Freebies first, development later? Karnataka cuts programs to fund welfare schemes, CAG flags deficit risks

NEW DELHI: The Karnataka government’s growing expenditure on welfare schemes has placed pressure on its finances, forcing cuts in some ongoing programmes, the Comptroller & Auditor General (CAG) said in its report for the 2024-25 fiscal, tabled in the Assembly on Thursday.

Guarantee schemes consume significant revenue

The CAG noted that the state spent Rs 52,525 crore on five guarantee schemes — Shakti, Gruha Lakshmi, Gruha Jyoti, Yuva Nidhi and Anna Bhagya, in 2024-25. The report said this accounted for around 20% of revenue receipts and 27% of the state’s own revenue, highlighting the schemes’ heavy burden on the budget.“Though the revenue growth is stable, it is insufficient to absorb the recurring costs of the guarantee schemes and hence the state needs to rely on borrowings to fund the guarantee schemes,” the report said. During 2024-25, while the state’s revenue rose by 10.63%, its expenditure grew by 14.99%, largely due to the guarantee schemes.

Cuts to other programmes and rising borrowings

The CAG highlighted that rising subsidies compelled the government to reduce funds for some ongoing programmes, including nutrition, assistance to local bodies, gram panchayats in rural development programmes and urban development initiatives. The mismatch between receipts and expenditure contributed to a revenue deficit of Rs 20,834 crore, while the fiscal deficit rose from Rs 65,522 crore in 2023-24 to Rs 85,030 crore in 2024-25, reported news agency PTI. To bridge the gap, the state undertook net market borrowings of Rs 71,525.15 crore, up Rs 8,525.15 crore from the previous year.

Concerns over capital expenditure and debt servicing

While overall capital expenditure rose by Rs 5,786 crore, the report said actual investment in infrastructure increased by only Rs 3,284 crore after adjusting for central assistance, investments, and off-budget borrowing. The CAG warned that this “compression in gross capital formation may prove detrimental to future growth prospects.”It further noted that higher borrowing would increase debt servicing obligations, which could crowd out spending on developmental, infrastructure, and welfare measures. The report cautioned that continued borrowing growth could risk breaching the Karnataka Fiscal Responsibility Act (KFRA) fiscal targets.

Give Rs 80,000 compensation to man who fell off train while seated near door, Bombay high court orders railways | Mumbai News

Mumbai: Bombay high court has directed the railways to grant Rs 80,000 compensation to a man who fell off a running train while sitting near the door. The Central Railway said no compensation could be awarded as it was a “self-inflicted injury”, which under the rules excludes compensation. The passenger, Rohidas Kumavat, was travelling by Guwahati Express train from Manmad to Jalgaon. When the train was entering Jalgaon station, he said, “due to the rush, his hands slipped” and he fell from the running train, leading to a head and shoulder injury. The train had no halt at Jalgaon.Justice Jitendra Jain, said long-distance trains have no display board about halts, “if a person boards a train and train does not have halt at the railway station where he wants to de-board, no fault can be attributed to such a passenger”.But Justice Jain said, “It is advisable to wait till the train halts at the next railway station and pay necessary fine for travelling beyond the destination for which the ticket was purchased,'” adding, “I am conscious that at that point of time, a human being may take steps to risk the life, but it is at that point of time that test of mental balance is tested. This is required in the larger interest of the dependents of the passenger. The railway authorities should introduce a public announcement system like that in Vande Bharat train, in all the trains to reduce such incidents.'”The Supreme Court said in 2010 if a person sitting or standing near the door accidentally falls down, it would not be a case of suicide, self-inflicted injury, criminal act, etc.The HC said it was possible the passenger thought the train would halt at Jalgaon and, on realising it wasn’t, an attempt to alight would naturally lead to “some injury”.Justice Jain said he could have waited for the next railway station to de-board the moving train, but at that point of time, a person loses his mental balance and in panic tries to de-board the moving train without there being any intention of “self-inflicted injury”.“No person in such a situation would do any act to impose upon him ‘self-inflicted injury’ and in some cases, it is also possible that he may go unscathed,” added the HC.

What is ‘launching soon’? White House official page posts strange, unexplained videos amid US‑Iran war | World News

What is ‘launching soon’? White House official page posts strange, unexplained videos amid US‑Iran war
White House Official Page Posts Strange Videos Amid US‑Iran Conflict/ X

As tensions between the United States and Iran continue to escalate, a pair of unexplained videos posted by the White House late on March 25 has triggered widespread confusion online, with viewers trying to connect the timing to ongoing military operations, diplomatic signals and even potential announcements. The posts, brief and without context, appeared just hours after a forceful White House briefing on the war and fresh remarks from Donald Trump, amplifying speculation about what, if anything, might be “launching”.

Two short videos, one deleted, and no clear explanation

While the administration has gained a track record of posting bizarre videos in recent days, including clips mixing real war footage with memes, Hollywood action scenes and video‑game or anime imagery related to the Iran conflict, this latest clip stands out. Unlike previous posts that had a visible narrative or theme, this one lacks any clear context, making it feel peculiar and vague, giving the impression it might have been accidental or even hacked. The first video was posted at around 9:15 p.m. EST on the White House’s official X account. Shot on what appears to be a phone camera pointed towards the ground, it shows a woman’s black boots and part of a dress.A female voice is heard asking, “It’s so cool. It’s launching soon, right?” while an off-camera male voice replies “‘yes’.” The only on-screen text reads: “sound on.” The clip was deleted roughly 90 minutes later, but had already begun circulating widely across social media. A second video followed at around 10 p.m. EST and remains online. Lasting about four seconds, it shows a blank, dark screen interrupted by a phone notification sound. Static briefly flickers across the frame, and for a moment an American flag appears before fading out again. One detail drew particular attention: the flag’s red and white stripes appeared vertical rather than horizontal, prompting further speculation that the imagery might carry some coded or symbolic meaning. The post, captioned with only a phone and speaker emoji, offered no explanation. Together, the two clips amassed millions of views within hours, with the second video alone crossing tens of millions of impressions.

White House response adds to the mystery

When asked for clarification, a White House spokesperson told People: “I wonder what’s launching soon!,”offering no real answers and leaving the question unresolved. There was no indication that the accounts had been compromised, and officials did not suggest the posts were accidental. The lack of explanation, combined with the deletion of the first clip, has left the posts open to interpretation.

Online theories range from apps to military strikes

The absence of context quickly turned the clips into a blank canvas for speculation. Some users suggested the posts could be teasing a new government app or communications platform. Others believed the videos might be linked to a space launch, pointing to Artemis II, which is expected to send astronauts deeper into space and could launch as early as April. More alarmed interpretations connected the phrase “launching soon” to the ongoing conflict, with some users asking whether it referred to a missile strike or escalation in the war. “What’s launching??? A missile? An app? A mission??” one user wrote.Several users also posted slowed-down versions and screenshots, trying to decipher blurred flashes on the screen, interpreting them as possible numbers, letters, or cryptic codes. Many tried hard to figure out what was seen, analyzing frames frame by frame in search of hidden meaning. Others dismissed the posts as overdramatic or poorly timed, with one comment suggesting the White House communications team had been “binge too many spy thrillers” and calling the posts “unnecessary drama” during an active conflict. More outlandish theories, including references to nuclear weapons or even extraterrestrial activity, also surfaced, though largely in jest.

Posted against the backdrop of a widening conflict

The timing of the posts has been central to the reaction. Earlier on March 25, White House press secretary Karoline Leavitt delivered a forceful briefing, describing the scale of US military action against Iran. “The United States military continues to decimate the terrorist Iranian regime’s offensive and defensive capabilities,” she said. Leavitt claimed US forces had struck 9,000 targets and destroyed 140 naval vessels, calling it “the largest elimination of a navy over a three-week period since World War 2”. She also issued a warning tied to ongoing negotiations: “There does not have to be any more death and destruction. But if Iran fails to accept the reality of the current moment, if they fail to understand that they have been defeated militarily and will continue to be, President Trump will ensure they are hit harder than they have been hit before. “President Trump does not bluff and is prepared to unleash hell.” The briefing came amid reports that Iran had rejected a 15-point proposal from Washington aimed at ending the war.

Trump’s latest remarks and stalled negotiations

On the morning following the videos, Donald Trump posted on Truth Social, intensifying his rhetoric around the negotiations. “The Iranian negotiators are very different and ‘strange’. They are ‘begging’ us to make a deal… and yet they publicly state that they are only ‘looking at our proposal’. WRONG!!!” he wrote. “They better get serious soon, before it is too late, because once that happens, there is NO TURNING BACK, and it won’t be pretty!”

According to Iranian state media, Tehran has rejected the US proposal and instead issued its own five-point framework, reportedly including demands for guarantees against renewed hostilities, reparations, and control over the Strait of Hormuz.

Kick streamer ShnaggyHose accuses Cheesur of harming girlfriend Kaelyn as livestream clip goes viral

A new online controversy is building after streamer ShnaggyHose made serious claims about fellow creator Cheesur during a livestream. The moment, which is now being widely shared, comes from a recent “Just Chatting” session. On March 25, 2026, an X user posted a short clip showing part of the exchange, and it quickly started gaining attention. In that clip, ShnaggyHose accused Cheesur of harming his girlfriend, Kaelyn. The claims were made while he was reacting to Cheesur’s ongoing stream. So far, Cheesur has not responded publicly. Because of the serious nature of the accusations, the situation is now being closely followed by viewers across streaming platforms.

ShnaggyHose alleges Cheesur “put his hands” on Kaelyn during livestream as heated exchange unfolds

During the livestream, ShnaggyHose spoke directly about the situation and did not hold back. He said, “I can’t wait till all the Cheesur Files come out. I can’t wait till Kaelyn exposes him for who he is. The reason she won’t leave is because he put his hands on her. She’s scared to leave him.”These are strong claims, and there is no confirmed proof shared publicly at this time. The comments came in the middle of a back-and-forth moment between the two streamers. At one point, Cheesur also made remarks during his own stream, which added to the tension. While reacting to that, ShnaggyHose responded by questioning why such comments were being made publicly. He said, “He has to say things like that to get attention. That’s the only way his chat moves.”Before making the allegations, ShnaggyHose also confronted Cheesur in a frustrated tone. He said, “I’m tired of people putting my name in their mouth. I just checked his stream, and now he’s saying things about me.”The situation quickly turned into a wider discussion online. Many viewers began sharing opinions, while others asked for clarity and proof. Cheesur has not yet released any official statement to respond to these accusations against him.Since the livestream comments still require verification, they have not been demonstrated to be accurate. Right now, the public is unaware of any formal complaints or legal actions now ongoing. While the number of people engaging in the debate keeps growing, the clip keeps circulating throughout several sites. With both creators having active audiences, many are now waiting to see if Cheesur responds or if more details come out in the coming days.

‘SGNP officials will need to build 308 watchtowers, 1 every 500 m’ | Mumbai News

Mumbai: Sanjay Gandhi National Park (SGNP) authorities are required to construct 308 watchtowers, approximately one every 500 metres along the park’s boundary wall, on the directions of the Bombay high court to ensure constant monitoring so no new encroachments take place.Kiran Patil, deputy director, SGNP, in charge of the south division (Borivli) of the park, said they surveyed the area where the park is encroached, and in this section, 61 watch towers are required. “We will construct only these many watchtowers in the south division,” he said. Pradip Patil, deputy director, SGNP, in charge of the north division (Yeoor, Thane), said around 23 watch towers are proposed to be constructed in the north division in phase one in the current financial year. The boundary wall around the national park is supposed to be 154 km in length. So far, 50 km of the wall has been constructed. The balance is pending on account of slum encroachments, litigations over land ownership, existence of a private boundary wall and natural boundaries. Officials said the govt has sanctioned Rs 194 crore for construction of another 70 km of the boundary wall for the current financial year.“The boundary wall in certain areas is likely to obstruct the movement of wild animals, so there is a study currently underway to identify areas where there is no encroachment and there is no likelihood of encroachment in future as well, so the wall will not be required in such sections. This will enable the wildlife to move easily,” said officials.Kiran Patil said currently 16 km of the boundary wall is to be constructed in the south division, but nearly 13 km of land is encroached upon. “Work is underway on three km,” he said. In the north division, there have been angry protests by local residents to watch towers, said officials.“While theoretically we are required to construct 308 watch towers, on the ground it would not be possible and practically there is no requirement for so many towers,” said sources. The SGNP has sought more security personnel to patrol the park. Park authorities have identified 21 locations in the park where it is setting up protection camps. “The security personnel will be stationed at these camps. They will regularly go up to the watch towers to ensure no new hutments are coming up on the park land.” The Bombay high court in its 2025 order directed the govt to complete the work on the boundary wall within a year. However, unless all the slum dwellers are relocated, it will be difficult to complete the wall.In 1997, the court ordered the relocation of slum dwellers and restoration of the land to a forest. Slum dwellers settled on forest land prior to Jan 1, 1995, were eligible for free housing and were asked to pay Rs 7,000. The rehabilitation was to be done in two phases. However, only 11,359 slum households were relocated to Chandivali near Powai. Units for 299 households in phase I and 13,486 in phase II are still pending. Over the years, the slums have grown and the state govt has now decided to rehabilitate all slum dwellers. Slum households post 1995 and up to 2011 will get housing on payment of Rs 2.5 lakh, while post-2011 slum households will be provided rental housing. The govt has identified land in Thane district for the rehabilitation of slum dwellers, but there is strong opposition to the relocation from residents as well as elected representatives, including those from the BJP.

With 22 matches scheduled across 17 different cities, the upcoming calendar ensures that the ‘Blue Wave’ will sweep through every corner of the nation, from the coastal breeze of Trivandrum to the historic grounds of Kolkata. However, for most fans, the schedule release answers one primary question: when will we see the iconic duo of Rohit Sharma and Virat Kohli back in action in front of their home crowds?

BCCI announces comprehensive 2026-27 home season schedule

The BCCI’s newly released itinerary is a balanced mix of white-ball fireworks and the prestige of the long format. The season officially kicks off on September 27, 2026, with the West Indies arriving for a multi-format tour. This opening leg features three ODIs in Trivandrum, Guwahati, and New Chandigarh, followed by a five-match T20I series spanning Lucknow, Ranchi, Indore, Hyderabad, and Bengaluru.

As the winter chill sets in, Sri Lanka will visit in December 2026 for three ODIs and three T20Is, with matches hosted in major hubs like Delhi, Ahmedabad, and Pune. This is followed by a quick three-match ODI series against Zimbabwe in early January 2027, bringing international cricket to the iconic Eden Gardens and Wankhede Stadium. However, the crown jewel of the season remains the Border-Gavaskar Trophy. Starting January 21, 2027, India will face Australia in a gruelling five-match Test series. Trump reveals Iran’s ‘oil gift’: 10 Pakistan-flagged tankers sent through ‘blocked’ Strait of Hormuz

Trump reveals Iran’s ‘oil gift’: 10 Pakistan-flagged tankers sent through 'blocked' Strait of Hormuz

US President Donald Trump has claimed that Iran effectively offered what he described as a “gift” of oil shipments through the Strait of Hormuz, saying as many as 10 Pakistan-flagged tankers passed through the crucial route in recent days.Speaking at a cabinet meeting, Trump recounted a conversation in which he was told Tehran would make a gesture. “They said to show you the fact that we’re real and solid and we’re there, we’re going to let you have eight boats of oil. Eight boats. Eight big boats of oil,” he said. “This was two days ago… and I didn’t think much about it.”He then described watching television coverage that appeared to confirm the movement. “I watched the news… and he said, something’s unusual happening. There are eight boats that are going right up the middle of the Hormo Strait. Eight big tankers are going, loaded up with oil right through,” Trump said, adding: “I said, well, I guess they were right. And they were. They were real, and I think they were Pakistani flagged.Trump went further, suggesting the number of vessels increased after an apparent follow-up move from Tehran. “They then apologised for something. They said, and they said, we’re going to send two more boats. And it ended up being ten boats,” he said. “I said, well, I guess we’re dealing with the right people.”Just a day earlier, Trump said Iran had made a significant energy-related concession to the United States, describing it as a positive development without offering details. He hinted the move might involve the Strait of Hormuz, a crucial route for global oil shipments. Speaking in the Oval Office, Trump called it a valuable “gift” tied to oil and gas rather than nuclear issues. The remarks come amid an intensifying conflict between the United States and Iran, now nearing a month in duration. Trump insisted Tehran is under pressure to negotiate, saying: “They are begging to make a deal, not me. They’re begging to make a deal.” At the same time, he warned that Washington could escalate further if Iran does not abandon its nuclear ambitions. “If they don’t, we’re their worst nightmare… we’ll just keep blowing them away,” he said.Trump also indicated that taking control of Iran’s oil resources remained under consideration. “It’s an option,” he said, drawing comparisons with US actions in Venezuela. The Strait of Hormuz remains central to the talks with roughly a fifth of the world’s oil supply passing through the narrow corridor. Iran has in recent weeks restricted or scrutinised vessels linked to the US and its allies, while allowing limited traffic to continue, contributing to volatility in global energy markets. As fighting continues, the humanitarian toll has mounted sharply, with thousands reported dead across Iran and Lebanon and millions displaced. Despite ongoing diplomatic contacts, Iranian officials have described US proposals as “one-sided and unfair,” leaving uncertainty over whether negotiations can halt the conflict.
