Bombay high court says Navy ‘failed to’ notice high rise come up near INS Shikra, allows builder to construct beyond 15 floors at own risk | Mumbai News


Mumbai: Bombay high court on Friday, in an interim order, said prima facie there appeared to be a “failure of intelligence” by the Navy in noticing how a high rise came up in the vicinity of INS Shikra, the premier naval air station in south Mumbai. The HC did not immediately stay construction work on the high rise, Jadhavji Mansion, but said work beyond the 15th floor would be at the developer’s risk.“We are surprised how the petitioner (the Navy’s Local Military Authority in Mumbai) failed to notice a building gradually reaching ground plus 19 floors,” Justices Ravindra Ghuge and Abhay Mantri said. The HC was hearing a naval petition filed through a commanding officer, which sought to stop work on a 20-storey high-rise within 500 metres of the Naval Air Station for want of its no objection certificate (NOC).

The HC, however, noted that its February 16 order to suspend workers’ entry until February 18 at the building site was only because it was informed of the impending VVIP movement, with Prime Minister Narendra Modi due to arrive in Mumbai on February 17. It said it did not wish to continue such an order at this juncture, but in its temporary order pending the final disposal of the petition, it directed the builder “to develop property at own risk and consequences beyond 53 m (or 15th floor, which was originally approved in 2010 before the MOD’s 2011 guidelines provided for its objections over security)”.“If we eventually conclude the NOC was mandatory, we would direct demolition above 15 floors,” the HC said, as Justice Ghuge dictated in open court.The HC added, “If we conclude the BMC was lax or complicit, or if circumstances indicate they conducted a blunder by granting CC without Naval NOC, and if circumstances so indicate, we would not hesitate to direct prosecution of such concerned BMC officials.” For any third-party rights to be created above the 15th floor, the builder will have to disclose the pendency of the Navy’s petition, the HC added.The final hearing of the petition is to begin at the admission stage on March 30. The builder, represented by senior counsel Janak Dwarkadas and Argud Partners, said a reply would be filed in 4 weeks. The HC sought the reply by March 9 and a rejoinder, if any, from the Navy by March 23. The HC sought BMC’s reply too on all counts, including what it said were serious allegations levelled by the Navy of a 7-month delay in handing over documents regarding building permissions it sought last May, and for seeking no NOC.Dwarkadas argued that BMC gave permission for ground plus 15 floors in October 2010, when there was no requirement of any NOC, and even the Defence Ministry’s May 2011 guidelines do not mandate a NOC and permit “objections” to be raised on security grounds, which were not made. Dwarkadas again cited the slums sitting “cheek-by-jowl” to Navy premises and questioned how the slum cluster was not considered a threat, since anyone could walk in there.The Navy, represented by senior counsel RV Govilkar, said there was a 10-ft wall; besides, the high-rise was in the “line of sight” and hence a risk, which was noticed last year when officers went to inspect an adjoining building. Dwarkadas again questioned what the Navy was doing for 15 years when the construction was coming up gradually, and he questioned the “line-of-sight” argument, also citing other high-rises in the vicinity and the lack of the Navy’s objection to them.Govilkar said the other buildings were over 15 years old, pre-dating its guidelines. The Navy said buildings in between were more than 15 years old and “nothing can be done about them”. “We are intrigued by the submission that though these buildings are very close and threat perception would first hover above them, the naval authorities feel they cannot be touched because they are more than 15 years old,” the HC dictated, saying it was getting no answer when it can “see innumerable doors and windows” and some buildings clearly within a stone’s throw distance of the Naval base. The HC added, “What surprised us is the intelligence gathering network of the Navy… if a building as tall as G+19 in line… was completed in 2024, we are prima facie surprised at the lapse in intelligence of the petitioner.”Govilkar said when VVIP movement occurs, precautions are taken in other buildings as well. He said the towers in Badhwar are govt buildings.The HC recorded, “Today, until pleadings are complete, the anxiety of (Navy)” is that the builder constructing the high-rise “is watching over their property.” The HC said the building was at a height of 70 metres (20 floors) since 2024. “The Navy cannot deny several VVIP movements between then and now, and yet if this building went unnoticed, we find it can only be due to naval intelligence,” the Judge dictated, clarifying its observations are prima facie, and posted the matter for final hearing and disposal.

Kej happened to be in Paris at the time and travelled aboard the presidential aircraft with Macron. “We ended up having dinner together on the plane and had beautiful conversations on India and France, on culture and the impact that culture has, and how important soft power is in today’s world,” he shared. A casual photograph taken on the flight has since captured public attention. The delegation landed in Mumbai close to midnight and headed straight to the Taj Mahal Palace hotel before a packed schedule began the next day. One of the highlights was a lunch interaction with members of the Hindi film industry, including filmmaker Neeraj Ghaywan, actors Anil Kapoor and Manoj Bajpayee, director Zoya Akhtar and veteran actor Shabana Azmi, alongside the French delegation. “It was a beautiful discussion on how India and France can cooperate in getting stories of France out in India and Indian stories out in France,” said Kej. “We spoke about uplifting arthouse cinema in both countries, and about meaningful cooperation, financially and creatively, and cross-cultural collaborations within the movie industry.” Kej’s association with Macron goes back a few years. He first met the French President during Prime Minister Narendra Modi’s State visit to France in 2023, where they dined at the Louvre Museum. The two reconnected in December 2024 in Riyadh at the United Nations Convention to Combat Desertification (UNCCD) conference. “Both him and his wife Brigitte are absolutely generous people, very good human beings,” Kej said and added, “President Macron is a great leader, someone who brings people together. It’s been wonderful spending time with him.”

US economic growth slowed more than expected in the final quarter of 2025, official data showed on Friday, marking a softer end to the first year of Donald Trump’s return to the presidency.The world’s largest economy expanded at an annualised rate of 1.4 per cent in the October–December period, according to estimates released by the US Department of Commerce, reported.The figure fell well short of analysts’ expectations of a 2.5 per cent growth pace for the quarter. For the full year, US GDP growth stood at 2.2 per cent in 2025.Trump blamed the slowdown on last year’s prolonged government shutdown, placing responsibility on Democratic lawmakers in a Truth Social post issued shortly before the data release.“The Democrat Shutdown cost the U.S.A. at least two points in GDP,” Trump wrote.Analysts, however, generally expect the economic impact of the shutdown — which lasted from October to mid-November –to be temporary.The Commerce Department said slower fourth-quarter growth “reflected downturns in government spending and exports and a deceleration in consumer spending.”The weakness was partly offset by a pick-up in investment activity, the report added.

GURGAON: A 3.5-year-old girl was raped and strangled to death after being lured away from her neighbourhood in the area falling under the jurisdiction of sector 37 police station on Thursday.Police said that at around 12.20am on February 20, Police Station Sector-37 received information about the child going missing. The family later submitted a complaint stating that a neighbour had lured and took their daughter along.“Acting on the complaint, the Sector-37 police team took the suspect into custody the same night and interrogated him. During questioning, the man disclosed that he works in a scrap factory in Sector-37 and that on the late evening of February 19 he took the child to an empty place and raped her and then strangled her to death to destroy evidence”, Sandeep Turan, police spokesperson said.Based on the father’s complaint, a case was registered under relevant sections at Police Station Sector-37, Gurgaon. The accused has been arrested and identified as Shivnath (25), a Bihar native.

A Carnegie survey found that 71 percent of Indian Americans disapproved of how Donald Trump handled his overall job as President in his second term.The 2026 Indian American Attitudes Survey (IAAS), conducted in partnership with YouGov, found that only 29 percent of the 1,000 Indian American adults surveyed strongly or somewhat approved of how Trump handled his job as President, New India Abroad reported.

The findings, when compared to data from a nationwide YouGov poll from Dec. 2025, revealed that Indian Americans were substantially more critical of Trump than the overall US population.The report came one year into President Donald Trump’s second term and found that the community was reassessing its political and social position amid tensions in US-India relations, domestic policy shifts, and rising reports of online hate speech targeting the community.Large majorities also disapproved of Trump’s handling of key policy areas. The survey found that 64 percent disapproved of his immigration policy, 68 percent disapproved of his handling of the domestic economy, and 70 percent disapproved of his international economic policy, including trade and tariffs. In many cases, respondents expressed strong disapproval rather than mild opposition.Evaluations of his management of US-India relations were also negative. Fifty-five percent disapproved of Trump’s approach to relations with India, 20 percent approved, and roughly one-quarter reported no opinion, suggesting limited foreign policy salience in electoral decision-making.Indian Americans continued to identify disproportionately with the Democratic Party, but attachment weakened since 2020. Democratic identification declined to 46 percent, while Republican affiliation increased modestly to 19 percent. Independents accounted for 29 percent of respondents. Ideologically, 32 percent identified as moderates, the largest single bloc, placing the community largely at the centre of the political spectrum.Economic issues dominated policy priorities. Twenty-one percent cited inflation and prices as their most important issue, followed by jobs and the economy at 17 percent. Health care and immigration were the only other issues registering in double digits, while foreign policy concerns remained comparatively low.Experiences of bias remained widespread. Twenty-seven percent believed Indian Americans faced “a lot” of discrimination in the United States. About half reported having personally experienced discrimination in recent years, most commonly based on skin colour, country of origin, or religion. Since the start of 2025, one in four respondents reported being called a slur.Respondents also reported frequent exposure to online racism, with nearly half saying they encountered anti-Indian content on social media regularly. Nearly one-third said discrimination concerns led them to avoid political discussions online, and roughly one-fifth reported modifying travel, public expression, or civic participation out of fear of harassment. However, the share reporting direct, personal experiences of discrimination did not significantly change compared to prior survey waves.Many respondents said discrimination altered how they spoke, lived, or participated in public life, though most did not plan to leave the United States. While 14 percent said they frequently considered relocating abroad, a majority continued to recommend the country for employment, reflecting continued belief in economic opportunity.The survey also found that reactions to symbolic political events reflected ideological divides more than identity-based solidarity. Sixty-eight percent expressed enthusiasm for New York City Mayor Zohran Mamdani’s election, largely on ideological grounds. Public remarks by Vice President JD Vance regarding religion and marriage drew negative responses linked to concerns about religious inclusion and representation.Collectively, the findings indicated that one year into Trump’s second term, anxieties about discrimination and the shifting political environment coexisted with continued belief in opportunity in the United States.The full study was fielded between Nov. 25, 2025, and Jan. 6, 2026, and had a margin of error of ±3.6 percent.The report, authored by Sumitra Badrinathan of American University, Devesh Kapur of Johns Hopkins-SAIS, Andy Robaina of Carnegie Endowment for International Peace, and Milan Vaishnav of Carnegie Endowment for International Peace, built on earlier IAAS waves conducted in 2020 and 2024 and examined partisan identity, vote preferences, policy priorities, evaluations of political leaders, and experiences with discrimination.

MUMBAI: More than 50 Pakistan players (men and women) have registered for The Hundred auction, which will be held at Piccadilly Lights in London on March 11 (women’s competition) and March 12 (men’s competition). “The auction list includes more than 50 players from Pakistan,” a source tracking developments told TOI.

A full list of players registered for The Hundred auction will be released at 1 PM UK time (6.30 PM India time) on Friday.Last season, only two Pakistan players, Mohammad Amir and Mohammad Wasim, featured in the tournament (for Northern Superchargers), while Pakistan-born Zafar Gohar was part of the Oval Invincibles squad.Six of the eight franchises, London Spirit (owned by US-based tech investors), MI Oval (Reliance Industries), Manchester SuperGiants (RPSG Group), Southern Brave (GMR Group), Sunrisers Leeds (Sun TV) and Welsh Fire (US-based Sanjay Govil), have Indian owners. Auctioneer Richard Madley will run proceedings across both days.The men’s teams have a salary pot of £2.05m, while the women’s teams have a salary pot of £880,000. Each team has already spent a portion of their pot on pre-auction direct signings and retentions.Teams are allowed up to four pre-auction signings from mid-November to the end of January. A maximum of three can be direct signings and must be overseas or England centrally contracted players. A minimum of one will be a retention, which can be any player — England centrally contracted, overseas or domestic.Across the auction, teams will compete to sign players across three phases: Hero Players, Ranked Players and Nominated Players. Teams will each provide a long-list of players they are most interested in signing ahead of the auction, with the phases reflecting aggregated interest in each player.
