SRINAGAR: Ulfat Bano collects around 25 letters from the district post office in south Kashmir’s Shopian every morning and sets out on foot. There is no postal van to hop onto or a bicycle she can use if weariness strikes.The 55-year-old trudges through her native village of Hirapora, past stone walls and wooden barns with corrugated tin roofs – and when winter arrives, through knee-deep snow — to put each envelope in the right hands.Ulfat’s routine hasn’t changed in over three decades, yet she treats the job with the enthusiasm and energy of a recent recruit. For Hirapora, Kashmir’s first postwoman remains the lone postal link with the outside world.The terrain Ulfat negotiates in the line of duty does not make allowances. Hirapora sits at an altitude where snowfall buries walking tracks for weeks.Whenever it snows, which is often during winter in these parts, Hirapora goes to sleep in more ways than one. But the postal department can count on Ulfat to be out on her route, as usual, with an umbrella in one hand and a bundle of mail in the other, her pheran the only spot of colour against the white hillside.She refuses to take a break. Sun, rain or snow, the mail goes out.In a profession dominated by men, Ulfat earns Rs 22,000 a month, working the same hours and covering equal ground as her male counterparts elsewhere in J&K. She doesn’t see a distinction. Neither does she seek any concession.At her age, with barely five years to go for retirement, the work takes a toll Ulfat didn’t feel at 25. “It gets difficult at times,” she tells TOI. “But my passion for this job does not allow me to quit.”What keeps her going are the intangible rewards of her profession. Over the past 30 years, Ulfat has witnessed hundreds of families break into celebration whenever she has been the bearer of good news – a long-awaited letter, a job offer or a parcel from someone far away.“I see my work as a good deed,” says Ulfat. “It connects people across geographies.”Outside the Hirapora post office, a small brick building with the familiar India Post sign above a green curtain, Ulfat sits on the wooden steps, hands folded on her lap. It’s a typically bright spring morning, which should make the grind less taxing than it is when the weather isn’t her ally.Inside the building, the next batch of letters and parcels is getting packed.

Terror recruitment case: Raids in 10 locations in 3 Kashmir districts

SRINAGAR: J&K Police’s investigative wing, Counter Intelligence Kashmir (CIK), Thursday raided 10 locations in three districts of Kashmir Valley and busted a “terrorist recruitment module” allegedly linked to handlers across the Line of Control (LoC) and a network based in Bangladesh, a CIK statement claimed.The raids were carried out in Srinagar, Ganderbal and Shopian districts on warrants issued by the special NIA judge in Srinagar. The seizure included “incriminating materials, including digital devices, SIM cards, mobile phones, laptops, and other documents” pertinent to the investigation, the statement said. An FIR under Unlawful Activities (Prevention) Act was registered at CIK police station.A Bangladesh-based Lashkar-e-Taiba terrorist, Shabir Ahmad Lone, had been handling the module, CIK stated. Lone, a native of Kangan in Ganderbal, operated under multiple aliases, including Raju and Zafar Saddique. A “highly radicalised and trained” handler, Lone underwent “structured arms training in Pakistan-occupied Kashmir” and initially worked as an overground worker for a terror outfit in the late 1990s before joining LeT in the early 2000s, the statement said.“He later infiltrated India via the Bangladesh border and remained actively involved in terror-related activities, including conspiracy in high-profile attacks,” CIK stated, adding that Lone later exfiltrated to Bangladesh, from where he has been “operating and coordinating terrorist recruitment and network expansion”.Investigation further revealed that Lone was in close touch with the senior leadership of proscribed terrorist organisations and played a key role in reviving cross-border terror modules, CIK stated. He currently continues direct operations from Bangladesh “through a network of associates and overground workers” and is the “most wanted terrorist operating from a foreign land,” the statement said.CIK had earlier stated that it arrested one of Lone’s close associates, Irfan Ahmad Wani (45) from Shopian’s Heerpura. Wani had been in continuous contact with Lone and other terrorists based in Pakistan and Afghanistan through encrypted messaging platforms. “He was actively engaged in facilitating recruitment, radicalisation, and logistical support at the local level,” CIK had stated.

72 Mumbaikars have filed their living will with civic officials | Mumbai News


Mumbai: Seventy-two Mumbaikars have filed their living will with civic officials so far, according to BMC public health department. A living will is a written, legal document that provides instructions for medical care, or for the termination of medical support, in certain circumstances.“These 72 living wills have been submitted to the appropriate officials in our various ward offices,” BMC executive health officer Dr Daksha Shah said on Thursday. There is a surge in interest in living wills following the death of Harish Rana, India’s first passive euthanasia case, in Delhi.However, even two and a half years after the Supreme Court simplified guidelines for passive euthanasia, there is still a lack of clarity over how these living wills will be processed and handled at the state or corporation level. City gynaecologist Dr Nikhil Datar, who was the first to file a living will in Feb 2023, said that the state govt’s work on digitising living wills for online registration is still incomplete.In 2024, the Maharashtra govt appointed custodians in all civic bodies to receive and safely keep the living will documents of citizens. There are 417 custodians across municipal corporations and other local bodies. These custodians have to safekeep the advanced medical directives or living wills. “After I filed a petition in the high court in this regard, the state said that it would complete digitisation of the living will process within three months. The deadline was July 2025, but the process is incomplete,” said the doctor.A senior civic official said that state-level guidelines are still trickling in. “We need uniformity in the guidelines across the country. What if a person who has filed a living will in Mumbai travels to another state and the provisions have to be implemented?” said the official.

TOI correspondent from London: Nirav Modi appeared defiant in the dock in his Bank of India (BOI) trial on Thursday, saying that the banks, together with the CBI and ED, had destroyed the business he had spent 20 years building up and that he had committed no fraud against Punjab National Bank.Nirav was giving evidence in a separate civil trial at which he is accused of owing BOI in excess of $10.7 million (Rs 100 crore) via a personal guarantee he allegedly gave on a loan given to Firestar Diamond FZE. He denies he “knowingly and intentionally” signed the guarantee and says he does not owe BOI anything.Dressed in a smart suit, he arrived from prison and looked unfazed by Wednesday’s adverse extradition judgment. He took his oath on the Bhagavad Gita and put both hands through the dock bars as he read from a laptop.Beasley, representing BOI, asked him why he claimed there was no material adverse event for BOI to call in the BOI loan in 2018 given the allegations that appeared in the media about his companies and his alleged fraud against PNB at that time.“It started Feb 5,” Nirav replied. “That is when the media reported on it,” he said. “I remember the date. It was a life-changing event,” he said. “They said Rs 11,000 crore, it was Rs 6,000 core, there was no fraud, and I don’t think his amount would make the top 20 in India.”He then accused PNB of colluding with the CBI. “Normally there would be preliminary investigation and then an FIR — it is unheard of for an FIR to be filed without hearing from the complainee. On Feb 2 , I don’t think anyone was aware except the CBI. Maybe PNB was working with CBI as PNB put it on social media on Feb 3. On Feb 15, the ED pulled the plug on everything — no manufacturing or finance could continue. My business stopped and the ED and CBI seized and attached everything.After the hearing, he told TOI he can’t comment on the extradition judgment.

BENGALURU: A chain of events turned Sri Siddhartha Institute of Medical Sciences & Research Centre in T. Begur near Nelamangala, Bengaluru Rural, into a battleground after a controversial classroom episode involving a professor and an alleged love proposal triggered outrage and violence. The incident reportedly took place on Wednesday and came to light through videos recorded by students on their mobile phones.According to initial information, the trouble began when a professor, identified as Mohammed, allegedly proposed to a student inside a classroom. He is also seen distributing chocolates to the class to mark the occasion. The student immediately objected and asked him to take up the matter with the principal. She further questioned him on when she had proposed to him.The professor questioned her, “didn’t you say I love you Mohammed, didn’t you say it.” He further claimed that there was CCTV footage to support his statement, prompting the girl to demand that he show it. He then walked out of the classroom, telling her that he would speak to her the next day, while asking students to have chocolates. It is also learnt that the professor had brought a carton box full of chocolates and had arranged for a person to distribute them among students.However, tensions escalated soon after he exited the classroom. What began as an argument spiralled into a full-blown ruckus on campus, with the agitated girl allegedly hitting the professor with her slipper/sandals, while other students joined in abused him filthily and assaulted him.The incident occurred within the jurisdiction of Nelamangala Rural Police Station in Bengaluru Rural district. A senior police officer told TOI that no complaint has been filed by either the student or the professor so far.

Mumbai: Bombay high court on Thursday said the state govt has failed in its duty to implement the Street Vendors Act of 2014 as a scheme drafted in 2017 does not have compliance with a crucial section. But after the state lawyer assured she would be in touch with the highest officer of the urban development department, the HC said as a last chance the matter will be heard on April 20 for the state to come out with a proper scheme.The HC division bench headed by Justice Bharti Dangre was hearing petitions filed in 2022 over TVC and scheme for hawkers, which the state said will be one for entire Maharashtra, while another division bench headed by Justice Ajay Gadkari posted to Monday a suo motu PIL on hawkers issue to enable BMC to inform the steps taken to announce the town vending committee (TVC) election result for Mumbai pursuant to the court’s decision.“Will you place before the public a half-baked scheme or a foolproof scheme?” Justice Dangre asked the state.On Feb 12, the HC asked state to file an affidavit, and on Thursday, Justice Dangre expressed deep disappointment over the affidavit filed by the joint secretary of the UDD and said if on the next date the affidavit is not proper, the HC would call the public servant to court. The HC said that more than a decade since the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014, was enacted by the Parliament to protect the rights of the urban street vendors and to regulate street vending activities, and more than eight years passed since the HC passed exhaustive guidelines for its implementation in a petition filed by Azad Hawkers Union, heard along with a Public Interest Litigation raising a challenge to a scheme purportedly framed under Section 38 of the Act by the Govt Resolution dated Jan 9, 2017. The HC said, “State is still lurking in dark about the implementation of the Statute”.On Thursday, there were three individual petitioners and Maharashtra Hawkers Federation, questioned Navi Mumbai Municipal Corporation about its arbitrary action. The HC questioned the quality of NNMC reply too and asked it place on affidavit by when its TVC poll would be conducted. The hawkers said the scheme does not deal with goods seized by authorities nor does it provide for a panel for grievances as contemplated by the Act. The HC repeatedly asked the state lawyer how difficult it was for the state to come out with a scheme that contains all necessary aspects as mentioned in the Act and call all TVCs, over 420 of them for the state, for a consultation in a time-bound manner before passing the scheme. Justice Dangre said Maharashtra was lagging behind other states in implementing the Act meant to regulate hawkers.

Rahman had on Wednesday called for the establishment of the Liberation War’s spirit of “equality, human dignity and social justice”, as the nation observed Genocide Day on Wednesday. The Pakistani army had launched Operation Searchlight on the same day to suppress the Bengali people’s calls for self-determination in erstwhile East Pakistan, killing over 20,000 people in Dhaka alone.
