NEW DELHI: Indian Navy hosted the Indian Ocean Naval Symposium (IONS) maritime exercise at Maritime Warfare Centre of Southern Naval Command in Kochi last Friday. The high-level engagement brought together delegates from IONS member navies to deliberate on evolving non-traditional maritime security challenges in the Indian Ocean Region (IOR).The exercise saw participation from Bangladesh, France, Indonesia, Kenya, Maldives, Mauritius, Myanmar, Seychelles, Singapore, Sri Lanka, Tanzania and Timor-Leste. The diverse multinational representation underscores a shared commitment to fostering mutual trust and enhancing collaborative maritime security across the region.As India assumes the IONS chairmanship for the 2026–2028 cycle after a gap of 16 years, IMEX TTX 2026 marks a key milestone in strengthening regional maritime leadership. Conducted in a sophisticated, simulated environment, the exercise addressed complex maritime security challenges in IOR, a region of critical importance to global trade, energy flows and connectivity.Its primary objectives included enhancing shared understanding among participating navies of operational approaches and constraints, examining coordination mechanisms such as information sharing and decision-making processes, and supporting the continued refinement of IONS frameworks, including validation of maritime security guidelines through practical application. By simulating multi-scenario contingencies without the constraints of live deployments, the exercise enabled participants to explore new avenues for professional exchange and to deepen mutual trust.IMEX TTX 26 reaffirmed the role of IONS as a vital platform for cooperation through constructive dialogue, collective responsibility and regionally driven solutions to maritime challenges. The insights gained from the exercise are expected to further strengthen the IONS framework, ensuring a coherent, responsive and stable maritime domain in IOR.

Mumbai animal lovers protest ‘No Pets’ notices by residents’ group at Bandra Bandstand | Mumbai News


Mumbai: Animal Animal lovers and activists on Saturday held a silent protest at Carter Road in Bandra West over the installation of ‘No Pets Allowed’ notices along the seaside promenade by the Bandra Bandstand Residents Trust. They said that only a competent authority, like the BMC, has the right to issue any public notice along Carter Road and other parts of the seaside with regard to walking pets or feeding the local animals.“It appears that some local Bandra residents feel that they own the Bandstand area, and have therefore put up notices like ‘No Pets’, ‘No Cycling’, and ‘No Smoking’,” said Shiraz Ahmad of Humanity World Foundation. “On March 16, we complained to the BMC about these illegal notice boards and it removed some of them. On Saturday, we animal lovers gathered at Carter Road and we also blackened some of the remaining notices in the public spaces.Sneha Visaria of Just Smile Charitable Trust said: “We assembled peacefully at Carter Road and also displayed our protest banners. While we can understand the ‘No Smoking’ notices since cigarettes are a health hazard, our protest was mainly against the ‘No Pets’ notices. Also, what right does a residents association have to enforce such rules on a public promenade.”Ahmad also complained: “I have seen how some slum children from nearby areas were stopped from entering the promenade by the residents’ body. This is unfair, because all people have the right to go there and enjoy the sea breeze.”

NEW DELHI: The Congress on Sunday unveiled its first list of 284 candidates for the upcoming West Bengal Assembly elections, signalling its decision to go solo in the state. The party said it will contest all 294 seats, leaving none vacant.Among the prominent candidates, former state unit chief Adhir Ranjan Chowdhury has been fielded from Baharampur, while former TMC MP Mausam Noor, who recently joined the Congress, will contest from Malatipur. Other names in the list include Madhap Rai (Darjeeling), Abdul Hannan (Sujapur), Susmita Biswas (Dum Dum), Gautam Bhattacharya (Diamond Harbour), Souvik Mukherjee (Asansol Dakshin) and Prasenjit Puitandi (Asansol Uttar).

The announcement came a day after the party’s Central Election Committee (CEC) held detailed deliberations on candidate selection. The meeting was attended by Congress president Mallikarjun Kharge, former party chief Rahul Gandhi, AICC general secretary (organisation) KC Venugopal, and senior leaders from West Bengal.Also present were CEC members Ambika Soni, Madhusudan Mistry, Salman Khurshid, T S Singhdeo, K J George, P L Punia and Amee Yajnik, along with AICC in-charge for West Bengal, Ghulam Ahmed Mir.Mir said the Congress had received a large number of applications for the polls. “We will contest all 294 assembly seats in West Bengal, leaving none vacant. This was the wish of our workers and rank and file in the state since the beginning. We have received 2,500 applications for these 294 seats,” he said.The West Bengal Assembly elections will be held in two phases on April 23 and 29, with counting of votes scheduled for May 4.

India accounts for 1 in 10 global maternal deaths: Lancet report

NEW DELHI: India remains among the countries with the highest number of maternal deaths globally, a major study published in The Lancet Obstetrics, Gynaecology & Women’s Health has found, with progress slowing down post 2015 after years of rapid decline.Around 2.4 lakh women died globally in 2023 due to pregnancy and childbirth-related causes, the study estimates. India accounted for about 24,700 of the 2.4 lakh deaths, placing it among the highest-burden countries alongside Nigeria, Pakistan and Ethiopia.India’s long-term numbers reflect both progress and persistent gaps. Maternal deaths fell sharply from about 1.19 lakh in 1990 to 36,900 in 2015 and further to 24,700 in 2023. And the maternal mortality ratio declined from 508 in 1990 to 116 per one lakh live births in 2023, indicating substantial gains but also unfinished work.

Deaths Continue To Be Driven By Largely Preventable Causes, Says Study Published In The Lancet

“Maternal mortality has declined significantly since 1990 due to better awareness, institutional deliveries and govt programmes, although progress remains uneven across states, with some like Kerala and Tamil Nadu nearing global targets while others such as Uttar Pradesh, Bihar and Madhya Pradesh continue to report higher maternal mortality,” said Dr Abha Majumdar, director, Centre of IVF & Human Reproduction, Sir Ganga Ram Hospital.The steepest decline happened between 2000 and 2015, driven by expanded institutional deliveries, improved antenatal care and wider public health interventions. However, the pace has slowed down in recent years, pointing to systemic challenges that are harder to address.The study points to a persistent pattern in India, where deaths continue to be driven by largely preventable causes such as haemorrhage, hypertensive disorders, infections and complications linked to pre-existing conditions. Delays in receiving care, gaps in quality of services and uneven access across regions remain key concerns.Globally, the maternal mortality ratio stood at 190 deaths per one lakh live births in 2023, still far above the Sustainable Development Goal target of fewer than 70. More than half of the countries have not reached this level yet. Researchers also flagged the impact of the Covid-19 pandemic, which disrupted maternal health services and contributed to additional deaths in several regions during peak years.Experts say the findings underline the need for India to sustain gains in maternal health, strengthen public health systems and improve quality of care, particularly for high-risk pregnancies and underserved populations. With progress slowing down and risks persisting, the study warns that without renewed focus, countries may fall short of the 2030 goal of making childbirth safer for all women.

Man hit by train at Mumbai’s Ghatkopar station dies | Mumbai News


Mumbai: A 33-year-old man working in the shipping industry was killed after being struck by a train at Ghatkopar station recently. Kurla Govt Railway Police (GRP) have recorded an accidental death and are probing further.The incident occurred on March 27. Narendra Mandre was struck by an Up fast air-conditioned local at platform 4 of Ghatkopar station. He was rushed to the Rajawadi Hospital where doctors pronounced him dead. He lived at bhatwadi in Ghatkopar.Police are probing for what purpose was he on the railway tracks when the incident happened. The incident left his head severed from his body, officials said.

New BMC chief likely to be appointed today | Mumbai News


Mumbai: With BMC chief Bhushan Gagrani’s scheduled retirement on March 31, a senior cabinet minister said his successor will likely be appointed on Monday.Gagrani is unlikely to get an extension. The minister said IAS officers Ashwini Bhide, Sanjay Mukherjee, Aseem Gupta and Milind Mhaiskar are in the running for the post. “The CM will take the final decision on Monday.Bhide, Mukherjee and Gupta had earlier served as additional municipal commissioners in BMC. Mhaiskar, additional chief secretary (ACS) in public works and forest departments, hasn’t worked in the civic body before. Were Bhide to be appointed, not only would she get to serve a full three-year term before her retirement in 2030, but she would also become the first woman BMC commissioner. The 1995 batch IAS officer is posted as ACS in the CM’s office and is also MMRCL’s managing director. She has led major infrastructure projects, like Metro line 3. As additional municipal commissioner, she played a crucial role in executing the Coastal Road project. Mukherjee, from the 1996 batch, is currently MMRDA metropolitan commissioner. Known as ‘infrastructure man’, he has led key projects like Atal Setu, Metro lines, several flyovers and bridges in MMR, and BMC projects, including critical water supply works, as additional municipal commissioner. Gupta, from the 1994 batch, is posted as ACS to deputy CM Eknath Shinde and holds the charge of urban development and housing departments. Gagrani was appointed BMC chief in March 2024. The Mahayuti govt had in the recent past appointed women as heads of the state bureaucracy and the police force—Rashmi Shukla served as Maharashtra’s first woman DGP from Jan 2024 to Jan 3 this year and Sujata Saunik as the first woman chief secretary from 2024 till her retirement last June.

Cab company ordered to replace buyer’s faulty scooter in Mumbai | Mumbai News


Mumbai: A consumer commission in Thane has asked Ola Electric Technologies to replace a defective electric scooter, or provide a full refund following a series of technical failures, citing “sheer deficiency” in customer service.The chronology of events shows the vehicle was not in proper condition and had various defects. “Not disclosing all relevant and necessary information in regard to the service of the vehicle and not removing the defects is a sheer deficiency on the part of the opponent,” it stated. The complainant purchased the scooter in July 2024 for Rs 96,997. On his first ride, just two days after delivery, the vehicle experienced acceleration snags and broke down multiple times. He said during a ride on Aug 29, 2024, the battery level plummeted from 21% to 3% within just 500 meters. It led to a sudden halt of the vehicle, which could have caused a fatal accident, the complainant claimed. The company was also ordered to pay Rs 20,000 for mental agony and hardship and Rs 15,000 for litigation expenses.

Mumbai court sets aside magistrate’s order, directs criminal proceedings against high-ranking ACB officers for failing to register FIR in Rs 14,000-crore Mhada scam | Mumbai News


Mumbai: In a strongly worded “bold order”, a sessions court has held that the time has come to give strong message to executive officers and bureaucrats that their omission and inaction to take proper action at appropriate time is causing serious issues regarding the country’s as well as the state’s economy.Setting aside a magistrate’s order and directing the initiation of criminal proceedings against several high-ranking Maharashtra Anti-Corruption Bureau (ACB) officers, some of them now retired, for “willfully and deliberately” failing to register an FIR in a Rs 14,000-crore scam which allegedly involved Maharashtra Housing and Area Development Authority (Mhada) officials, additional sessions judge Mujibodeen S Shaikh said, “Now, the time has also come to make it clear that no one is above the law and law does not protect the white-collar persons who are using their office or designation to protect the officers deeply involved in wrongful gain for them and wrongful loss for the state.”The judge also said that the time has come to pass a “bold order” to teach a lesson to high-ranking public servants that if they show utter disregard for the law by avoiding their official duties, their inaction can constitute a criminal offence. “The…magistrate is… directed to restore the complaint and to proceed further against the accused… for recording of evidence of the complainant and witnesses [evidence before charge] after passing the issue process order against the accused,” the judge said in an order pronounced earlier this month.The ruling came in a revision application filed by activist Kamlakar Shenoy, who alleged that despite clear evidence of cognizable offences involving 389 developers, the ACB officers kept his 2016 complaint in abeyance for over two years.Shenoy, a 65-year-old Mazgaon businessman, moved the sessions court in 2022 against the magistrate’s dismissal of his 2017 complaint. Shenoy argued that the ACB officers disobeyed the mandate of law by seeking government opinions instead of registering an FIR.Appearing in person he submitted that the officers, including a former director general of police and an additional police commissioner, appeared to be “protecting and shielding” Mhada officials who caused a loss of Rs 14,000 crore by failing to recover surplus built-up area from developers.In his order, the judge said that the magistrate is to pass order of “issue process” against the accused under Indian Penal Code sections 166A (public servant disobeying direction under law), 217 (public servant disobeying law to save a person from punishment or property from forfeiture), 218 (public servant framing an incorrect record) and 34 (common intention). The judge noted that it has become crystal clear that under the garb of preliminary inquiry continued years for together, the respondents have shown utter disregard to the mandate of law and provisions, therefore, prima facie they have committed offences under the above sections.“The anti-corruption laws have been enacted; however,effective and efficient implementation is lacking on account of the fact that corrupt activities are widespread in public administration. Acts of commission and omission, lack of expertise and delay in investigation are the vital reasons,” the judge said.Finding merit in Shenoy’s contentions, the judge noted that the earlier dismissal of the complaint by the magistrate was “skin saving and erroneous”. The judge held that the acts of the officers in avoiding their statutory duties under the guise of preliminary inquiries constituted a criminal offence.The court was particularly critical of the ACB’s decision to wait for an opinion from the housing department before acting against Mhada officials. The judge remarked that since Mhada functions under the housing department, it was unlikely that the principal secretary would facilitate the prosecution of his own subordinates. The judge stated, “The reason for not taking any action against the developers is best known to the Mhada officials. However, from the facts and circumstances it can be inferred that Mhada officials might have vested interest therefore, they have not taken any action against the builders…. So also, the principal secretary might have vested interest therefore, he has not given permission to take action or he himself has not taken any action against the Mhada officials who are deeply involved in wrongful gain.”Refusing to grant the ACB officers protection under Section 197 of the Code of Criminal Procedure, which requires government sanction to prosecute public servants, the court ruled that disobeying the law and fabricating records does not fall within the ambit of official duties.
