurled a stone at the windscreen, which shattered. The couple drove away in fear, but they got stuck in a traffic jam near the Punawale underpass. The men chased them down and smashed the remaining windows and the rear windscreen. A piece of shattered glass got lodged in Gupta’s left eye and caused a severe injury. She was rushed to a private hospital in Chinchwad. Doctors performed an emergency corneoscleral repair surgery to save her vision. Gupta told TOI on Sunday that she hasn’t regained vision even over a week after the surgery. “Doctors had said one surgery would be enough, but they had cautioned that another one may be required if my vision does not return. They are not sure whether my eyesight will be restored fully since blood has accumulated in the eye.” The FIR has invoked sections 126 (2) (wrongful restraint), 125 (rash or negligent acts endangering life or safety), 125 (a) (rashness or negligence that endangers life or personal safety), 324 (4) (mischief), and 352 (intentional insult with the intent to provoke a breach of peace or another offence) of BNS. Gupta said she had requested police to add the charge of attempted murder. “This was not done and the accused were allowed to go home despite causing serious injuries... They must be punished strictly so that they think twice before hurting anyone again,” she said.

MSME lending: RBI nudges banks to link MSME loans to external benchmark; govt lists wider support measures

Banks have been advised by the Reserve Bank of India (RBI) to link loans extended to micro, small and medium enterprises (MSMEs) to an external benchmark in order to strengthen monetary policy transmission, the government informed Parliament on Saturday. In a written reply to the Lok Sabha, Minister of State for MSME Shobha Karandlaje said the reset clause for such loans has been reduced to three months under the external benchmark–linked regime, PTI reported. Banks have also been instructed to offer existing borrowers the option to shift to the external benchmark system on mutually agreed terms.Karandlaje added that the government continues to implement Quality Control Orders (QCOs) in a phased manner through the Bureau of Indian Standards (BIS) with specific exemptions and relaxations for MSMEs to ensure that domestic production is not disrupted. These include additional time for compliance—six months for micro enterprises and three months for small enterprises—as well as exemptions for imports used in export-oriented production and for up to 200 units imported for research and development purposes.QCO relaxations also cover clearance of legacy stock within six months of the effective date. BIS extends financial incentives by offering concessions in minimum marking fees—80 per cent for micro enterprises, 50 per cent for small enterprises and 20 per cent for medium enterprises—with an additional 10 per cent concession for MSMEs in the Northeast or those run by women entrepreneurs. The requirement for in-house laboratories has been made optional for MSME units. The minister further said the government has launched the Mutual Credit Guarantee Scheme for MSMEs (MCGS-MSME) to ease access to loans for acquiring equipment and machinery. Scheduled commercial banks, she noted, have been mandated not to seek collateral security for loans of up to Rs 10 lakh extended to micro and small enterprises.
