Parliament passes Finance Bill 2026, sets stage for Rs 53.47 lakh crore spending plan

Parliament on Friday approved the Finance Bill 2026, with the Rajya Sabha returning it to the Lok Sabha by a voice vote, completing the budgetary process for the financial year beginning April 1.The Lok Sabha had passed the Bill on March 25 along with 32 amendments. The Rajya Sabha cleared it after a brief discussion and finance minister Nirmala Sitharaman’s reply to queries raised by members.The Union Budget 2026-27 has pegged total expenditure at Rs 53.47 lakh crore, marking a 7.7% increase over the current fiscal ending March 31. Capital expenditure for the next financial year has been proposed at Rs 12.2 lakh crore.The government has estimated gross tax revenue at Rs 44.04 lakh crore and gross borrowing at Rs 17.2 lakh crore. The fiscal deficit for FY27 is projected at 4.3% of GDP, lower than 4.4% in the ongoing fiscal.A Finance Bill provides legal backing to tax and fiscal proposals announced in the Budget and, once enacted, will bring into force changes in income tax rates, duties and other levies, directly impacting individuals and businesses.Earlier in the Lok Sabha, Sitharaman said, “Finance Bill 2026-27 rests on five clear principles; trust- based tax administration is being improved; members mocking ease of living for common citizens and ease of doing business, we should continue on that process.”Referring to the West Asia crisis, she said the government would remain vigilant and manage its fiscal stance carefully.Among key proposals, the government did not announce any changes in the income tax system. The due date for filing income tax returns for non-audit businesses has been proposed to be extended by one month to August 31.In capital markets, the government proposed an increase in Securities Transaction Tax (STT) on futures to 0.05% from 0.02%, and on options premium to 0.15% from 0.10%. No changes were announced in short-term or long-term capital gains taxes.On infrastructure, the Budget proposed seven high-speed corridors — Mumbai-Pune, Pune-Hyderabad, Hyderabad-Bengaluru, Hyderabad-Chennai, Chennai-Bengaluru, Delhi-Varanasi, and Varanasi-Siliguri — along with one dedicated freight corridor. A new freight corridor has also been proposed in Dankuni, West Bengal.The government also announced deduction of TDS on the sale of immovable property by NRIs and introduced a foreign investment disclosure scheme, alongside allowing investments in equity instruments of listed Indian companies through the Portfolio Investment Scheme.In industrial policy, Rs 40,000 crore each has been earmarked for electronics manufacturing and semiconductor development under ISM 2.0, along with Rs 10,000 crore for the bio-pharma sector.For MSMEs, a Rs 10,000 crore SME Growth Fund has been proposed, along with a Rs 2,000 crore top-up to the Self-Reliant India Fund to improve access to credit and scale up enterprises.The defence sector has been allocated about Rs 5.95 lakh crore to boost military capabilities and domestic manufacturing. Healthcare spending is pegged at around Rs 1.05 lakh crore, with duty relief announced on critical medicines and pharma inputs.Under energy transition initiatives, the government has earmarked Rs 20,000 crore for carbon reduction programmes and support for clean energy supply chains and renewable energy.Additionally, the Coastal Cargo Promotion Scheme aims to double modal share by 2047, as part of efforts to strengthen logistics efficiency.

MUMBAI: A Mumbai sessions court on Friday acquitted members of the Gurgaon Police and their civilian accomplices for the 2016 fake encounter of Haryana gangster Sandeep Gadoli in a Mumbai hotel. The court did not find evidence that the incident, originally reported by police as a retaliatory shootout in self-defence, was actually a premeditated contract killing orchestrated by a rival gang leader and carried out by rogue officers.The prosecution had argued that the “encounter” was a staged operation. On Feb 7, 2016, a police team led by Sub-Inspector Pradyumn Yadav entered Room 107 of the Airport Metro Hotel in Andheri. While the police claimed Gadoli opened fire first, the police cited forensic evidence and ballistic reports and alleged that Gadoli was unarmed and lying on his bed when he was shot. Investigators found that the police later planted a country-made pistol near the body and fired shots into the hotel walls to simulate a crossfire.The allegedly conspiracy involved a “honey trap” led by Divya Pahuja, who accompanied Gadoli on his trip to Mumbai. Divya allegedly provided constant location updates to her mother, Sonia Pahuja, who acted as a middleman. Phone transcripts revealed the use of medical code words to signal the hit team. Sonia allegedly instructed Divya to say “Main thik hu” (I am fine) to indicate Gadoli was alone, and “Main dawai leke aayi hu” (I have taken the medicine) to signal that he was with her and the team should move in.The motive behind the killing was allegedly rooted in a gang war for supremacy in Gurgaon. Binder Gujjar, a rival criminal, masterminded the hit from jail to eliminate Gadoli, whom he blamed for the death of his driver. Binder’s brother, Manoj Gujjar, served as the primary link between the incarcerated mastermind, the Pahuja family, and the police team. He was allegedly involved with Sonia in a romantic relationship. Call Detail Records (CDR) allegedly confirmed constant communication between the police and the Gujjar family leading up to the shooting.While Divya Pahuja was killed in early 2024 following her release on bail, the court acquitted the remaining accused—including PSI Pradyumn Yadav, several constables, and Sonia Pahuja.

Marin announced her retirement from professional badminton on Thursday, saying she is still dealing with the aftereffects of the serious injury she sustained at Paris 2024. In a big boost for the capabilities of the armed forces, the Defence Acquisition Council (DAC) chaired by Defence Minister Rajnath Singh has accorded the Acceptance of Necessity (AoN) for the procurement of equipment worth Rs 2.38 lakh crore. DAC has cleared the procurement of major defence equipment such as Medium Transport Aircraft (MTA) for the Indian Air Force (IAF) and five additional squadrons of the battle tested S-400 Surface to Air Missile (SAM) systems, the Dhanush artillery gun and an Air Defence Tracked System. The MTA will replace the aging workhorse of the IAF’s transport fleet the An-32. The new aircraft is expected to carry a payload between 18-30 tonnes. The aircraft is expected to bridge the capability gap between the Il-76 and the An-32s. The frontrunners to replace this aircraft are the Brazilian Embraer C-390, which comes with a 26 tonnes payload capacity and the European Airbus A400M, with a 37 ton payload capacity. Lockheed Martin’s C-130J, an aircraft the IAF already operates is also in the fray.Embraer has already partnered with Mahindra Aerospace. Airbus is yet to announce a domestic partner. These aircraft will replace the aging workhorse of the IAF’s transport fleet the An-32. The new aircraft is expected to carry a payload between 18-30 tonnes. The aircraft is expected to bridge the capability gap between the Il-76 and the An-32s.Of these aircraft, 12 would be acquired in fly-away condition while the remaining aircraft will be manufactured in India. The frontrunners to replace this aircraft are the Brazilian Embraer C-390, which comes with a 26 tonnes payload capacity and the European Airbus A400M, with a 37 ton payload capacity. Lockheed Martin’s C-130J, an aircraft the IAF already operates is also in the fray. Embraer has already partnered with Mahindra Aerospace. Airbus is yet to announce a domestic partner.The IAF has also cleared five additional squadrons of the S-400 SAM system. The S-400 can take out targets as far as 400 kilometers away. The missile was used during the active phase of Operation Sindoor and has shot down a Pakistani aircraft at a distance of 300 kilometers, a world record. IAF currently has three squadrons of the S-400 system, while two other squadrons are expected to be delivered this year.The top defence ministry procurement body has also cleared the procurement of 300 additional units of the indigenously manufactured Dhanush artillery gun system. This is a follow-on order of the guns, previously the army had 114 of these guns. Procurement of armoured piercing ammunition for tanks has already been cleared.The defence minister has also cleared the deck for the procurement of various types of drones, over haul of Al-31 jet engines for the Su-30 MKI fleet and heavy duty hovercrafts for the coast guard.Most of the new equipment such as the will go through a set procedure set under the Defence Acquisition Procedure 2020. These steps are Request for Proposal (RFP), this will be followed by a series of technical, field and stall trials and evaluations. Post the trials there will be price negotiations and clearance from the Prime Minister chaired Cabinet Committee on Security (CCS) before the signing on the dotted line, a process that may stretch for years.In the current financial year, that will end on March 31st, AoN for 55 proposals amounting to Rs 6.73 lakh cr has been accorded. In the same time frame, capital procurement contracts have been signed for over 500 proposals amounting to Rs 2.28 lakh crore.

NEW DELHI: With the IPL 2026 opener around the corner, Congress MLA Kashappanavar Vijayananda Shivashankarappa on Thursday kicked up a row, saying legislators were being forced to stand in queues or buy tickets at inflated rates despite being “entitled” to passes. He also alleged large-scale black marketing by the Karnataka State Cricket Association (KSCA), even as the assembly speaker stepped in, directing the government to ensure VIP tickets for MLAs.“There is an IPL match on the 28th, but KSCA has not provided tickets to MLAs, ministers or their families. We can’t go and stand in queues like the general public. Last time, we were made to stand in line and then sent to a common gallery,” he told ANI, flagging both access and “protocol” concerns.Accusing the association of profiting from demand, the MLA claimed tickets worth Rs 5,000 were being sold for as much as Rs 35,000 in the black market. “They are taking all facilities from the government, including security, but not respecting elected representatives. Tickets are being sold through online channels and middlemen,” he alleged.The controversy gained traction in the assembly, where members across party lines complained of “disrespect” by KSCA. Acting on the concerns, speaker UT Khader directed the state government to ensure that each MLA is provided at least four VIP tickets for matches at the M Chinnaswamy Stadium.The speaker noted that MLAs often face difficulties at entry points, including having to stand in queues and not being recognised by staff, which adds to the sense of indignity. He also asked the government to ensure proper seating arrangements for legislators and their families.Deputy chief minister DK Shivakumar said he would immediately speak to KSCA officials and update the House, asserting that MLAs have the right to seek such facilities.The row comes just days before IPL 2026 begins on March 28 in Bengaluru, with Royal Challengers Bengaluru set to host Sunrisers Hyderabad at the M Chinnaswamy Stadium.
