MP gaumutra, gobar cancer cure project: Probe finds Rs 3.5 crore scam; Rs 1.75cr was spent on raw material | Bhopal News


JABALPUR: What was projected as a state-funded research initiative to combat cancer using cow dung, cow urine and milk instead snowballed into an alleged financial scandal at Nanaji Deshmukh Veterinary Science University.Following complaints of misuse of research funds, Jabalpur Collector Raghvendra Singh ordered a probe and constituted a 2-member committee led by Additional Collector RS Marawi. “During preliminary scrutiny of documents, it was found that the research money was spent on purposes not related to the project,” Marawi told TOI. He said around Rs 3 lakh was spent on air travel, though there was no evidence of research-related tours. “A car was purchased from the research head and nearly Rs 15 lakh was spent on vehicle repairs, petrol and diesel,” he said. The Panchgavya scheme was launched in 2011 after the state govt sanctioned Rs 3.5 crore for research on treating serious diseases like cancer using gobar, gaumutra and milk. However, the probe found little to show by way of research output.Marawi further told TOI that close to Rs 1.75 crore was spent on raw material and machines, which were procured at rates many times higher than prevailing market prices.“About Rs 15 lakh was spent on furniture and electronic items, and nearly Rs 5 lakh was paid under other heads, all from the research fund,” he said, adding that the inquiry report was submitted to the Collector and further action will be decided at the administrative level.University Vice-Chancellor Mandeep Sharma said the research programme ended in 2018, claiming that technical and financial records were approved at the time. “We are gathering details of the project and will officially share information with the media after reviewing the records,” he told TOI . A project meant to give scientific backing to traditional knowledge, instead, has raised troubling questions over accountability.

Budget 2026: CII pitches demand-led disinvestment plan; proposes four-step privatisation roadmap

The Confederation of Indian Industry (CII) suggested a four-fold privatisation process in their recommendations on the Union Budget 2026-27. They called for faster and more predictable disinvestment. The industry body claimed that a calibrated privatisation approach would help sustain capital expenditure and fund development priorities, particularly in sectors where private participation can improve efficiency, technology adoption, and competitiveness. CII Director General Chandrajit Banerjee highlighted the role of private enterprise in India’s growth. “A forward-looking privatisation policy, aligned with the vision of Viksit Bharat, will enable the government to focus on its core functions while empowering the private sector to accelerate industrial transformation and job creation,” he said, as quoted by ANI. To accelerate the government’s exit from non-strategic Public Sector Enterprises (PSEs), CII outlined a four-pronged strategy. First, CII recommended adopting a demand-led approach for selecting PSEs for privatisation. Contrary to short-listing entities and then checking the appetite for them, it was proposed that government needs to start by measuring market interest for a larger list of entities and short-list those with better interest and valuation. Second, the industry body called for announcing a rolling three-year privatisation pipeline in advance. According to CII, greater visibility would give investors time to plan, deepen participation, and improve price discovery. Third, CII proposed setting up a dedicated institutional mechanism to oversee privatisation. This would include a ministerial board for strategic direction, an advisory panel of industry and legal experts, and a professional execution team to handle due diligence, market engagement, and regulatory coordination. Fourth, acknowledging that complete privatisation is complex and time-consuming, CII suggested a calibrated disinvestment route as an interim measure. The government could initially reduce its stake in listed PSEs to 51 per cent, retaining management control, and later bring it down further to between 33 per cent and 26 per cent. CII estimated that lowering government ownership to 51 per cent in 78 listed PSEs could unlock nearly Rs 10 lakh crore. In the first two years, disinvestment in 55 PSEs could raise about Rs 4.6 lakh crore, followed by Rs 5.4 lakh crore from 23 additional enterprises. “A calibrated reduction of government stake balances strategic control with value creation,” Banerjee said, adding that the proceeds could fund healthcare, education, green infrastructure, and fiscal consolidation while maintaining control in strategic sectors. The Union Budget for 2026–27 will be presented on February 1.

US President Donald Trump has directed senior special forces commanders to begin preparing “contingency plans for a possible invasion of Greenland”, reported the Daily Mail on Sunday. The move, however, has reportedly run into resistance from top military officials who are questioning both its legality and political feasibility.

So they are trying to deflect him with other major military operations. They say it’s like dealing with a five-year-old,” a diplomatic told the Mail.“They have tried to distract Trump by talking about less controversial measures, such as intercepting Russian ‘ghost’ ships – a clandestine network of hundreds of vessels operated by Moscow to evade Western sanctions – or launching a strike on Iran,” a source told the Mail.Sources familiar with the matter told the Mail that hardline figures within Trump’s inner circle, particularly policy “hawks” led by adviser Stephen Miller, have grown increasingly assertive after what they see as the successful operation to capture Venezuela’s leader Nicolas Maduro.
