Mumbai: Tilak Nagar police arrested two Govandi men for allegedly raping a 17-year-old girl who had sought help with procuring a ration card. The suspects, who are in their 50s, claimed to be social workers. One of them lured the unsuspecting girl to a secluded spot in Tilak Nagar in Chembur under the pretext of offering help with getting her a ration card and called the other man to the site, said police. They allegedly sexually assaulted her and threatened her. The girl confided in her aunt, with whom she lives. The aunt took her to police, who lodged an FIR. Various provisions of Bharatiya Nyaya Sanhita, besides Protection of Children from Sexual offences Act, have been invoked against the two men. They were produced in court and sent to police custody. Deregulation push may dilute critical fire safety provisions in NBC

NEW DELHI: Govt has asked Bureau of Indian Standards (BIS) to do away with and amend some key provisions of the National Building Code (NBC) by April end. These include changes to sections dealing with fire safety, which experts said will “water down” conditions key to public safety.TOI has learnt that the changes are being made following directives from the deregulation cell under Cabinet Secretariat, which had flagged that regulations governing land and buildings are state subjects and state govts and urban local bodies deal with these issues. People aware of the development said the cell is also of the view that fire safety and its regulation fall within state authority and the provisions of NBC, along with requirements of consultants, push up costs.Recently, the Cabinet Secretariat intervened to withdraw the revised 2025 BIS seismic zoning map after housing and urban affairs ministry flagged the increase in cost of Metro rail projects, technical complexity and lack of stakeholder consultation. Sources said that there was a directive to BIS from Cabinet Secretariat to “immediately” withdraw the draft standards.“In the case of NBC, most changes sought by the deregulation cell have been proposed in the updated NBC. However, submissions are also being made over why there is a need to continue with the provisions dealing with fire safety since it is directly linked to life and public safety. There is no scientific data to prove that any dilution is required in this area. There is scope for improvement rather than dropping the entire chapter, which is an easy reference point for all authorities and stakeholders,” said a member of the technical committee dealing with the subject.He added that the revised NBC, which was ready for printing around June last year, was prepared with the involvement of over 1,300 professionals. “How many urban local bodies and municipalities have the capacity to come up with a detailed code? Withdrawing it suddenly will force them to go to the drawing board,” said another member.Several members of the committee said the revised NBC was prepared after more than two years’ work and just when it was about to be published, the Cabinet Secretariat wrote to all chief secretaries stating that it is not mandatory to follow the NBC. This was followed by directives to BIS to delete some parts of the NBC 2016, including the ones that deal with “integrated approach”, “administration” and “fire safety”.

SRINAGAR: Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) issued a set of guidelines for protesters on Sunday, on the eve of a protest urging the Centre to resume dialogue on the demand for statehood for Ladakh and its inclusion under Sixth Schedule of the Constitution.The organisations have asked participants of the protest on Monday to stick only to approved slogans and not to mask their faces. LAB said it has not called for a market shutdown. However, shopkeepers who wish to voluntarily close their shops and join the march are free to do so.On Friday, the UT administration appealed to LAB to reconsider the proposed March 16 procession, saying it remained committed to dialogue. The govt said the tourist season is about to begin and such a protest could create a negative impression about the situation in the region.The last dialogue between Ladakhi representatives and Union home ministry’s high-powered committee was held on Feb 4.The UT administration is wary of such protests as last year on Sept 24, police opened fire on protesters, killing four and injuring over 80 in Leh.After the Centre ordered an inquiry into the Sept 24 police firing, MHA panel and Ladakhi representatives held the first round of talks in New Delhi on Oct 22 last year.

“To start with, either Quinton de Kock or Ryan Rickelton will play and start in the XI. Then we will go down to the bowlers. Trent Boult, obviously, will be the second one who will play. Allah Ghazanfar is someone who will definitely be in that squad,” Harbhajan said.

Harbhajan also highlighted the flexibility available for the fourth overseas slot. He suggested that the decision could depend on pitch conditions and match situations.

“One more player, it could be Rutherford or Will Jacks. If I were part of the management, I would be very keen to play Rutherford, and depending on the surfaces, of course. If we are playing in Chennai, I would like to play Will Jacks there because he can bowl a few overs as well for you,” Bhajji added.

Amid LPG curbs, snack vendors hiking prices | Mumbai News


Mumbai: The panic booking of LPG cylinders amid shortage of commercial supply has led to roadside snack vendors in some areas hiking prices by Rs 5-10, sources said. Vadapav was selling for Rs 25 per piece. Traders dealing in Gudi Padwa-related items said business has been hit and some temples said preparation of prasad has also been affected.Govt has been ensuring that domestic LPG supplies is “secured” and “uninterrupted”. As part of measures to prevent hoarding, the Centre has barred homes with piped natural gas (PNG) connections from applying for, retaining or refilling an additional domestic LPG cylinder as an alternative fuel. Around 28 lakh households across MMR have PNG connections. Sources in Mahanagar Gas Ltd (MGL) said it is not known how many domestic PNG consumers have an additional LPG cylinder but estimated it to be a significant number. Panic buying continued in some areas on Sunday as many residents rushed to dealer outlets, reportedly fearing a supply squeeze, leading to serpentine queues in parts of Mumbai, Navi Mumbai and Thane. In Sanpada, Navi Mumbai, a queue for LPG cylinders stretched for nearly 1km, while consumers were also seen waiting for hours at outlets in Kandivli and parts of Thane despite receiving OTP confirmations for delivery or refill. Many arrived carrying empty cylinders, hoping to secure refills. Shiv Sena’s Sanjay Nirupam made a surprise visit to an LPG outlet in Goregaon for a “reality check”. He said he was told 300-400 cylinders were being supplied daily to consumers. After the inspection, he said there was no supply crisis and that panic among citizens had worsened the rush. Nirupam said the 25-day refill gap may have created the impression of a shortage, but the problem was worsened by rumours. He urged residents not to panic or fall prey to misinformation. Dealers were happy about the passage of two ships from Strait of Hormuz, but said 28-30 ships still lay in wait.

The International Energy Agency (IEA) said on Sunday that strategic oil reserves will be released “immediately” in Asia and Oceania, while supplies from member countries in the Americas and Europe will begin flowing from the end of March, as governments move to cushion the oil shock caused by the ongoing West Asia war.As per news agency AFP, the IEA said member countries had already submitted their individual implementation plans, with Asia-Oceania set to receive stocks immediately and America-Europe releases scheduled to start from late March.The agency said a total of 271.7 million barrels of government-managed stocks would be released worldwide under the emergency action.

Asia-Oceania to get oil first

The IEA said the first wave of emergency reserves will be made available fastest in the Asia-Pacific region, where supply stress has become particularly acute.“Individual implementation plans have been submitted to the IEA by Member countries. These plans indicate that stocks will be made available by IEA Member countries in Asia Oceania immediately,” the agency said, according to AFP.“Stocks from IEA Member countries in the Americas and Europe will be made available starting from the end of March,” it added.The announcement provides the clearest timeline yet on how the emergency stock release will actually be phased across regions after the agency agreed earlier this week to tap strategic reserves.

Biggest oil shock in market history, says IEA

IEA members agreed on Wednesday to draw down oil stockpiles in response to the war-driven price surge, in what is by far the largest-ever coordinated intervention of its kind.Calling the disruption unprecedented, the IEA said: “The war in the Middle East is creating the largest supply disruption in the history of the global oil market.”It described the latest emergency stockpile release as the sixth in its history and the first since Russia’s invasion of Ukraine in 2022, calling it a “significant and welcome buffer”.

Oil prices still near $100 despite reserve move

Despite the record intervention, oil prices have not cooled significantly.The announced releases have not had a major impact on crude prices so far, with oil still hovering around $100 a barrel, the highest level since 2022 and sharply above the sub-$70 levels seen before the war.That reflects market concerns that even a historic reserve release may not fully offset the loss of supply caused by the disruption of shipping routes in the Gulf.

Strait of Hormuz remains the key problem

The IEA made clear that the real solution lies not just in reserve releases, but in restoring normal tanker movement through the Strait of Hormuz.“The most important factor in ensuring a return to stable flows is the resumption of regular transit of shipping through the Strait of Hormuz,” the agency said.It added that adequate insurance mechanisms and physical protection for shipping would be critical for the resumption of flows.Iran has effectively blocked the strategic strait since the war began on February 28 with US-Israeli air strikes on Iranian targets.The waterway is one of the most important chokepoints in the global energy system and typically carries about one-fifth of gobal oil shipments.

S&P says reserve release may offer only limited relief

S&P Global Energy has warned that the IEA’s broader plan to release 400 million barrels of emergency oil stocks may provide only limited relief if the Strait of Hormuz remains shut.S&P said the release would help markets adjust to the current imbalance, but flagged uncertainty over whether the oil would reach the regions that need it most, especially Asian markets, where inventories are running down, news agency ANI reported.According to Jim Burkhard, vice president and global head of crude oil research at S&P Global Energy, “There is too much oil that cannot be exported via the Strait of Hormuz and not enough in Asia, where stocks are running down. The market is seriously unbalanced and that will continue until the Strait is reopened and upstream and downstream operations return to normal. It will not happen quickly”.It would take months for the 400 million-barrel release to offset the roughly 430 million-barrel reduction in global supply in March alone.

Global reserve push gathers pace

The Paris-based IEA had earlier agreed to make 400 million barrels available from members’ strategic reserves, far more than the 182.7 million barrels released after the Ukraine war began in 2022.IEA member countries currently hold over 1.2 billion barrels of public emergency oil stocks, plus another 600 million barrels of industry stocks held under government obligation.It also said countries such as Germany and Austria have already confirmed they will release parts of their strategic reserves, while Japan said it would begin drawing down stocks from Monday.The IEA’s latest update signals that the emergency release is now moving from announcement to implementation. But with oil still near $100, tanker flows still disrupted and the Strait of Hormuz effectively shut, markets appear to be betting that reserve barrels alone may not be enough to stabilise global energy supplies quickly.

The West Indies played their final T20 World Cup matches in Kolkata on March 1.The ICC on Thursday had announced that the last batch of the players departed.In a statement on Saturday, CWI confirmed that all players and members of the Team Management Unit (TMU) who were part of the West Indies squad at the tournament have completed their journeys and reached their respective destinations.“The final group of players and support staff completed their journeys over the past several days and have now safely arrived at their respective destinations,” CWI said.While nine West Indies players had left earlier this week, the remaining 16 were booked on commercial flights.CWI thanked the ICC, regional cricket boards and other stakeholders for helping coordinate the return of the players and staff.“We also thank West Indies fans and the wider cricketing community for their concern and well-wishes,” he said.“The well-being and safety of our players and staff remain paramount, and we are grateful that the matter has now been brought to a safe and satisfactory conclusion.” The travel chaos had sparked criticism from some players with West Indies head coach Daren Sammy expressing frustration at the lack of updates from the ICC after a charter flight scheduled to depart from Kolkata was cancelled due to logistical issues.
