Middle East tensions: Consider charges waiver for stranded ships, ports told

NEW DELHI: With West Asia-bound cargo ships stranded in India due to conflict in the region, shipping ministry on Friday directed all 12 major ports to consider requests for reduction, waiver or remission of charges, including for storage rent, reefer plugging and change of vessel.The ministry said ports may permit storage of cargo destined for West Asia as transshipment cargo during the affected period, allot additional storage area and facilitate movement of export cargo lying in ports back to the domestic market in co-ordination with customs. They have also been asked to provide priority handling for perishable cargo to prevent deterioration and facilitate additional bunkering capacity to meet potential demand.The directions came barely hours after shipping secretary Vijay Kumar chaired a virtual meeting with stakeholders, including ministries, shipping lines, oil PSUs, companies and exporters, who flagged the imminent possibility of congestion at ports and shortage of containers in the next two-to-three weeks. There was also a suggestion to allow more foreign-flagged vessels to transport domestic cargo to tide over shortage of ships and containers, amid rising freight costs.As per shipping ministry, there are 11 vessels at different Indian ports destined for Persian Gulf and another 35 Indian-flagged vessels in the region.DGFT informed the stakeholders that department of financial services was holding meetings with insurance firms, General Insurance Council and Export Credit Guarantee Corporation of India to address the issue of spike in insurance premiums. It also informed that RBI has held a meeting with Indian Bank Association and SBI and banks operating in the West Asia region have been asked to allow their staff to work from home to ensure shipping lines, exporters and importers don’t face problems.Kumar said port authorities have been directed not to put any additional charge.

NEW DELHI: A shipping lobby group and a state-run oil company on Friday sought security escort for vessels moving in and out of the Strait of Hormuz, the channel for oil and gas supply from West Asia, while also suggesting access through other ports, such as Yanbu in Saudi Arabia, to ensure uninterrupted flow of energy and other commodities from the crisis-hit region.At a high-level inter-ministerial meeting chaired by shipping secretary Vijay Kumar, companies urged govt to direct ports to waive demurrage charges and other levies, such as for detention and plug-in for stuck cargo and containers at ports.HPCL, among other companies present in the inter-ministerial meeting, said its vessels loaded with crude and LNG were stuck in the Persian Gulf, with another three empty ones waiting to enter.

Oil co, lobby group seek security for ships

Indian Shipowners’ Association (INSA) also joined in the demand for security for vessels, while citing how Indian Navy as part of Operation Sankalp had come to the rescue of shipping lines from piracy, hijacking and attacks by the Houthis in Red Sea in 2024. The industry body is said to have also flagged the issue with the Indian Navy.According to officials, the shipping secretary said action by the Navy and external affairs ministry would depend on evolving geopolitical situation.A Reliance Industries representative proposed easing of age norms for vessels docking at Indian ports as part of a plan to boost availability of ships, a person familiar with the discussions told TOI.Agricultural and Processed Food Products Export Development Authority (Apeda) flagged the risk to basmati and fruits and vegetables exports to the region and said it is in talks with logistics company DP World to take fruits, especially bananas to ports close to Dubai, so that they can be shipped by road. Nearly 3,000 containers of basmati and 1,000 containers of banana and grapes are currently in high seas and headed for the region.Association of Multimodal Transport Operators of India suggested that the fruits could be taken to Sharjah and Khor Fakkan ports and from there these can be transported to other cities.

NEW DELHI: India’s medical technology (medtech) sector is set to get its first dedicated investment fund, which will also support the government’s ‘Make in India‘ push. A clutch of investors and industry veterans led by Ganesh Sabat, former CEO of SMT (Sahajanand Medical Technologies), a major cardiac stent player, are floating a Rs 1,000 crore growth-stage fund. So far, private equity investors and investment entities have focused on the broader healthcare space, as against backing the standalone medtech sector. In another first, govt could invest around Rs 500 crore in the fund, under its Research Development and Innovation (RDI) scheme. The fund, MedArtha Capital, recently secured Sebi approval, plans to deploy capital over the next two-to-three years, backing 10-12 small but high-growth medtech companies, its founder and managing partner Sabat told TOI.MedArtha Capital, with an eight-year life cycle, has submitted an application under the RDI scheme, which allows eligible entities to receive investment support of up to 50% of the total fund size, he added. The govt scheme, with a Rs 1 lakh crore corpus announced last year, is designed to spur investment in the R&D and innovation ecosystem.Positioned as a scale-up platform rather than an early-stage pool, the fund aims to support companies in the Rs 30-80 crore revenue bracket that require capital and operating expertise to expand manufacturing and compete in a market still dominated by imports, Sabat added. The segments include MRI machines, CT scanners, devices for cathlabs and neurovascular devices addressing stroke and heart failure– areas where India remains heavily import-dependent. The strategy also includes building contract development and manufacturing capabilities in the medtech sector, which is non-existent at present.

Woman kills puppies to avenge her neighbour | Trichy News


Trichy: A 28-year-old woman was arrested on Friday after she killed two newborn stray puppies in Kambarasampettai near Trichy, thinking that her neighbour who hit her son was looking after the puppies. Police also arrested the woman’s neighbour on charges of throwing a stone at the three-year-old boy. Police said J Meenakshi Mishra and G Bhuvaneswari, 30, are neighbours and have been quarrelling over domestic issues for a year. A heated argument erupted between the women around 6am on Wednesday. At that time, Bhuvaneswari reportedly hurled a stone at Meenakshi’s son, police said.

Meenakshi rushed her son to a hospital. Upon returning home about three hours later, she noticed a group of newborn puppies wandering outside her residence. She mistakenly believed that Bhuvaneswari was caring for the puppies and grabbed two of them in a surge of anger and threw them forcefully against the wall of Bhuvaneswari’s house. The puppies died instantly, police said.Footage of the incident captured on CCTV cameras spread on social media, sparking outrage among residents and animal welfare advocates.Based on a complaint filed by Ajay Bharath, the vice-president of People for Animals (PFA), Jeeyapuram police registered a case against Meenakshi. She was booked under Section 325 of the Bharatiya Nyaya Sanhita (BNS) and Section 11(1)(a) of the Prevention of Cruelty to Animals Act, 1960.Subsequently, Meenakshi’s husband Jai Ganesh lodged a complaint against Bhuvaneswari for injuring his son. Based on this, police registered a case under Section 118 of the Bharatiya Nyaya Sanhita (BNS) and arrested Bhuvaneswari on Friday.

CHENNAI: The principle of equal pay for equal work applies only when employees work in the same institution under identical service conditions, Madras high court has said.“There cannot be any comparison in respect of employees working in public sector undertakings as well as govt departments. Since service rules are different and distinct, the question of applying the principle of equal pay for equal work does not arise at all,” the HC noted.A division bench of Justices S M Subramaniam and C Kumarappan made the observations while setting aside a single-judge order directing govt to provide equal pay to a lineman employed by Arasu Rubber Corporation Limited, a Tamil Nadu govt-owned public sector undertaking.“Govt directives issued on various occasions right from 2010 indicate that the implementation of revised scales of pay to corporation employees on a par with govt employees should not be done in a routine manner, and approval is to be obtained from govt,” the bench said. A PSU is fully funded by govt and, therefore, the financial constraints are to be considered by govt, the bench said.“No doubt, equal pay for equal work was considered by the courts, but the principle would apply if the employees are working in the same institution and duties and responsibilities are the sameand there cannot be any comparison in respect of the employees working in public sector undertakings as well as govt departments,” the bench said.

“I reckon Virat Kohli played a big part when he had a heavy focus on fitness and also transitioned into this Indian fielding. Those two catches were match-winners,” Michael Clarke said on the ‘Beyond23 Cricket Podcast’.

After watching this game now, New Zealand beat South Africa, I reckon it is 50-50. But I am going with India to beat New Zealand”, the former cricketer further added.

Debt rises, but ‘within limits’; Maharashtra government proposes to raise Rs 1.9 lakh crore in loans | Mumbai News


Mumbai: Maharashtra government has proposed to raise nearly Rs 1.9 lakh crore in loans in the year 2025-26 of which Rs 1.5 lakh crore or 78.1% is to be raised from the open market. This constitutes nearly 73.4% of the fiscal deficit, states the Medium-Term Fiscal Policy Statement and the Fiscal Policy Strategy Statement.In addition, various government undertakings, corporations, special purpose aid companies, and cooperatives have to raise loans for building infrastructure, for which the state government provides guarantees. The total outstanding guarantee given in 2025-26 is Rs 1.8 lakh crore and in case of failure of the guarantee, the entire responsibility lies with the state government.The statement observed that there is a significant increase in state’s liabilities due to investments in infrastructure and communication projects, but for 2025-26, the target fixed for the fiscal deficit as a percentage of the Gross State Domestic Product (GSDP) has been achieved. Government is permitted to undertake annual borrowings within the limit of 3% of GSDP.The strategy statement stated that as per the projections for the year 2025-26, Maharashtra’s economy is expected to grow by 7.9% as compared to 2024-25, while the national economy is expected to grow by 7.4%. “It is expected to maintain the direction of fiscal policy such that the growth rate of the state’s economy remains permanently higher than that of the national economy. The state is focusing on infrastructure and communication projects, which have far reaching implications for medium to long-term economic growth and employment generation,” reads the strategy statement. Capital investment is being increased in the state to achieve a $1 trillion economy and Maharashtra needs to raise debt for development work.The strategy statement also pointed out that the government is taking various measures to reduce the amount of interest through efficient debt management, including measures like raising and reissuing short-term and long-term debt securities. “Reserve Bank of India has formulated the Medium Term Debt Management Strategy for Maharashtra for easy management of debt portfolio risk, reduction of long term financial risk, strengthening of fiscal policy and proper functioning of the government bond market. The state government has agreed to accept the said policy,” reads the statement. Also, local self-government bodies, authorities and government depts have been instructed to return the unspent funds to the government.Increasing urbanisation is being touted as the reason for the strain on the state’s financial system as it has led to increasing electricity demand, water supply, housing demand, transport system and other infrastructure facilities.“The state has been successful in keeping debt within the prescribed fiscal indicators by achieving a balance between deposits and expenditure. Keeping the financial health of the state sound will be the direction of the fiscal policy of the state government. The state’s fiscal policy will help take the state’s economy to $1 trillion by 2029-30 and $5 trillion by the nation’s centennial year,” reads the statement.
