Mumbai: A day after a 19-year-old woman was allegedly shot dead in Govandi by a woman who was living with her boyfriend, police on Wednesday arrested the suspect’s brother for handing her a pistol and instructing her to open fire. His friend has also been nabbed for allegedly abetting the crime.Shivaji Nagar police said the victim, Shifa Nabi Shaikh, went to confront her boyfriend, Nadeem alias Rizwan Shaikh (28), over his relationship with Tabassum Shaikh (26) at their home in Baiganwadi, Govandi, on Tuesday. A heated argument broke out. Tabassum’s brother, Sajid Shaikh (23), allegedly handed her a countrymade firearm and asked her to shoot Shifa. Tabassum allegedly fired at Shifa from point-blank range. The bullet pierced her cheek and got lodged in the skull. Shifa’s father, Nabi Shaikh, a civil contractor, told police that while he was leaving for work around 10am, Shifa said she would be stepping out to have breakfast in a while. Within an hour, Nabi’s wife, Yasmin, called him up and asked him to rush home, saying she had been told that Shifa had been shot at. After he arrived home, he learnt that Shifa had been taken to the hospital. By the time the couple reached the hospital, doctors had declared Shifa dead. The probe revealed that Shifa and Tabassum had a tiff three months ago over their relationships with Nadeem. An official said Tabassum and Sajid threatened Shifa. “Owing to the tension, Shifa’s family sent her away to their hometown in Faizabad, Uttar Pradesh. But a little later, Shifa called up her father to say she couldn’t withstand the winter there and was returning to Mumbai. She got back on Jan 12 and stayed put at her home to avoid fights with Tabassum.” Charges of murder and criminal conspiracy under BNS and as well as provisions of Arms Act have been invoked against Nadeem, Tabassum, Sajid Shaikh and his friend, Kalam Choudhary (19). All four were produced in a Kurla court, which remanded them in police custody till Feb 16. Police found bloodstains, a human tooth, an empty magazine and a fired cartridge, among other materials, at the crime scene.

The Union Budget for FY 2026-27 has pegged total expenditure at Rs 53.47 lakh crore, Finance Minister Nirmala Sitharaman said while replying to the discussion on the Budget in the Lok Sabha, outlining the government’s strategy of maintaining high capital spending alongside fiscal consolidation.The revised estimate for the current financial year ending March 31 has been placed at Rs 49.64 lakh crore, lower than the Rs 50.65 lakh crore projected in February 2025, PTI reported. The Budget size for FY 2024-25 stood at Rs 46.52 lakh crore.The government has projected tax receipts of Rs 44.04 lakh crore for FY27, an increase of about 8% over the previous year, even as overall expenditure continues to remain significantly higher to support growth priorities.
Highlighting the government’s infrastructure-led growth strategy, Sitharaman said capital expenditure allocation has been raised to a record Rs 12.2 lakh crore.This accounts for 3.1% of GDP and is 11.5% higher than the revised estimates for FY 2025-26, she said.On the recommendation of state finance ministers, the Centre has increased 50-year interest-free capital expenditure loans under the Special Assistance to States for Capital Investment (SASCI) scheme to Rs 2 lakh crore.With this, effective capital expenditure is estimated to reach Rs 17.1 lakh crore, or about 4.4% of GDP, the minister added.
The government has projected fiscal deficit at 4.3% of GDP, or Rs 16.95 lakh crore, for FY27, reaffirming its fiscal consolidation path.To finance the deficit, net market borrowings from dated securities are estimated at Rs 11.7 lakh crore. The remaining financing will come from small savings and other sources, while gross market borrowings are estimated at Rs 17.2 lakh crore.Sitharaman said the government continues to focus on reducing the debt-to-GDP ratio in line with the Fiscal Responsibility and Budget Management (FRBM) framework.She recalled that the government had indicated in Budget 2025-26 that it aims to bring the debt-to-GDP ratio to 50±1% by FY 2030-31.In line with that roadmap, the debt-to-GDP ratio is estimated at 55.6% in Budget Estimates for FY27, compared with 56.1% in the revised estimates for FY26.A declining debt ratio will gradually free resources for priority sector spending by reducing interest outgo, she said.
The finance minister said states can compete to be selected for one of five proposed regional medical hubs through PM Gati Shakti filters.States can propose integrated hubs where medical education and patient treatment infrastructure will be developed together, she said.Dedicated institutions for nursing and 10 allied health services will be set up within these hubs to support skill creation and employment. Over time, these hubs could evolve into medical tourism centres, she added.
Addressing concerns over fertiliser availability, Sitharaman said there is sufficient stock to support farmers.The government has allocated Rs 1.71 lakh crore towards fertiliser imports to ensure continued supply and price stability, she said.
On fund transfers to states, Sitharaman cited findings of the 16th Finance Commission, which analysed devolution between 2018-19 and 2022-23.“So, we are not the only ones claiming this. The Finance Commission itself, after studying this in detail, has stated in its report that the money which has to go from the Centre to the states, taking the years 2018–19 to 2022–23 as examples and examining them, has clearly said that whatever amount has to go from the central government to the state governments has been given,” she said.“There is no scope for any doubt in this for the states,” she added.For FY27, the states’ share in central taxes is estimated at Rs 25.44 lakh crore, an increase of Rs 2.7 lakh crore over the previous year.She also said cess and surcharge collections are used for development works across sectors and are separate from the 41% tax devolution recommended by the Finance Commission.
The finance minister also responded to criticism from Leader of Opposition Rahul Gandhi regarding India’s interim trade agreement with the US.Echoing remarks made by Union Minister Kiren Rijiju, Sitharaman said, “Koi mai ka laal paida nahi hua jo humare desh ko bech de ya kharid le (no one has the audacity to sell or buy out India).”She further alleged that the Congress-led UPA government had compromised India’s position at the World Trade Organization and also criticised governance and law-and-order conditions in West Bengal.West Bengal is scheduled to go to elections in the next two months.
NEW DELHI: Nearly one-third of posts in the National Medical Commission (NMC), the country’s apex medical education regulator, are lying vacant, the Centre informed the Rajya Sabha on February 10, 2026.Replying to a question by Shri Vivek K. Tankha, minister of state for health Anupriya Patel said the sanctioned strength of the NMC and its four autonomous boards is 54, of which 19 posts are vacant. At present, only 35 positions are filled across the Commission and its boards.Within the Commission itself, out of 33 sanctioned posts — comprising the Chairman, ex-officio members and part-time members — 28 are in position. The Secretary’s post is filled. However, vacancies are more visible across the autonomous boards responsible for regulating undergraduate and postgraduate medical education, medical assessment and accreditation, and ethics and medical registration.Parliamentary data indicate that some boards are functioning with only a limited number of members in place, with several President and whole-time member posts unfilled. These boards play a crucial role in approving medical colleges, monitoring standards of training and enforcing professional ethics.Addressing concerns about functioning amid vacancies, the Commission informed the government that “appropriate institutional mechanisms” are in place to ensure continued discharge of statutory responsibilities under the National Medical Commission Act, 2019.The ministry added that filling up vacancies is a continuous process and action is taken as per provisions of the Act, including issuing advertisements from time to time to fill vacant posts.The disclosure comes at a time when India is expanding its medical education capacity, increasing the number of colleges and seats, making full staffing at the regulatory level critical to maintaining standards and oversight.

State Bank of India (SBI) has overtaken Tata Consultancy Services (TCS) to become India’s fourth-largest listed company by market capitalisation, supported by a sharp post-results rally and improving sentiment around public sector banks.SBI’s market capitalisation now stands at nearly Rs 10.92 lakh crore, ahead of TCS at about Rs 10.52 lakh crore, according to an ET report. The country’s top three listed companies remain Reliance Industries at Rs 19.87 lakh crore, HDFC Bank at Rs 14.16 lakh crore and Bharti Airtel at Rs 11.47 lakh crore, based on Wednesday’s closing data.The reshuffle comes after SBI shares rallied about 11% over the last three trading sessions following strong third-quarter earnings. In contrast, TCS shares have declined nearly 4% over the past five days amid broader concerns around artificial intelligence-led disruption in the global IT services sector.Weak sentiment around technology stocks has dragged Indian IT counters lower over the past week, indirectly aiding SBI’s rise in market capitalisation rankings. Asset quality also improved, with slippages moderating and credit costs remaining contained at 29 basis points.Brokerages have turned constructive on SBI following the third-quarter results.Jefferies set a price target of Rs 1,300, citing strong return on equity prospects and value from subsidiaries. The brokerage has revised its earnings estimates upward and expects double-digit core profit growth over the next three years, valuing the bank at 1.5 times its FY28 adjusted book value.Motilal Oswal has also raised earnings forecasts and expects healthy return ratios, factoring in around Rs 354 per share from subsidiaries.Nomura raised its target price to Rs 1,235, reflecting an improved return on equity outlook, while JP Morgan maintained an overweight rating with a target of Rs 1,250, stating that SBI continues to deliver above-system growth with best-in-class asset quality among large public sector lenders.Morgan Stanley maintained an equal weight rating, noting valuations are approaching fair levels unless revenue growth surprises positively.
