Mumbai: Maharashtra industries minister Uday Samant on Monday raised a serious complaint in the Legislative Council over the alleged misuse of MIDC letterheads to obtain entry passes for Vidhan Bhavan. Samant told chairman Ram Shinde that some people were using colour photocopies of official MIDC letterheads, along with fake signatures and the names of department officials, to secure passes illegally.Calling it a grave insult to the sanctity of Vidhan Bhavan, Samant said the matter came to his notice as a minister and could not be ignored. He alleged that bogus documents were being used in the name of his department and that passes were being sold for Rs 2,500. Displaying a purported MIDC letterhead carrying a forged signature, he demanded strict action against those involved, and added that there may be photocopies of letterheads of other govt departments as well.Samant also said a complaint was made to the chief minister’s office, after which officials sought details on how such a breach took place. He referred to the role of department staff and said the issue pointed to a wider racket.Taking serious note of the complaint, Shinde announced the appointment of an inquiry committee and assured the House that strict action would be taken against the guilty by the end of the session.The issue comes months after a similar controversy in July 2025, when opposition leaders alleged visitor passes were being sold for Rs 5,000 to Rs 10,000.

Parliamentary panel flags digital infrastructure, cyber capacity gaps in MeitY spending review

NEW DELHI: A parliamentary committee has recommended strengthening institutional capacity in cybersecurity, data protection and digital infrastructure while examining the government’s spending plans for the ministry of electronics and information technology (MeitY) for 2026-27. The panel also cautioned that inadequate funding could affect the expansion of digital governance systems, cybersecurity capacity and emerging initiatives such as artificial intelligence infrastructure.The observations are part of the “Twenty-Fourth Report of the Standing Committee on Communications and Information Technology” on the ministry’s Demands for Grants, which was presented in Parliament on March 16.The committee said that “allocation of more funds to the Ministry may help promote Digital Governance for empowering citizens, promoting the inclusive and sustainable growth of the Electronics, IT and ITeS industries… and ensuring a secure cyber space.”According to the report, MeitY’s budget estimate for 2026-27 stands at Rs 21,632.96 crore compared with Rs 26,026.25 crore in the 2025-26 budget estimates. The ministry told the committee that part of the reduction reflects the closure of the production linked incentive (PLI) component for large-scale electronics manufacturing, whose tenure ends on March 31, 2026.The committee also noted that variations between budget estimates and revised estimates in 2025-26 were linked to lower expenditure during the first half of the financial year and delays in executing agreements under semiconductor manufacturing projects. The ministry told the panel that semiconductor manufacturing projects are “highly complex, technology-intensive” and approved companies must fulfil stipulated conditions before fiscal support can be released, resulting in delays in agreements.The report also highlighted implementation challenges across several programmes, including interoperability gaps in e-governance systems, cybersecurity and privacy risks, and capacity constraints in digital infrastructure projects. It asked the ministry to address these issues and keep the committee informed of progress.On cybersecurity and digital safety, the committee sought updates on the creation of additional posts in the Indian Computer Emergency Response Team (CERT-In) and recommended strengthening the Data Protection Board to improve safeguards for personal data and address incidents of cyber fraud and digital scams.The committee also asked the ministry to ensure that funding shortages do not affect the functioning of the National Informatics Centre (NIC), which provides core digital infrastructure for government platforms. It further recommended expanding digital public services with stronger local-language support to improve digital inclusion.The report also discussed the implementation trajectory of the IndiaAI Mission, noting that variations in allocations partly reflected the programme’s rollout dynamics following its approval in March 2024. According to the ministry, early stages focused on institutional setup, consultations and operational guidelines before scaling up activities across research, ecosystem development and international collaboration.Among future initiatives, the panel suggested using enhanced funding under the National Knowledge Network to establish a blockchain-based National Digital Research Repository aimed at enabling secure knowledge sharing among research institutions.The report further recommended expanding digital literacy programmes in rural and tribal areas and strengthening the IT ecosystem in underperforming states, including in the Northeast, to support more balanced growth in India’s digital economy.

Mumbai: Walmart-backed PhonePe has paused its IPO amid volatility in the markets which have fallen by about 7% since the start of the West Asia conflict. In a statement on Monday, the fintech firm said that it will resume the listing process once there is some stability in global capital markets. “We sincerely hope for a swift return to peace in all the affected regions. We remain committed to a public listing in India,” said CEO Sameer Nigam. The delay of PhonePe’s targeted $1.3 billion IPO which was set to be the second biggest public issue to be floated by a startup after Paytm’s 2021 listing and a major liquidity event for its early backers probably underlines the broader risk of a temporary slowdown of the domestic IPO market which had been on a bull run last year. Many companies are pushing back fundraises amid the West Asia driven market volatility, TOI reported recently. PhonePe’s IPO is an offer for sale (OFS) issue; Tiger Global and Microsoft will completely exit the company while parent Walmart which holds about 72% stake in the firm is paring its stake by 10%. The first local business from Walmart’s stable to go public, PhonePe was initially planning an April listing on the bourses. PhonePe, last valued at $12 billion was understood to be eyeing a valuation of up to $15 billion in the IPO, a target which would have been difficult to achieve in the current market scenario. “Some near-term blips in primary market activity are natural given the volatility in secondary markets….companies are being more calibrated on timing but we are not seeing a structural pullback,” said Amit Ramchandani, MD & CEO, investment banking at Motilal Oswal Financial Services.

NEW DELHI: The Left front on Monday released its first list of candidates for the upcoming assembly elections, fielding leaders like outgoing Rajya Sabha MP Bikash Ranjan Bhattacharya and CPI(M) central committee member Minakshi Mukherjee .Out of 192 seats, CPI(M) will contest 142, the Forward Bloc (21), RSP (13), CPI (14), RCPI (1) and MCP (1).Bhattacharya will contest from Jadavpur constituency in south Kolkata, while Mukherjee, a youth face of the Left Front, will fight from Uttarpara in Hooghly district.Mukherjee was fielded from Nandigram in the 2021 elections and came third after BJP’s Suvendu Adhikari and Trinamool Congress supremo Mamata Banerjee.The Left Front has also fielded Sabina Yasmin from Kaliganj.Yasmin’s six-year-old daughter Tamanna was killed in a crude bomb blast allegedly from a victory rally during bypoll counting in June last year, which was won by the TMC.Left Front chairman Biman Bose said the candidates for the remaining seats will be finalised and announced within three to four days.“The fight this time is against the neo-Fascist forces in the country, the autocratic activities in our state, and the hardships faced by the people owing to these,” Bose said while announcing the 192 nominees at a press conference here.“We will also be fighting to revive Leftist politics and strengthen Left forces in the state,” he added.Stating that women candidates have been fielded in 28 constituencies, Bose said, more women will be named for the remaining seats.Bose said CPI(ML)-Liberation and the Indian Secular Front (ISF) will field candidates as associates, adding that apart from these, some independents and important names will also feature on the Left Front’s list.The ISF, which contested the 2021 assembly polls in a seat-sharing arrangement with the Left Front, won a single seat – Bhangar in South 24 Parganas. MEA Confirms Safe Exit Of 600+ Indians From Iran Via Armenia, Azerbaijan Amid West Asia Conflict

NEW DELHI: The ministry of external affairs on Monday rejected the annual report of the United States Commission on International Religious Freedom for 2026, which recommended targeted sanctions on the Rashtriya Swayamsevak Sangh and Research and Analysis Wing for violations of religious freedom.MEA spokesperson Randhir Jaiswal, in a statement, said that the commission has persisted in presenting a distorted, selective picture of India by relying on questionable sources and ideological narratives rather than objective facts.

“We have taken note of the latest report of the US Commission on International Religious Freedom (USCIRF). We categorically reject its motivated and biased characterization of India. For several years now, USCIRF has persisted in presenting a distorted and selective picture of India, relying on questionable sources and ideological narratives rather than objective facts. Such repeated misrepresentations only undermine the credibility of the Commission itself,” Jaiswal said.“Instead of persisting with selective criticism of India, USCIRF would do well to reflect on the disturbing incidents of vandalism and attacks on Hindu temples in the United States, selective targeting of India, and growing intolerance and intimidation of members of the Indian diaspora in the United States, which merit serious attention,” he added.This comes after USCIRF designated India as a “country of particular concern” and asked United States to link arms sales and trade policies to religious freedom.USCIRF said its report, Systematic Religious Persecution in India, provides an overview of India’s social, political, and criminal justice systems as they relate to issues regarding freedom of religion or belief (FoRB).“It also examines the relationship between Hindu nationalist groups like the Rashtriya Swayamsevak Sangh (RSS) and the ruling Bharatiya Janata Party (BJP), and the implications of this dynamic for FoRB. Despite offering some constitutional protections for FoRB, India’s political system facilitates a climate of discrimination toward religious minority communities,” the report alleged.USCIRF also argued that conditions for religious freedom in India have “continued to deteriorate” and accused the Indian government of “targeting” religious minorities and houses of worship.“Several states undertook efforts to introduce or strengthen anti-conversion laws to include harsher prison sentences. Indian authorities also facilitated widespread detention and illegal expulsion of citizens and religious refugees and tolerated vigilante attacks against religious minority communities,” the report said.Created in 1998 by an act of the United States Congress, the USCIRF “monitors the universal right to freedom of religion or belief (FoRB) abroad” and makes recommendations to the President of the United States, the United States Department of State, and Congress.The agency says it acts independently, but the US President and senior political leaders in the House of Representatives and the Senate appoint its nine commissioners.In its 2025 Annual Report, USCIRF had recommended that the US Department of State designate India as a Country of Particular Concern (CPC) “for engaging in systematic, ongoing, and egregious religious freedom violations”.Jaiswal noted in March this year that India is home to 1.4 billion people who are adherents of all religions known to mankind.He had said that USCIRF should be designated as an entity of concern.“We have no expectation that the USCIRF will engage with the reality of India’s pluralistic framework or acknowledge the harmonious coexistence of its diverse communities. Such efforts to undermine India’s standing as a beacon of democracy and tolerance will not succeed. In fact, it is the USCIRF that should be designated as an entity of concern,” he said.MEA had earlier termed USCIRF “a biased organisation with a political agenda” and said it continues to misrepresent facts and peddle a motivated narrative about India.
